HomeMy WebLinkAbout710526.tiff RESOLUTION RE: AGREEMENT BETWEEN WELD COUNTY AND NORTHERN COLORADO DETECTIVE AGENCY INC. , NORTHERN ARMOURED SERVICE, INC. , AND AMERICAN DISTRICT TELEGRAPH COMPANY FOR BURGLARY ALARM SERVICE. WHEREAS, it is apparent to the Board of County Commissioners, Weld County, Colorado, that there is an urgent need for a more adequate and efficient security service system for the Weld County Welfare Department in connection with its food stamp program, and WHEREAS, Northern Colorado Detective Agency, Inc. has sub- mitted a proposal for security protection for the Weld County Welfare Department, and WHEREAS, the Northern Armoured Service, Inc. has submitted a proposal for armoured car service for the Weld County Welfare Department, and WHEREAS, American District Telegraph Company has submitted a proposal for a burglary alarm system for the Weld County Welfare Department, and WHEREAS, the Board believes it to be in the best interest of Weld County to enter into the aforementioned agreements as proposed and submitted by each of the parties, and upon the basis recited in each agreement. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that said agreements hereinabove mentioned providing for security protection for the Weld County Welfare Department, per copy of each proposal attached hereto and made a part hereof by reference, be, and they hereby are approved. BE IT FURTHER RESOLVED that the Board be, and it hereby is authorized to execute the agreements as submitted by Northern Colorado c li CC'05 710526 Detective Agency Inc. , Northern Armoured Service, Inc. , and American District Telegraph Company, and to make each of said agreements effective forthwith. KINGMAN HARDING September 14, 1971 Office of Weld County Commissioners Weld County, Colorado Re: Security protection for Weld County Welfare Department. Gentlemen: The following proposal is submitted on behalf of the Northern Colorado Detective Agency, hereinafter referred to as NCDA. The agency believes that the following proposal will provide a highly adequate and efficient security system for the Welfare Department. This proposal consists of two separate plans of operation. Listed below is Plan A for Security from Greeley to Ft. Lupton, Colorado, and Plan B for Security in Greeley, Colorado. PLAN A Security will be provided by NCDA each Wednesday of each week. A guard will go with two staff members in a staff member's car from the Welfare De- partment in the morning from Greeley to Ft. Lupton; remain there all day and stand by as a Security Guard at the Ft. Lupton station and then return to Greeley in the same staff car. This will provide full security to and from Ft. Lupton as well as the Ft. Lupton station. Under this travel arrangement there will not be any guard travel mileage requested. Under this arrangement the only request that NCDA asks is that in the event a woman driver takes the staff car from Greeley to Ft. Lupton that there be either another man from the Welfare Department riding with the woman and the guard or two women go in the staff car to Ft. Lupton with one guard , both for the Welfare Department's protection and NCDA's protection. There will be approximately 6.5 hours per day, averaging from 8:45 AM to 3:15 PM, four Wednesdays a month or 26 hours a month at $3.40 an hour, for a total of $88.40 a month. PLAN B A Security Guard would be provided by NCDA. The guard would be stationed at the Welfare Department Trailer at Island Grove Park only on busy days which would be the 1st, 2nd, and 3rd working days of the month and around the 20th, 21st, and 22nd of the month. Service would be at $3.40 an hour. rs\ County Commissioners - continued Page 2 Hours needed would be as follows: 1st working day - 7:30 AM-4:30 PM --- 9 hours 2nd working day - 7:30 AM-4:30 PM --- 9 hours 3rd working day - 8:00 AM-4:00 PM --- 8 hours 20th of month - 8:00 AM-4:00 PM --- 8 hours 21st of month - 7:30 AM-4:30 PM --- 9 hours 22nd of month - 7:30 AM-4:30 PM --- 9 hours 52 hours a month At an average of 52 hours a month at $3.40 per hour, would be an average monthly charge of $176.80. NCDA advises that hours can and will be adjusted as needed with short notice and NCDA will charge only for hours to nearest half hour. I. Manpower, Requirements and Functions: A. Supervisory Personnel - one Lieutenant or Sergeant available at all times. 1 . Supervisory Personnel will make periodic checks of guards on duty and act as relief guard in case of emergencies or on lieu days. 2. Will prepare duty schedules and be responsible for forwarding reports through proper administrative channels of NCDA and Supervisory Personnel of Weld County Welfare Department. 3. Supervisory Personnel will be responsible for assuring that all guards reporting for duty are neat, clean and well groom- ed. No sloven personnel will be tolerated. 4. Every effort will be made by NCDA Supervisory Personnel to see that the guards on duty comply with the wishes of the Supervisory Personnel of the Weld County Welfare Department and offering reasonable assistance to same. II. NCDA Equipment and Dress of NCDA Guards. a. Each guard will be supplied with two uniforms, shocolate brown and tan with gold badges and rickrack. NCDA guards will be armed with 38 caliber revolvers while on duty at Weld County Welfare Department. Also available on short notice would be further fundamental police equipment. III. Summary. In the case of Plans A and B, guards will be on duty as listed on page 1 of this proposal . Each guard will be checked periodically by either a Sergeant or Lieutenant to insure that the guard is leading the highest standard on conduct and dress and the security needs of Weld County Welfare Department are being fulfilled by the guard. County Commissioners - continued page 3 Security at Weld County Welfare Department should necessarily consist of primary concern for internal security within the premises, of the personnel and stamps from Greeley to Ft. Lupton and back to Greeley, and protection of visitors. All NCDA guards will have been trained to operate in their job with emphasis on carrying out their duties or maintaining security with as much tact and diplomacy as possible. While all guards will be instructed in maintaining the best possible public relations, they will be instructed to use reasonable force when necessary to insure that all regulations are complied with, and that maximum security is in effect at all times. NCDA guards will apprehend any person or persons involved in the commission of any crime during highway transportation or on the grounds or buildings and will thereafter hold such parties until they can be turned over to proper civil authorities for further investigation and prosecution. September 22, 1971 Board of County Commissioners Weld County Courthouse Greeley, Colorado 80631 Gentlemen: Re: Armored Car Service for Weld County Welfare Department Northern Armored Service of Greeley proposes to provide the following: Food Stamps and Change Fund would be delivered daily at either 7:30 a.m. , or 8:00 a.m. , as indicated, from the First National Bank of Greeley. A pickup of cash would be made at about 11 :30 a.m. daily. A second pickup of cash and stamps would be made at 4:00 p.m. daily. There would be no overnight storage on grounds. Armored Service would remain on call to transport stamps from the bank to the trailer to replenish our supply as needed. Currently, one delivery and one pickup daily are made and the cost is between $45 and $49 a month. A second pickup of cash daily would be about 22 trips a month, or an additional cost of $22. It is estimated that 15 trips monthly are made to the bank to replenish our trailer supply of stamps. This would cost an additional $15 if Armored Service did this. For Armored Service to replenish our supply it would be necessary for one of our clerks to go to the bank, remove stamps from our storage cabinet, place them in lockable sacks, and leave the sacks for pickup in the vault or with a cashier. Two sacks would be necessary. Greeley Tent and Awning could make them at about $10 a piece. This would eliminate exposure of staff and stamps in transit. • Board of County Commissioners -2- September 22, 1971 Total monthly service charge for daily delivery, for two pickups daily, and about 15 trips a month to replenish stamp supply would be approximately $86 ($1 a trip). The Contrartor makes no guaranty or warranty, including any implied warranty of merchantability or fitness, that the system or services supplied, will avert or prevent occurrences or the consequences therefrom, which the system or service is designed to detect.
