HomeMy WebLinkAbout720489.tiff RESOLUTION WHEREAS, the Board of County Commissioners, Weld County, Colorado, is aware of the activities of the Greeley Area Chamber of Commerce within Weld County, and WHEREAS, the Board commends said Area Chamber of Commerce for its efforts in helping to improve living conditions within the County, and WHEREAS, the Board is aware of the financial burden assumed by said Area Chamber of Commerce on behalf of Weld County citizens, and WHEREAS, the Board believes it to be in the best interest of Weld County to make a contribution to the Area Chamber of Commerce thus helping to defray some of the expenses necessary to implement its programs within the County. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, and it hereby directs and orders that payment of Two Thousand Dollars ($2, 000. 00) be made to the Greeley Area Chamber of Commerce as Weld County's contribution for the year 1971, only, to help improve living conditions throughout Weld County. The above and foregoing Resolution, was, on motion duly made and February seconded, adopted by the following vote, on the 16th day of Jarman., 1972. February 16 , 1972 Mr. Glen Billings , Chairman Weld County Commission Weld County Court House Greeley, Colorado 80631 Dear Glen: In response to your request for information concerning some of the activities in which the Chamber of Commerce either has engaged or will be working with other communities throughout Weld County, I am offering the following comments . I have not attempted to supply totally complete details in each case , but it is hoped that the general comments will give you an indication of the scope of our commitment to a program that encompasses all of Weld County. As I have indicated to you in our past conversations , we are interested in learning of any suggestions for other activities throughout Weld County in which our involvement might be beneficial . Of most recent note is a visit that Jim Ohi of your Planning Staff and I made to the community of Grover last week. During this visit we met with members of the City Council in an attempt to help them define some of the challenges Grover faces and to attempt to define some of the possible solutions that might be available . Initial com- ments from the community' s officials indicated their desire to engage in an industrial development program that would see the attraction of some type of small light manufacturing facility to their area. This is a project our office will be most happy to assist them with after some initial steps are taken by the community to prepare themselves for the demands that will be placed upon them by an industry. We discussed with the Mayor and her Council the advisability of undertaking such programs as the installation of a sewer system, community beautification contest, an evaluation of their housing availability and a variety of other pro- jects that can be carried on at the local level with a minimal amount of outside assistance. The response was good and we have forwarded to Mrs . Richards a community evaluation form that might be of use to them in planning some self-help programs . Of course , we have indicated to Mrs . Richards our availability at any time that the resources of the Greeley Chamber can be of assistance and I plan to return to Grover in the not too distant future for further conversations with the Council after they have had an opportunity to look over the community questionnaire and draw some conclusions from it. C' ;_lX r.f., GRP Li I _ r'• 7 ./\ )( P1)121 "q"3 7',2 - Zc,r F, Mr- Glen Billings February 16 , 1972 Page two A similar mission on a more indirect approach was undertaken last September when Wendell Fuller, Joe Tennessen and I met with members of the Ault Businessmen' s Club to encourage and assist in the estab- lishment of a Highland' s Area Chamber of Commerce. During the fall and winter months it has been our pleasure to continue work with the people in the Highland area toward this goal and it is our belief that their structure is beginning to take final shape at this time. Preliminary conversations with Mr. Dickerson, Mayor of Kersey, indi- cate that at the appropriate time we will be asked to assist them in the same sort of undertaking and we have advised him of our availability upon his call. Also, we have been informed indirectly of an interest in the same sort of organizational restructuring by the Johnstown Busi- nessmen' s Club and, although no conversations have been held with them at this time, they have been assured of our availability to assist in getting a Chamber of Commerce - type structure organized in south- western Weld County. In the field of Industrial Development it has been my pleasure in the short time that I have been in Weld County to work with people in a number of Weld County communities toward the establishment of manu- facturing facilities in their communities . During the past months , we have hosted industrial prospects through our office who have seri- ously considered the communities of Ault, Eaton, Fort Lupton, Johns- town and Windsor. Although no major announcements of industrial growth have been made at this time, it is my feeling that these efforts will bear fruit in the future . Our files are constantly being updated with information on available sites for industry throughout Weld County and we make every effort possible to interest industrial representatives in these facilities in the smaller communities throughout the County when we have the opportunity to visit with them. In the field of Industrial Development the number of inquiries and visits our office has dealt with in the short time that I have been here has indicated a strong necessity for all of us in Weld County to put forward a unified front in answering the demands of expanding industry. With this in mind, our office has started conversation with your Planning Commission Staff , the planner from Windsor and Chamber of Commerce officials from Fort Lupton and the Highlands Area with the hopes that a county-wide industrial land criteria can be developed soon. It is my feeling that this outline would fit compatibly into the general out- line of the county plan under development by the Voorhees Company at the Mr., Glen Billings _ February 16 , 1972 Page three present time. It is my intention to follow this planning step to a logical conclusion, hopefully before too much more of 1972 is gone. Of course, you are aware of much of the publicity surrounding the establishment of the Forward Together program. Let me simply state in summation of the intent of that program that it is our hope that all citizens of Weld County will eventually feel like there are pro- ject areas to which they can belong and with which they can identify. As each of the Council areas are transformed into working committees , we are making every effort to attract involvement by citizens from throughout Weld County. A good deal of interest has already been expressed by people outside of the immediate Greeley area and we are attempting to expand this list at each meeting with each group. Obviously, we cannot solve county or regional problems without the participation of people outside the immediate Greeley area. In other areas our office has worked closely with the newly formed Ag Council in an attempt to more closely relate to the problems of the farming community and assist in finding solutions . We are one of the charter members of the Northern Colorado Development Association and still encourage this type of interchange between community leaders throughout the region. Our office is , also, one of the instigators of routine meetings between the president and manager or vice president of the Chambers of Commerce in Fort Collins , Loveland, Windsor, Greeley and the Highlands area. It is our intent that this association between Chamber leaders will develop into strong programs for the mutual benefit of the entire northern Colorado region. These are some of the programs in which we are presently engaged and some of the project areas in which we intend to continue and expand activities . Your suggestions for constructive programs that we might undertake to benefit the entirety of Weld County would be greatly appreciated and will be implemented wherever possible . As always , I value the comments that you and the members of the Commission have to make regarding the activities of this Chamber of Commerce. Please do not hesitate to call upon us at any time. During the past year several projects of County-wide importance have been completed by the Greeley Area Chamber of Commerce. We want to thank you for your cooperation in their successful execution. I trust that this cooperation will continue through the years. On March 11 a community-wide public meeting was held which resulted in the beginning of a massive effort to bring together many usually divergent groups in a concerted effort to improve living conditions throughout Weld County. Although the expenses were rather high for this project, approx- imately $6500 of direct expense, an additional $2000 for contributed time and materials, this beginning effort to bring all citizens of Weld County together, was worthy of the financial commitment. Also, in late summer a community survey was conducted to assist in pin- pointing targets for attention of a County or even regional basis. Out-of- pocket expenses for this effort were approximately $1000, with an addition- al $1000 of contributed time and talent. The results of the March 11 meet- ing and the community survey are now appearing in the Forward Together program which holds promise of bearing fruit not only in Weld County but throughout Northern Colorado as well. Our efforts have not been nor will they be in the future concentrated just on Greeley, but will be focused on solving our community's problems on what- ever geographic scale the word "community" is defined.
