BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, MARCH 17, 2021
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, March 17, 2021, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Steve Moreno, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Perry L. Buck
Commissioner Mike Freeman
Commissioner Lori Saine

_ = MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County
Commissioners meeting of March 10, 2021, as printed. Commissioner James seconded the motion, and
it carried unanimously.
El READ ORDINANCE BY AUDIO: Commissioner James moved to read Code Ordinances #2021-04
and #2021-05 by audio. The motion was seconded by Commissioner Freeman, and it carried
unanimously.
• CERTIFICATION OF HEARINGS: Commissioner James moved to approve the Certification of
Hearings conducted on March 10, 2021, as follows: 1) USR21-0001 — Zachary Frank and
Brandi McCleary, 2) USR20-0037 — Dean Prine and Kelli Beckvermit-Prine, and 3) COZ20-0009 —
Duran Enterprises, LLC. Commissioner Freeman seconded the motion, which carried unanimously.
• PUBLIC INPUT: Jay McDonald, Director of the Department of Public Works, spoke regarding the
recent snowstorm, which was called the fourth largest snowstorm on record in the State of Colorado. He
commended not only his department, but other County departments, the oil and gas industry, and the
agricultural community, who all assisted in the efforts to clear snow accumulation from the roads and
other properties. Each of the Commissioners, in turn, also thanked staff and the community.

AMENDMENTS TO AGENDA: Commissioner Freeman moved to insert the following as Item #2
under `New Business' and to renumber the remaining items accordingly: 2) Consider Contract ID #4547
Request for Proposal for Colorado Community Response Project and authorize Chair to sign. The motion
was seconded by Commissioner Buck, and it carried unanimously.
CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed.
Commissioner James seconded the motion, and it carried unanimously.
• PRESENTATIONS:
1) RECOGNITION OF SERVICES, WORKFORCE DEVELOPMENT BOARD - SAM GLUCK:
Chair Moreno read the certificate for the record.
• 2) RECOGNITION OF SERVICES, HUMAN SERVICES ADVISORY COMMISSION -
MEREDITH MUNOZ: Chair Moreno read the certificate for the record.
• 3) CERTIFICATES OF RECOGNITION FOR CENTENNIAL CLUB OF WELD COUNTY -
JOSEFA TOVAR, MILDRED DIEHL, AND EVELYN WARD: Chair Moreno read the certificates for the
record.
• WARRANTS:
1) GENERAL WARRANTS - MARCH 12, AND 16, 2021: Commissioner James moved to approve the
General Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously.
• BIDS:
1) APPROVE BID #B2100061, IRRIGATION SYSTEM AND LANDSCAPING (1250 H STREET,
GREELEY) - FACILITIES DEPARTMENT (Rescheduled from 3/15/2021): Rob Turf, Purchasing
Department, stated staff recommends selecting the lowest bidder who met specifications,
Alpine Gardens, for a total amount of $284,756.57. Commissioner Freeman moved to approve said bid,
the motion was seconded by Commissioner Buck, and it carried unanimously.
• 2) APPROVE BID #B2100050, ENFORCEMENT SERVICES (MOWING AND/OR SPRAYING) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated there were multiple quotes and bidders for various
services and locations. Tina Booton, Department of Public Works, further explained the process for
awarding County mowing and/or spraying, and also why there are multiple contractors recommended for
approval. Commissioner Freeman moved to approve said bid, the motion was seconded by
Commissioner James, and it carried unanimously.
• 3) PRESENT BID #B2100065, CONCRETE, WASHED ROCK, AND SQUEEGEE - DEPARTMENT
OF PUBLIC WORKS: Mr. Turf stated staff received five (5) bids and will make a recommendation on
March 31, 2021.
El NEW BUSINESS:
1) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR CRIMINAL JUSTICE
COORDINATOR POSITION AND AUTHORIZE CHAIR TO SIGN - UNIVERSITY OF NORTHERN
COLORADO: Doug Erler, Director of the Department of Justice Services, introduced Kyle Ward,
representative from the University of Northern Colorado (UNC) Criminal Justice Department, and stated
the agreement outlines the roles and responsibilities of UNC and Weld County to support the Weld
County Criminal Justice Advisory Committee and the Department of Justice Services for the delivery of

