HomeMy WebLinkAbout20212072.tiffRESOLUTION RE: APPROVE GRANT APPLICATION FOR BODY WORN CAMERA POLICY AND IMPLEMENTATION PROGRAM TO SUPPORT LAW ENFORCEMENT AGENCIES, AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY AND ELECTRONIC SUBMITTAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for the Body Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriffs Office, to the U.S. Department of Justice, commencing October 1, 2021, and ending January 31, 2023, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Grant Application for the Body Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriffs Office, to the U.S. Department of Justice, be, and hereby is, approved. The Weld County Sheriff's Office would like to apply for $374,390 in funding to expand the existing Body Worn Camera program. The Sheriffs Office would like to purchase 281 additional BWCs to outfit Detention, Court and Admin officers. The total cost of the 381 body worn camera packages (hardware and software) costs approximately $948,785 split over a four-year contract period. The Sheriffs Office received a preliminary notice of funding from the State for $200,000 which would cover the majority of the first year's contract. This application is requesting additional funding to cover the body -worn cameras support package for the remainder of year 1 through year 4. The grant has a per camera cap of $2,000 and requires a 1:1 match. Year 1-4's uncovered cost is $748,780. 1:1 match: $374,390 We are requesting that the BOCC delegate authority for the WCSO Budget Manager to submit the grant application via justgrants.gov on the Chairman's behalf. The application has been reviewed by the County Attorney. Sheriff Reams is in support of this application. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Authorize the Chair to sign the FY 2021 Body -Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies Grant Application in the amount of $374,390, along with supporting grant documents. • Deny the grant application. This may lead to increased general fund dollars spending to cover additional needed doses for the WCSO operation. • Schedule a work session to discuss further. Proposal Abstract The Weld County Sheriff's Office (WCSO) is seeking BJA FY2021 grant assistance to purchase 281 Body Worn Cameras (BWCs) through its existing vendor c with Body Worn by Utility. WCSO has 361 sworn deputies, which include Patrol, Detentions, Civil Service, Reserves and Executive Staff. Currently, our Office 80 BWCs deployed to Patrol Deputies for use in their daily field duties. To comply with Colorado SB20-217 and HB21-1250, the Weld County Sheriff's Office like to expand the BWC program and outfit its Detention Facility and Court Deputies, as well as its Executive staff. WCSO received preliminary approval of $200,000 from the State of CO through the JAG 2021 grant opportunity to cover a portion of the first year's program c The total implementation cost for 281 cameras is an estimated $948,785 spread over four years. The Weld County Sheriff's Office is seeking additional funding through the BJA FY202 to offset the remaining cost for the implementation spread over four years. Outfitting the agency with BWCs will enhance transparenc' accountability (both for he deputy and the citizen) and the training of the officers.
