RE: APPROVE AGREEMENT FOR PROFESSIONAL SERVICES FOR CRIMINAL JUSTICE
COORDINATOR POSITION AND AUTHORIZE CHAIR TO SIGN - UNIVERSITY OF
NORTHERN COLORADO
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agreement for Professional Services
for a Criminal Justice Coordinator Position, as overseen by the Director of the Weld County
Department of Justice Services and the Chair of the Criminal Justice Advisory Committee,
between the County of Weld, State of Colorado, . by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Justice Services, and the
University of Northern Colorado, commencing upon full execution of signatures, with further terms
and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Agreement for Professional Services for a Criminal Justice
Coordinator Position, as overseen by the Director of the Weld County Department of Justice
Services and the Chair of the Criminal Justice Advisory Committee, between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Justice Services, and the University of Northern Colorado, be, and hereby
is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.

Consider Professional Services Agreement Between Weld County and the

The Agreement outlines roles and responsibilities of UNC and Weld County to support the Weld
County Criminal Justice Advisory Committee (CJAC), and the Justice Services Department for
the delivery of certain professional criminal justice services. The objective being to provide better
analytical and research utility to the CJAC and Weld County and at lower costs that would be
normally attached to a regular FTE.
In working with UNC , Bob Choate, Don Warden and Judge Julie Hoskins, who Chairs the CJAC,
we agree this inventive approach should create annual cost savings for Weld County and our
local criminal justice system, and receive a potentially broader scope of talent and resources to
call upon.

Brief description of the problem/issue: This item was originally presented to you as a Pass Around on
1/12/2021 and the Board unanimously agreed to authorize me to work with UNC officials to finalize a mutual
agreement outlining roles and responsibilities of UNC and Weld County to support the Weld County Criminal
Justice Advisory Committee (CJAC), and the Justice Services Department for the delivery of certain
professional criminal justice services. Please see enclosed the Pass Around document from 1/12/2021. Also, is
a support letter from the Honorable Julie Hoskins, Chair of the CJAC.
In working with UNC and Assistant County Attorney, Bob Choate, enclosed is the latest iteration of the
Agreement; at this point, it meets everyone's satisfaction.
What options exist for the Board? (include consequences, impacts, costs, etc. of options): As
mentioned in the Pass Around from 1/12/2021, this Agreement will provide better analytical and research utility
to the CJAC/Weld County and at lower costs. UNC agrees to perform these services at $70,000/yr. The 1.0
FTE Criminal Justice Coordinator budgeted for this function, with overheard, is approximately $98,842/yr. I've
ongoingly conferred with Don Warden on this idea, and he supports.
Option 1. Authorize placement on a future hearing for final review/approval and authorize Chair to sign.
Option 2. Schedule Work Session
Recommendation: Option 1. This unique Agreement should create annual cost savings of approximately
$28,842 and the County and our local criminal justice system, will receive potentially broader scope of talent

PASS -AROUND TITLE: Concerning Agreement with University of Northern Colorado to Provide Criminal
Justice Analysis/Administrative Support to the Weld County Criminal Justice Advisory Committee (CJAC)

Brief description of the problem/issue: The department manages a 1.0 FTE Criminal Justice Coordinator
position. The position provides high level criminal justice analysis/planning and day to day administrative
support to the CJAC and with other departmental projects. On good terms, the incumbent resigned in late
February 2020...and then COVID hit. The CJAC suspended its activities, meeting (virtually) only once in 2020,
and the department has waited to fill this position. Through past resolution of the Board, the CJAC was created
years ago and the department carries out daily administration. The CJAC is comprised of elected officials,
criminal justice professionals, and community leaders, with the common objective of creating cost
avoidance/savings, effective services and efficiencies in our local criminal justice system. With staff support,
the CJAC was progressing very well, without it, the Committee will simply not advance; inefficiencies and poor
delivery of criminal justice services will emerge; relationships gained will suffer.
What options exist for the Board? (include consequences, impacts, costs, etc. of options): I maintain an
excellent relationship with UNC's Criminal Justice Department. Dr. Kyle Ward from this department is a regular
attendee of the CJAC and has participated in various projects for this committee. I informally approached UNC
about collaborating to develop an Agreement to perform the duties of the Criminal Justice Coordinator, with Dr.
