BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, AUGUST 16, 2021
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, August 16, 2021, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Steve Moreno, Chair - EXCUSED
Commissioner Scott K. James, Pro-Tem
Commissioner Perry L. Buck
Commissioner Mike Freeman
Commissioner Lori Saine

• MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of August 11, 2021, as printed. Commissioner Saine seconded the motion, and
it carried unanimously.
• CERTIFICATION OF HEARINGS: Commissioner Saine moved to approve the Certification
of Hearings conducted on August 11, 2021, as follows: 1) USR21-0009 - DPOC, LLC, and
2) 2MJUSR21-14-0013—Anadarko E & P Onshore, LLC. Commissioner Freeman seconded the motion,
which carried unanimously.
• PUBLIC INPUT: No public input was given.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda
CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.
FA COMMISSIONER COORDINATOR REPORTS: Commissioner Buck reported the Department of
Human Services has approved $3.9 million in Emergency Rental Assistance payments, staff has
processed 1,962 requests, and 1,331 households have been evaluated. She stated the Area Agency on
Aging `Friendly Fork' senior meals program is now available at 17 of 23 locations. She also shared the
Employment Services of Weld County and the Larimer County Economic Development are co -hosting a
2021 Workforce Symposium on September 21, 2021, with more event details available on Facebook.

WARRANTS:
1) GENERAL WARRANTS - AUGUST 13, 2021: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously.
2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - AUGUST 13, 2021:
Commissioner Freeman moved to approve the Greeley -Weld County Airport Authority Warrants, as
printed. Commissioner Buck seconded the motion, and it carried three to one, with Commissioner Saine
opposed.
El 3) COMMISSIONER WARRANTS -AUGUST 13, 2021: Commissioner Freeman moved to approve
the Warrant for Commissioner Saine, as printed. Commissioner Buck seconded the motion, and it carried
with three affirmative votes and Commissioner Saine recused.
CI BIDS:
1) PRESENT BID #B2100114, DELL EMC DATA PROTECTION AIR GAP CYBER RECOVERY —
DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of
Information Technology, stated three (3) bids were received and staff will make a recommendation on
August 30, 2021.
'_= 2) PRESENT BID #B2100115, COOLING TOWER REPLACEMENT (CENTENNIAL CENTER) -
FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, stated 47 vendors downloaded the
specifications; however, only one (1) bid was received, which staff will review and make a
recommendation on August 30, 2021.
El NEW BUSINESS:
1) CONSIDER CONTRACT ID #5056 SERVICE AGREEMENT FOR PRAIRIE DOG CONTROL
(BID #B2100108) AND AUTHORIZE CHAIR TO SIGN - NORTHERN COLORADO PEST AND
WILDLIFE CONTROL CORPORATION: Toby Taylor, Director of the Facilities Department, stated staff
did pursue the formal bid process and six (6) bids were submitted; however, the amounts received were
less than $25,000.00, thus the bids were not required to be presented or wait the typical ten (10) day
review period. He reviewed the terms and provisions of the agreement for per hole annual treatment, as
well as on -call services. Commissioner Saine moved to approve said agreement and authorize the Chair
to sign. The motion was seconded by Commissioner Buck and it carried unanimously.
2) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES AND AUTHORIZE CHAIR TO
SIGN — DAVID KULMANN: Bruce Barker, County Attorney, stated the current hearing officer,
Curt Moore, has issued his resignation, effective at the end of August, and this agreement details the
terms for David Kulmann to serve in the position on a part-time, hourly basis. Commissioner Freeman
moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Buck,
the motion carried unanimously.
El PLANNING:
1) CONSIDER CONTRACT ID #5153 IMPROVEMENTS AND ROAD MAINTENANCE AGREEMENT
ACCORDING TO POLICY REGARDING COLLATERAL FOR IMPROVEMENTS, AUTHORIZE CHAIR
TO SIGN, AND ACCEPT OFF- SITE COLLATERAL FOR USE BY SPECIAL REVIEW PERMIT, USR20-
0030 - L.G. EVERIST, INC.: Jazmyn Trujillo -Martinez, Department of Planning Services, recommended
acceptance of the agreement and corresponding Performance Bond, in the amount of $2,293,210.00.
Commissioner Buck moved to approve said agreement, authorize the Chair to sign, and accept the
off -site collateral. The motion, which was seconded by Commissioner Freeman, carried unanimously.

E 2) CONSIDER CONTRACT ID #5154 FULL RELEASE OF PROJECT COLLATERAL FOR SITE
SPECIFIC DEVELOPMENT PLAN AND PLANNED UNIT DEVELOPMENT FINAL PLAN, PF-1090 -
EAGLE VIEW FARMS, LLC: Ms.Trujillo-Martinez stated this is a request for full release of project
collateral, in the amount of $1,823,429.73. She explained the facility operator opted to leave the original
collateral in place during the warranty period, which has been completed to the satisfaction of staff.
Commissioner Freeman moved to approve the full release of said project collateral. The motion, which
was seconded by Commissioner Buck, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