certain professional criminal justice services. Kyle Ward commented on the valuable partnership between
UNC and the County by including graduate students. The motion to approve said agreement and
authorize the Chair to sign was made by Commissioner Freeman, seconded by Commissioner Buck, and
it carried unanimously.
• 2) CONSIDER CONTRACT ID #4547 REQUEST FOR PROPOSAL FOR COLORADO
COMMUNITY RESPONSE PROJECT AND AUTHORIZE CHAIR TO SIGN: Jamie Ulrich, Director of the
Department of Human Services, thanked Chair Moreno and Commissioner Buck for quickly supporting
the request to amend the Agenda for the addition of this item. She requested to bid for the Colorado
Community Response Project Grant in the amount of $175,000.00, with no County match, for prevention
programs. Commissioner Buck moved to approve said request for proposal and authorize the Chair to
sign. Commissioner James seconded the motion and it carried unanimously.
El 3) CONSIDER APPOINTMENTS TO WELD FAITH PARTNERSHIP COUNCIL:
Commissioner James moved to approve said appointments. The motion was seconded by
Commissioner Saine and it carried unanimously.
El 4) CONSIDER APPOINTMENTS TO CHILD PROTECTION CITIZEN REVIEW PANEL:
Commissioner Freeman moved to approve said appointments. Seconded by Commissioner James, the
motion carried unanimously.
• 5) CONSIDER APPOINTMENTS TO AREA AGENCY ON AGING ADVISORY BOARD:
Commissioner James moved to approve said appointments, which was seconded by
Commissioner Saine, and it carried unanimously.
6) CONSIDER APPOINTMENT TO WORKFORCE DEVELOPMENT BOARD:
Commissioner James moved to approve said appointment. The motion was seconded by
Commissioner Saine and it carried unanimously.
El 7) CONSIDER EXTENSION OF TEMPORARY CLOSURES OF EAST 18TH ST BETWEEN
HEMLOCK AVE AND WELD COUNTY PKWY (CR 49), AND THE INTERSECTION AT HOLLY AVE
AND WELD COUNTY PKWY: Amy Mutchie, Department of Public Works, presented a request on behalf
of Interstate Highway Construction, for the extension of temporary closure of East 18th Street between
Hemlock Avenue and Weld County Parkway (County Road 49). She stated, due to unanticipated weather
delays, the closure is to be extended for one (1) additional week to complete roadway and drainage
improvements. She noted message boards have been updated and the detour routes will remain
available for the duration of the closure. Commissioner Freeman moved to approve said extended
temporary closure. The motion was seconded by Commissioner Buck and it carried unanimously.
• 8) FINAL READING OF CODE ORDINANCE #2021-01, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 8 PUBLIC WORKS, OF THE WELD COUNTY CODE
(APPENDIX 8-Q WELD COUNTY ENGINEERING AND CONSTRUCTION CRITERIA):
Commissioner Freeman moved to read Code Ordinance #2021-01 by title only. The motion was
seconded by Commissioner James, and it carried unanimously. Bruce Barker, County Attorney, read the
title for the record. Dawn Anderson, Department of Public Works, reviewed two (2) minor proposed
changes. No public comment was provided. Commissioner James moved to approve Code Ordinance
#2021-01 on Final Reading. The motion, which was seconded by Commissioner Buck, carried
unanimously.

• 9) SECOND READING OF CODE ORDINANCE #2021-03, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTERS 2 ADMINISTRATION AND 5 REVENUE AND
FINANCE, OF THE WELD COUNTY CODE (FLEET SERVICES CODE CHANGES):
Commissioner Freeman moved to read Code Ordinance #2021-03 by title only. The motion was
seconded by Commissioner James, and it carried unanimously. Mr. Barker read the title for the record.
David Springer, Director of the Department of Fleet Services, stated there have been no changes
between the First and Second Readings. No public comment was provided. Commissioner Buck moved
to approve Code Ordinance #2021-03 on Second Reading. The motion, which was seconded by
Commissioner Saine, carried unanimously.
• PLANNING:
1) FIRST READING OF CODE ORDINANCE #2021-04, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 29 BUILDING REGULATIONS, OF THE WELD
COUNTY CODE (NATIONAL ELECTRICAL CODE): Jose Gonzales, Department of Planning Services
explained the Ordinance is to adopt the 2020 National Electrical Code to maintain compliance with State
requirements. No public comment was provided. Commissioner Buck moved to approve
Code Ordinance #2021-04 on First Reading. The motion, which was seconded by Commissioner James,
carried unanimously.
• 2) FIRST READING OF CODE ORDINANCE #2021-05, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 29 BUILDING REGULATIONS, OF THE WELD
COUNTY CODE (INTERNATIONAL ENERGY CONSERVATION CODE): Mr. Gonzales proposed the
adoption of the 2018 International Energy Conservation Code to maintain compliance with State
legislation. No public comment was provided. Commissioner James moved to approve Code Ordinance
#2021-05 on First Reading. The motion, which was seconded by Commissioner Buck, carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinances #2021-01, #2021-03, #2021-04, and #2021-05 were approved on
Final, Second, and First Readings, respectively.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