Ward serving as the main point of contact for UNC and myself for Weld County. UNC supports the idea. I also
conferred with Don Warden, he supports, so does the CJAC — see enclosed letter from Judge Julie Hoskins,
Chair of the CJAC. Crafting a mutual agreement with UNC will provide better analytical and research utility to
the CJAC/Weld County and at lower costs. UNC indicates they can perform these services at $70,000/yr. The
1.0 FTE Criminal Justice Coordinator is currently budgeted, with overheard, at approximately $98,842/yr.
Option 1. Authorize Justice Services Director to work with UNC officials, Bob Choate and Don to draft a mutual
agreement outlining roles and responsibilities of UNC and Weld County, and then present to the Board for final
review and approval.

AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN WELD COUNTY & UNIVERSITY OF NORTHERN COLORADO
THIS AGREEMENT is made and entered into this I�j day of March, 2021, by and between the County of Weld,
a body corporate and politic of the State of Colorado, by and through its Board of County Commissioners, whose address
is 1150 "O" Street, Greeley, Colorado 80631 hereinafter referred to as "Weld County," and University of Northern
Colorado, whose address for the purpose of this Agreement is 501 20`'' Street, Campus Box 147 Greeley, CO 80639,
hereinafter referred to as the "Contractor."
WHEREAS, Weld County desires to retain Contract Professional Services as an independent Contract Professional
to perform services as more particularly set forth below; and
WHEREAS, the Contractor has the ability, qualifications, and time available to timely perform the services, and is
willing to perform the services according to the terms of this Agreement.
WHEREAS, the Contractor is authorized to do business in the State of Colorado and has the time, skill, expertise,
and experience necessary to provide the services, as set forth below:
NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the parties hereto
agree, as follows:
1. Introduction. The terms of this Agreement are contained in the terms recited in this document and in Exhibit A, which
forms an integral part of this Agreement. Exhibit A is specifically incorporated herein by this reference.
2. Service or Work. The Contractor agrees to procure the materials, equipment and/or products necessary for these services
and agrees to diligently provide all services, labor, personnel, and materials necessary to perform and complete these
services described in Exhibit A.
3. Term. The term of this Agreement begins upon the date of the execution of this Agreement by Weld County, and shall
continue through and until the Contractor's completion of the responsibilities described in Exhibit A. This Agreement may
be extended annually upon written agreement of both parties.
4. Termination. Weld County has the right to terminate this Agreement, with or without cause on thirty (30) days written
notice. Furthermore, this Agreement may be terminated at any time without notice upon a material breach of the terms of
the Agreement.
5. Extension or Modification. Any amendments or modifications to this Agreement shall be in writing signed by both
parties. No additional services or work performed by the Contractor shall be the basis for additional compensation unless
and until the Contractor has obtained written authorization and acknowledgement by Weld County for such additional
services.
6. Compensation/Contract Amount. Upon the Contractor's successful completion of the services, and Weld County's
acceptance of the same, Weld County agrees to pay an amount no greater than $70,000/annually, which is the amount set
forth in Exhibit A. Weld County will not withhold any taxes from monies paid to the Contractor hereunder and the
Contractor agrees to be solely responsible for the accurate reporting and payment of any taxes related to payments made
pursuant to the terms of this Agreement.
7. Independent Contractor. The Contractor agrees that it is an independent Contractor and that the Contractor's officers,
agents or employees will not become employees of Weld County, nor entitled to any employee benefits from Weld County
as a result of the execution of this Agreement. The Contractor shall perform its duties hereunder as an independent
Contractor. The Contractor shall be solely responsible for its acts and those of its agents and employees for all acts performed
pursuant to this Agreement. The Contractor, its employees and agents are not entitled to unemployment insurance or
workers' compensation benefits through Weld County and Weld County shall not pay for or otherwise provide such
coverage for the Contractor or any of its agents or employees.
8. Subcontractors. The Contractor acknowledges that Weld County has entered into this Agreement in reliance upon the
particular reputation and expertise of the Contractor. The Contractor shall not enter into any subcontractor agreements for
the completion of the services without Weld County's prior written consent, which may be withheld in Weld County's sole
discretion.
