Weld County Department of Public Health and Environment Second Floor Hearing Room 210 & via Microsoft Teams The Weld County Board of Health met on May 25, 2021, at 9:00 a.m. in the second -floor hearing room of the Weld County Department of Public Health and Environment and by via Microsoft Teams. Those present included: Board Members: Nicholas Berryman, Bree Lukens, Sandra Owens, Fred Hcpner, James Kuemmerle, Anthony Gallardo and Jeff Reck Others: Mark Lawley, Executive Director, Holly Smith Public Health Administration Manager, Bob Choate, Assistant County Attorney, Scott McDonald, McDonald Farms, Jill Blake (Public) Cistern Application and Environmental Health, Alex Clemments and Katie Sall. APPROVAL OF AGENDA The meeting was called to order at 9:03 AM. A motion was made by Jeff Reck to approve the agenda as presented. Fred Hepner seconded the motion and the motion was carried unanimously. APPROVAL OF MINUTES The board approved the minutes of the April 27, 2021 meeting. A motion was made to approve by Fred Hepner and Jeff Reck seconded the motion and the motion was carried unanimously ADMINISTRATIVE REPORT: Mark Lawley, Executive Director Mark Lawley said they we are working with Kim Boyd on a new employee survey that will be coming out soon. Holly Smith gave an update of the strategic plan groups: Group 1 — Employee Survey Group 2 — Quality Improvement — The are working with the leadership team Group 3- Community Partnership — Working on new marketing materials. CISTERN APPLICATION APPROVAL - Jill Blake CIST-2100001- Denial of Cistern Permit Jill Blake was requesting a variance due to the quality of the water from the aquifer. Even with reverse osmosis the salt content is to high for watering houseplants. The suggested amount is 100 and her sodium levels are 621.1. The salt is so high she would have to replace the filter every month. Financially it makes sense to drill a well at a cost of $60,000 to $80,000 when you still have to treat the water for drinking. Currently she gets her water delivered by A-1 Discount to supply her drinking water. Jill is adding a second home on her property and the current cistern is not large enough for the second home. (has 1,000 gallons and needs 1,800 gallons) GoMMtln;C0.+;onS 06/16/21 2021-1524 A cistern would only be $10,000 with an additional $700 for a year worth of water. She would get her water from the City of Erie but currently they do NOT have connection for water and sewage in her area. The City of Erie say it will be another 3 to 5 years before they have that connection ready for her area. When it is time for the City of Erie to connect to her home she would have to connect to their water and sewerage. A motion was made by Jeff Reck to approve the variance. Fred Hepner seconded the motion and the motion was carried unanimously with the following exception: Sec. 14-3-80. Criteria for review. The following shall be considered by the EHS in reviewing an application for a CUP: A. The lack of availability of another approved source of drinking water such as domestic wells or public water systems. B. Demonstrated need for individual water supply. C. Availability of an approved water source for filling the cisterns. D. Compliance with the performance standards of Section 14-3-130. (Weld County Code Ordinance 2006-5) Sec. 14-3-90. Approval procedure. A. After reviewing all of the required information, EHS may give conditional approval for a CUP, or it may recommend disapproval of the application and denial of the CUP if the proposed system cannot be made to comply with this Article. The conditional approval shall set forth conditions precedent to the issuance of the permit, including but not limited to: 1. Confirmation of approved water source to supply the cistern; and 2. Conformance with performance standards under Section 14-3-130. B. No permit shall be issued to the applicant or a subsequent owner until the conditions have been met. (Weld County Code Ordinance 2006-5) Sec. 14-3-100. Inspection after construction. When construction of a cistern has been completed, the contractor or owner shall notify EHS, and a representative of the EHS shall make a final inspection within seventy-two (72) hours, or at an agreed time, after receipt of notice, with Saturdays, Sundays and holidays excepted from the calculation of the seventy- two -hour time period. (Weld County Code Ordinance 2006-5) Biosolids New: Permit No: DS -2100002 Denali Water Solutions. No public comments or concerns were received. Environmental Health recommends approval. A motion was made by Fred Hepner to approve new biosolid. Jeff Reck second the motion and the motion was carried unanimously. McDonald Farms - Katie Sall presented 11 domestic septage renewal applications. No public comments or concerns were received. Environmental Health recommends approval. SS -200404, SS -200405, SS -201201, SS -201202, SS -201203, SS -201401, SS -150000, SS -1500004, SS -1900002, SS -1900003 AND SS -1900004. A motion was made by Jeff Reck to approve the renewals. Fred Hepner seconded the motion and the motion was carried unanimously. Biosolids Renewal: Denali Water Solutions — Katie Sall presented 17 biosolid renewal applications. No public comment or concerns were received. Environmental Health recommends approval. DS -200205, DS -200220, DS -200310, DS -200625, DS -200720, DS -200828, DS -201106, DS -201210, DS -201214, DS -201316, DS -201401, DS -1700004, DS -1700005, DS -1700008, DS -1800008, DS - 1900006, AND DS -1900007. A motion was made by Fred Hepner to approval the renewals. Jeff Reck seconded the motion and the motion was carried unanimously. McDonald Farms — Katie Sall presented l biosolid renewal application. No public comments or concerns were received. Environmental Health recommends approval. DS -201306 A motion was made by Jeff Reck to approve the renewal. Fred Hepner seconded the motion and the motion was carried unanimously. Metro Wastewater Reclamation District — Katie Sall presented 6 biosolid renewal application. No public comments or concerns were received. Environmental Health recommends approval. DS -200510, DS -200616, DS -200701, DS -200702, DS -200703 AND DS -200808 A motion was made by Fred Hepner to approve the renewals. Jeff Reck seconded the motion and the motion was carried unanimously. PRESENTATIONS- None Staff Discussions - Meeting was adjourned at 10:44 am. Next meeting is June 22, 2021.
