Conceptual Development Guide-Lakota Lakes Component One- Environmental Impacts Z. Noise & vibration- A second residence on the large acreage lots should not produce any perceptual noise of any vibrations. 2. Smoke, dust or odors- A second residence on the large acreage lots should not produce any perceptual smoke, dust or odors. 3. Heat, light and glare- A second residence on the large acreage lots should not produce any heat, light and glare. 4. Visual/Aesthetics impacts- All Secondary residences will comply with the covenants of the PUD and conform to the HOA guidelines and residences are subject to architectural review committee approval. 5. Electrical Interference- A second residence on the large acreage lots should not produce any electrical interference. 6. Water pollution- A second residence on the large acreage lots should not produce any water pollution. 7. Wastewater disposal- All waste water disposals will be handled through approved septic systems approved by the county Health Department. 8. Erosion and sedimentation- The current drainage plan and detention ponds will handle water runoff and current vegetation will prevent erosion. A secondary residence will not alter currently existing drainage plan. 9. Excavating, filling, and grading- This will only take place during construction of 2nd residence and will be completed once foundation is in. 10.drilling, ditching, and dredging- None will take place. 11.Air pollution- A second residence on the large acreage lots should not produce any perceptual air pollution. 12.Solid waste- A second residence will capture waste in the septic system. 13.Wildlife removal- no wildlife will be removed as part of a second residence. 14.Wetland removal- No Wet lands will be affected. 15.Natural vegetation removal- Natural vegetation will be removed only to the extent of where the second residence goes. Component Two- Service Provision Impacts 1. Schools- Most of the requests for the secondary residences revolve around a desire to house elderly parents and/or existing children and should have no affects on schools. 2. Fire protection- Secondary residence present the potential for more fire however all lots boarder a lake that each residence has access to and 1/7th ownership of. 4. Ambulance- Secondary residences present the potential for more ambulance services. 5. Traffic impact- Traffic impact is minimal, and a study should not be required. The subdivision his a private road off of County Rd 54 which the county is in the process of widening. Please refer to the Freedom Parkway project. 6. Storm Drainage- The storm drainage was developed with the original PUD, and the current PUD shows multiple building envelopes. 7. Utilities- Are provided from Excel and existing residences have enough gas and electric to support a secondary residence. 8. Sewage disposal provisions- The large acreage lots provide adequate area for one large or two separate systems to be approved by county upon building application. Component Three- Landscaping Elements 1. Landscape Plan- All landscaping to be approved by H0A conforming to all HOA guidelines listed in the covenants on file with the county. Component Four- Site Design 1. The current PUD is exclusive, and the change is compatible with the surrounding areas and there are no conflicts between the land uses. 2. The uses proposed are the same allowed by the surrounding area and there are no conflicts between the land uses. Component Five- Common • pen Space 1. Common open space is a permanent part of the PUD and separately deeded to the HOA. 2. An HOA has been established. 3. Membership is mandatory for each residence. 4. The HOA documents make it responsible for liability insurance, taxes and maintenance of the common area space. 5. The organization according to its file documents has the power to levy assessments which can become a lien. 6. Provisions for ongoing maintenance included in HOA documents. 7. We meet the open space size requirements so no application for greater density is required. Component Six- Signage 1. No Signage was contemplated in the original PUD and the requested zoning change will not require signage. Component Sever- RUA impact 1. The PUD is not in a RUA. Component One- Environmental Impacts 1. There is not intergovernmental agreement that covers the area of the PUD that I am aware of. Traffic Narrative 1. The sub division contains only 7 lots. I have attached the current survey for the detail of all lots and sizes and all other details required. There are currently 6 homes with one vacant lot. The current round trips per day are estimated at 12. Each house hold has 2 adult drivers and each person works. The sub division has its own private road (see survey) and it is strictly for residences only. 3. The travel distribution is estimated at 50% homeowners come from the east and 50% come from the west. When exiting the sub division you can only go east or west. (see survey) 4. The highest times of travel would be in the mornings when people are going to work and in the evening when returning from work. Three of the lots current have large out buildings all ready built and approved by the county. The HOA is restricting use of ADU buildings to family only which also can stay in the main houses which will have no impact on traffic if so very minimal. Drainage Narrative 1. The current properties are large acreage estates and all existing infrastructure will support a additional ADU building in fact 3 lots have such existing structures already. The homeowners would just like the options to have parents or children in those buildings. 2. I believe we are asking for an exception for 3 reasons A. There will be no change to existing drainage which is already more than adequate and in place. There is a lake and 2 ponds and a drainage ditch to handle additional water. (see survey) C. Each lot is several acres and any building does not affect existing drainage because to the size of lot and has already been established. 3. The lake has been established to handle the water that come in from the Big Thompson River and also taken into consideration evaporation and it is set up to put water back. (see survey) I am unaware of any drainage problems or irrigation facilities near the properties. 5. We are claiming an exemption to storm water drainage. The exemption we will be using is # 11 "An individual parcel with an unobstructed flow path and no other parcel(s) between the Federal Emergency Management Administration (FERIA) regulatory floodplain channel and the project".