9. Ownership. All work and information obtained by the Contractor under this Agreement or individual work order shall
become or remain (as applicable), the property of Weld County.
10. Confidentiality. The Contractor agrees to keep confidential all of Weld County's confidential information. The
Contractor agrees not to sell, assign, distribute, or disclose any such confidential information to any other person or entity
without seeking written permission from Weld County. The Contractor agrees to advise its employees, agents, and
consultants, of the confidential and proprietary nature of this confidential information and of the restrictions imposed by
this Agreement.
11. Warranty. The Contractor warrants that the services performed under this Agreement will be performed in a manner
consistent with the standards governing such services and the provisions of this Agreement. The Contractor further
represents and warrants that all services shall be performed by qualified personnel in a professional and workmanlike
manner, consistent with industry & academic standards, and that all services will conform to applicable specifications.
12. Acceptance of Services Not a Waiver. In no event shall any action by Weld County hereunder constitute or be
construed to be a waiver by Weld County of any breach of this Agreement or default, which may then exist on the part of
the Contractor. Acceptance by Weld County of, or payment for, the services completed under this Agreement shall not be
construed as a waiver of any of Weld County's rights under this Agreement or under the law generally.
13. Insurance and Indemnification. The Contractor shall procure at least the minimum amount of automobile liability
insurance required by the State of Colorado for the use of any personal vehicle. Proof of said automobile liability insurance
shall be provided to County prior to the performance of any services under this Agreement. Professional Liability (Errors
and Omissions Liability) The policy shall cover professional misconduct or lack of ordinary skill for those positions
defined in the Scope of Services of this Agreement. The Contractor shall maintain limits for all claims covering wrongful
acts, errors and/or omissions, including design errors, if applicable, for damage sustained by reason of or during operations
under this Agreement resulting from professional services. In the event that the professional liability insurance required by
this Agreement is written on a claims -made basis, the Contractor warrants that any retroactive date under the policy shall
precede the effective date of this Agreement; and that either continuous coverage will be maintained or an extended
discovery period will be exercised for a period of two (2) years beginning at the time work under this Agreement is
completed.

14. Mutual Liability. Without waiving sovereign immunity, each party shall be responsible for the negligent acts or
omissions of its own employees, officers, and/or agents in the performance of this Agreement. .
15. Non -Assignment. The Contractor may not assign or transfer this Agreement or any interest therein or claim thereunder,
without the prior written approval of County.
16. Interruptions. Neither party to this Agreement shall be liable to the other for delays in delivery or failure to deliver or
otherwise to perform any obligation under this Agreement, where such failure is due to any cause beyond its reasonable
control, including but not limited to Acts of God, fires, strikes, war, flood, earthquakes, pandemic or governmental actions.
17. Compliance with Law. The Contractor shall strictly comply with all applicable federal and State laws, rules and
regulations in effect or hereafter established, including without limitation, laws applicable to discrimination and unfair
employment practices.
18. Non -Exclusive Agreement. This Agreement is nonexclusive, and Weld County may engage or use other Contractors
or persons to perform services of the same or similar nature.
19. Entire Agreement/Modifications. This Agreement including the Exhibits attached hereto and incorporated herein,
contains the entire Agreement between the parties with respect to the subject matter contained in this Agreement. This
instrument supersedes all prior negotiations, representations, and understandings or agreements with respect to the subject
matter contained in this Agreement. This Agreement may be changed or supplemented only by a written instrument signed
by both parties.
20. Fund Availability. Financial obligations of Weld County payable after the current fiscal year are contingent upon
funds for that purpose being appropriated, budgeted, and otherwise made available. Execution of this Agreement by Weld
County does not create an obligation on the part of Weld County to expend funds not otherwise appropriated in each
succeeding year.
21. Employee Financial Interest/Conflict of Interest — C.R.S. §§24-18-201 et seq. and §24-50-507. The signatories to
this Agreement state that to their knowledge, no employee of Weld County has any personal or beneficial interest
whatsoever in the service or property which is the subject matter of this Agreement.
22. Severability. If any term or condition of this Agreement shall be held to be invalid, illegal, or unenforceable by a Court
of competent jurisdiction, this Agreement shall be construed and enforced without such provision, to the extent that this
Agreement is then capable of execution within the original intent of the parties.
