Anderson, Public Works SUBJECT: Final Reading Ordinance 2021-01 Weld County Engineering & Construction Criteria Manual Weld County Public Works utilized the 2020 On -Call Engineering contract to engage a consultant, Atkins, to complete an update to the Weld County Engineering and Construction Criteria (WCECC) manual. This update provides more detailed direction to applicants in areas such as drainage, traffic studies and road design in order to remain consistent and prioritize the health, safety and welfare of all County citizens. The criteria within the manual compliments the recent changes to Chapters 8 and 24 of the Weld County Code. There are two minor changes proposed for final reading: 1. Page 19 of the criteria manual — 4.1.2 Typical Plan Set Guidelines - Plan and Profile Sheet(s) Add sentence (in red): Must include horizontal and vertical scales and north arrow, location of right-of-way, location of easements, location of property lines, location of utilities, centerline stationing, horizontal and vertical curve information, existing and finished road grades, and design elevations. To assure that future road improvements will meet County standards, the centerline profile (and grade and ground lines) shall be continued 500 feet beyond the proposed construction for all road classifications. Separate plan and profiles sheets will be included for each access point, irrigation structures, and other structures as applicable. 2. Page 22 of the criteria manual — 4.2.1 Horizontal Curves Second paragraph change the word "decrease" to "increase" 500 feet long for a deflection angle of 5 degrees, and the minimum length should be increased 100 feet for each 1 -degree decre-a- e increase in the deflection angle. Public Works recommends the Board of County Commissioners approved on final reading, the proposed changes, and adopt by Ordinance, the WCECC manual as Appendix 8-Q of the Weld County Code. (include consequences, impacts, costs, etc. of options): Option 1: Place the 2021 update on a future BOCC hearing agenda as a regular item to be adopted by Ordinance to be included as Appendix 8-Q of the Weld County Code. This option provides clear and consistent information to all applicants constructing and/or developing within Weld County. Option 2: Decline to adopt and codify the updated WCECC manual in which case it will be used only as a guideline document.