23. Governmental Immunity. No term or condition of this Agreement shall be construed or interpreted as a waiver,
express or implied, of any of the immunities, rights, benefits, protections or other provisions, of the Colorado Governmental
Immunity Act §§24-10-101 et seq., as applicable now or hereafter amended.
24. No Third Party Beneficiary. It is expressly understood and agreed that the enforcement of the terms and conditions
of this Agreement, and all rights of action relating to such enforcement, shall be strictly reserved to the undersigned parties
and nothing in this Agreement shall give or allow any claim or right of action whatsoever by any other person not included
in this Agreement. It is the express intention of the undersigned parties that any entity other than the undersigned parties
receiving services or benefits under this Agreement shall be an incidental beneficiary only.
25. Board of County Commissioners of Weld County Approval. This Agreement shall not be valid until it has been
approved by the Board of County Commissioners of Weld County, Colorado, or its designee.
26. Choice of Law/Jurisdiction. Colorado law, and rules and regulations established pursuant thereto, shall be applied in
the interpretation, execution, and enforcement of this Agreement. Any provision included or incorporated herein by
reference which conflicts with said laws, rules and/or regulations shall be null and void. In the event of a legal dispute
between the parties, the Contractor agrees that the Weld County 19' District Court shall have exclusive jurisdiction to
resolve said dispute.
27. Public Employment Retirement Program. The Contractor is responsible for notifying Weld County of any previous
participation in the Colorado Public Employee Retirement Program. The Contractor must notify Weld County of the most
recent employment for a PERA contributing employer.
28. Public Contracts for Services C.R.S. §8-17.5-101. The Contractor certifies, warrants, and agrees that it does not
knowingly employ or contract with an illegal alien who will perform work under this Agreement. The Contractor will
confirm the employment eligibility of all employees who are newly hired for employment in the United States to perform
work under this Agreement, through participation in the E -Verify program or the State of Colorado program established
pursuant to C.R.S. §8-17.5-102(5)(c). The Contractor shall not knowingly employ or contract with an illegal alien to
perform work under this Agreement or enter into an agreement/contract with a subcontractor that fails to certify with the
Contractor that the subcontractor shall not knowingly employ or contract with an illegal alien to perform work under this
Agreement. The Contractor shall not use E -Verify Program or State of Colorado program procedures to undertake pre-
employment screening or job applicants while this Agreement is being performed. If the Contractor obtains actual
knowledge that a subcontractor performing work under the public contract for services knowingly employs or contracts
with an illegal alien, the Contractor shall notify the subcontractor and Weld County within three (3) days that the
Contractor has actual knowledge that a subcontractor is employing or contracting with an illegal alien and shall terminate
the subcontract if a subcontractor does not stop employing or contracting with the illegal alien within three (3) days of
receiving notice. The Contractor shall not terminate the contract if within three days the subcontractor provides information
to establish that the subcontractor has not knowingly employed or contracted with an illegal alien. The Contractor shall
comply with reasonable requests made in the course of an investigation, undertaken pursuant to C.R.S. §8-17.5-102(5), by
the Colorado Department of Labor and Employment. If the Contractor participates in the State of Colorado program, the
Contractor shall, within twenty (20) days after hiring an new employee to perform work under the contract, affirm that the
Contractor has examined the legal work status of such employee, retained file copies of the documents, and not altered or
falsified the identification documents for such employee(s). The Contractor shall deliver to Weld County, a written notarized
affirmation that it has examined the legal work status of such employee and shall comply with all of the other requirements
of the State of Colorado program. If the Contractor fails to comply with any requirement of this provision or of C.R.S. §8-
17.5-101 et seq., Weld County, may terminate this Agreement for breach, and if so terminated, the Contractor shall be liable
for actual and consequential damages.
Except where exempted by federal law and except as provided in C.R.S. § 24-76.5-103(3), if the Contractor receives federal
or state funds under the contract, the Contractor must confirm that any individual natural person eighteen (18) years of age
or older is lawfully present in the United States pursuant to C.R.S. § 24-76.5-103(4), if such individual applies for public
benefits provided under the contract. If the Contractor operates as a sole proprietor, it hereby swears or affirms under
penalty of perjury that it: (a) is a citizen of the United States or is otherwise lawfully present in the United States pursuant
to federal law, (b) shall produce one of the forms of identification required by C.R.S. § 24-76.5-101, et seq., and (c) shall
produce one of the forms of identification required by C.R.S. § 24-76.5-103 prior to the effective date of the contract.
29. Acknowledgment. Weld County and the Contractor acknowledge that each has read this Agreement, understands it
and agrees to be bound by its terms. Both parties further agree that this Agreement, with the attached Exhibit A, is the
complete and exclusive statement of agreement between the parties and supersedes all proposals or prior agreements, oral
or written, and any other communications between the parties relating to the subject matter of this Agreement.

EXHIBIT A
A. Weld County has a full time "Criminal Justice Coordinator" position;
B. This position is managed by the Weld County Justice Services Department;
C. The Criminal Justice Coordinator position provides certain professional criminal justice analysis, research and
administrative support to the Weld County Criminal Justice Advisory Committee ("CJAC") and to the Justice Services
Department;
D. The CJAC is a committee authorized by the Board of Weld County Commissioners through formal resolution and
bylaws, and is comprised of certain professionals representing Weld County Government, elected officials, judiciary,
criminal defense attorneys, behavioral health agencies, non-profit agencies and other community members who have a
vested interest in the delivery of efficient and effective criminal justice services;
E. The incumbent Criminal Justice Coordinator vacated the position;
F. Weld County wishes to collaborate in a new approach towards criminal justice analysis, research and planning, such
that Weld County's position, function and responsibilities shall now be delivered in partnership by the University of
Northern Colorado Department of Criminology and Criminal Justice and a faculty member shall serve in the role of
"Criminal Justice Coordinator";
G. Oversight of this position/function shall be performed by the Weld County Justice Services Director and CJAC Chair;
H. Both parties have financial obligations in ensuring this position is funded and the required equipment and support
services provided, as spelled out in this Agreement; and
I. Agreements, as is herein written, are authorized, and encouraged by Article XIV, Section 18 of the Colorado
Constitution and CRS § 29-1-203 (2004).
Job Responsibilities
(The duties listed below generally represent the knowledge, skills and abilities necessary to carry out the Professional
Services outlined in this Agreement.)
System Coordination Facilitation
For initiatives identified by the CJAC and/or the Department, promote the learning and practice of systemic,
coordinated, strategic policy planning; helps CJAC members understand the importance, content, and process of strategic
policy planning; provide the CJAC and the Department with a structured process for addressing issues; and assist in
developing strategic planning capacity. Helps the CJAC and the Department to maintain a systemic focus and not become
overly focused on a single, narrowly focused issues. Facilitate two-way communication among and between the CJAC
and all other similar type criminal justice programmatic or operational committees/task forces (e.g., Pretrial Services
Advisory Board, Community Corrections Board, 19`h JD Judges En Banc gatherings).
Group Facilitation
Facilitate, when necessary, meetings of groups, task forces, boards, and committees comprised of elected officials, judges,
municipal, county, and department heads, and private sector professionals; observe group dynamics and shares
observations; help address conflicts; and summarize concepts, progress, and decisions orally and in writing. Assist with
maintaining ideal CJAC membership by orienting new committee members. Monitor and address committee members'
enthusiasm and fatigue levels. Draft strategic planning documents and update bylaws. Develop meeting agendas with the
CJAC Chair and Department Director. Keep records and documentation of proceedings. Document and communicate the
committee's achievements. As needed and requested, help write grants or assist agencies in writing grants that promote
the committee's work and/or in the interest of the Department or Weld County Government.
Research and Analysis
Review peer -reviewed research literature, statutes, and case law; perform process and outcome evaluations of programs
and policies; gathers pre-existing data (e.g., Uniform Crime Report) from published sources or local agencies' computer
information systems or collect new data, clean inaccurate or missing data when possible, re -categorize data into new
variables, put aggregate data into tables and graphs, interpret the data, and describe the meaning and importance of the
data in simplified terms. Analyses are to be performed both on past trends and future forecasts. Monitor new policies and
legislation at the state and local levels and forecasts, using supporting data when possible, and inform CJAC members and
the Department about the potential impact of legislation on Weld County.
Presentation and Instruction
Present complex data and information in simplified and easily understood formats using tables, graphs, and other visual
aids; explain theoretical concepts in simplified terms; create presentations and documents that can be understood by non -
systems persons such as the media and the public; assume, when necessary, a didactic role when presenting new concepts
or information (e.g., explaining the theory and research underlying evidence -based practices); train criminal justice
agency personnel in data collection and program evaluation methods; assist CJAC members and the Department to best
understand evaluation processes.
Proiect Management
Plan, coordinate, and achieve all components of projects from beginning to end; meet projects' requirements such as
deadlines, budget, and quality standards; produce deliverables; maintain a highly organized records system. Manage
projects that often are systemwide in scope, involving Weld County, state, and municipal agencies (as applicable), the
three branches of CO government, and their community -based partners, and positively affect the budgets, policies, and
operations of these agencies.
Consultation
Provide information about specialized content areas; make suggestions to increase agency performance to CJAC and the
Department (e.g., how to measure outcomes of a new program or operations so that subsequent analysis is possible);
conduct customized analyses of agency specific data and create summary reports; provide recommendations for policy,
programmatic, and operational improvement.
Information Clearinghouse
Find and distribute information on evidence -based or best practices, published statistical reports (e.g., U.S. Department of
Justice), locally generated analyses (e.g., yearly changes in the Weld County Jail population or caseload sizes), and
relevant media reports; participate in national, state, and local justice associations (e.g., American Society of Criminology,
local bar association, Colorado Criminal Justice Planners Group); and attend national and state professional conferences,
as applicable.
Miscellaneous
1. Through effective partnership, Weld County avoids sustaining a full-time equivalent (FTE) position and incurring
associated costs, such as employee benefits. Professional Services are therefore obtained through this Agreement.
2. Through use of identified and interested Graduate Students from the University of Northern Colorado (UNC)
Department of Criminology and Criminal Justice, students will be trained, and supervised by UNC, with the assistance
of the Department, on effective criminal justice analysis, research, planning and coordination.
3. The Department will help with day to day administrative support (i.e. certain access to data systems, County buildings,
parking, and ID's).
4. As authorized by Weld County, shall allow for identified UNC faculty to publish findings on projects stemming from
this collaborative Agreement. If requested, Weld County can be de -identified from publications, a practice common in
social science research.

Re: Letter of Support — Weld County Criminal Justice Advisory Committee (CJAC) partnership with
University of Northern Colorado
Dear Mr. Moreno:
As Chair of the Weld County Criminal Justice Advisory Committee (CJAC), I support the proposed partnership
between Weld County and the University of Northern Colorado's Department of Criminal Justice to serve as
staff support to the CJAC. I believe it would create a unique opportunity for cost savings to Weld County in
addition to sharing talented resources for the benefit of both parties.
Through formal resolutions over the years, the board has supported the work of the CJAC. In addition, the
Board of Commissioners has graciously assigned a member to personally attend the CJAC meetings. In 2018,
the board funded a 1.0 FTE Criminal Justice Coordinator to provide skilled staff support to the CJAC. That
expenditure was very much appreciated. The position was lodged in your Justice Services Department, under
the oversight of Doug Erler. Ms. Sydney Bender was hired and along with Doug, she began the process of
organizing the CJAC, helping to move discussions from day to day operational issues to more systemic policy
matters. CJAC attendees were particularly pleased to see Dr. Kyle Ward with UNC brought into the mix. Dr.
Ward is an active participant of the CJAC. Most notably, he helped Sydney evaluate the Court Date Notification
Program, and with her, they were starting an ambitious Systems Mapping Project, a multi -year project to map
out all the decision points in Weld County's criminal justice system. The Mapping Project would be the
foundation to future development of justice system efficiencies and coordination to the benefit of key
stakeholders and the residents of Weld County.
In late February 2020, Ms. Bender accepted a position with the Arizona Superior Courts in Tucson and shortly
afterwards COVID-19 hit. Since then, the CJAC has been on pause. We did meet (briefly) virtually about a
month ago, and Mr. Erler introduced the idea of possibly partnering with UNC. The committee unanimously
supports this idea. Mr. Erler and Dr. Ward have an excellent working relationship. Partnering with UNC would
give us a potentially broader scope of talent and staff resources to call upon. I hope you will favorably consider
Mr. Erler's proposal before you. Thank you.
