14 CA'X �A7 RESOLUTION WHEREAS, a public hearing was held on November 27, 1972, in the chambers of the Board of County Commissioners of Weld County, Colorado, for the purpose of hearing the petition of Amoco Production Co. , c/o L. G. Gaskins, Security Life Building, Denver, Colorado, requesting approval of site for the construction of a spindle field facility on the following described property, to-wit: A tract of land located in the Southwest Quarter (SW1) of Section 34, Township Two (2) North, Range Sixty- seven (67) West of the Sixth P. M. , Weld County, Colorado, and more particularly described as follows: Beginning at the Southwest Corner of said Section 34, thence East along said South section line a distance of 660 feet to a point; thence North and parallel to said West section line a distance of 990 feet to a point; thence West and parallel to said South section line a distance of 660 feet to a point on said West section line; thence South along said West section line a distance of 990 feet to the point of beginning, con- taining 15 acres, more or less, and WHEREAS, the petitioner was present and represented by L. G. Gaskins and Glenn Ayling, and WHEREAS, there was no opposition to the request of petitioner for the location of said spindle field facility, and WHEREAS, the said requested location for said spindle field facility is located in an agricultural zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to Section 3. 3(2) of the Zoning Resolution of Weld County, said location for said spindle field facility may be authorized upon the approval of the Board of County Commissioners of Weld County, and WHEREAS, the Board of County Commissioners heard all the testimony and statements of those present; has studied the request of the petitioner and studied the recommendations of the Weld County Planning Commission, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the application of Amoco Production Co. , c/o L. G. Gaskins, Security Life Building, Denver, Colorado, to locate a spindle field facility on the premises indicated above be, and it hereby is granted under the conditions following: 1. That any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. That petitioner shall proceed with due diligence to effect said construction of the spindle field facility and that it shall have up to one year from date hereof to begin the construction of such facility; otherwise, - PL0729 720357 - . - -_ the Board may, for good cause shown, on its own motion revoke the permit herein granted. 3. That such spindle field facility shall be limited to the items as shown on plan as submitted. 4. That all applicable subdivision regulations and zoning regulations shall be followed and complied with in accordance with the Zoning Resolutions of Weld County, Colorado. Mathews , James Shelton , Dennis Mesner , Paul Radasch and John Haley DISCUSSION : Mr. .:Lorenson- stated the planning staff' s recommendations are for approval subject .to no development of utilities , camp sites or roads over the Boomerang siphon ,recalculation of drain- age based on 50% development , erosion control plan , sewage package plant subject to approval of the State Health Dept . , no direct access allowed to U. S . 34 By-pass plus the following requests of the City of Greeley : 8" water line and fire hydrants , 10 ' utility easement around the perimeter of the site except on County Road #58 , solid planted screen with minimum height of 20 ' within 15 years such as evergreens , a minimum of 35% of sites with sewer facilities and dedication-lease back of the Sheep Draw storm flood area . It agrees with Greeley ' s Comprehensive Plan and has conditional approval by the Utility Board . Mr. Lorenson read letters from the Soil Conservation Service , the Boomerang Lateral , the Health Dept . and the City of Greeley stating reasons for the requests . Greeley also requested that when sewer system becomes available to the area , that this be hooked onto the system. Mr. Mathews presented a resume of the need for this type of fac- ility. It was agreed the plan will have to be redrawn to elim- inate sites over the siphon . Mr . Shelton stated the Boomerang has an easement and they will investigate their rights and an agreement be worked out with them. Mr. Haley stated he didn ' t think there are any requests .that cannot be worked out agreeably. Mr. Jim Duncan questioned the maintenance of the property. Mr. Mathews stated this is one of the requirements of a KOA campground franchise . 839 c RESOLUTION : Be it therefore resolved to recommend approval to the Board of County Commissioners subject to the revision of the plat and meeting the requirements requested . The plat shows 12 lots instead of 6 lots originally filed . Mr. Paul stated it has been approved by his department. APPLICANT : Bob Levi (Van Buskirk Realty) SUBJECT : Storage of equipment DISCUSSION : Mr. Levi stated they have a parcel of ground of 40 acres located in the northwest corner of Sec . 12 T1 R64 they have a contract for and the buyer wishes to lease it to an in- dividual that has carnival equipment. There are several struct- ures on the property and he would like to store this equipment in these buildings during the winter months . He will live on the property and farm the remainder of the 40 acres . After further discussion , it was agreed this would be no different than a farmer storing his machinery. MOTION : By Mr. Elliott to authorize Mr. Lorenson to write a letter stating he can store the equipment there provided that it is not stored outside and is not operated as a business . Second by Mr. Weigand . A vote of "Aye" by Anderson , Elliott , Nix , Rothe , Watson and Weigand . Motion carried . SUBJECT: Feedlots DISCUSSION : Mr. Lorenson asked Bob Adams , Zoning Inspector, to report on the Grant feedlots and some zoning requirements on property at the Washington mines . Mr . Adams reported he had talked with Mr. Grant and advised him a Special Use Permit is necessary. The location is two miles west of Firestone . The residents there are very much opposed to an operation of this kind . Mr. Adams stated he had contacted Mr. Clark in the Wash- ington mine area who was granted a change of zone and the resol - ution required a fence to be built. Mr . Clark at this time , has not had the financing to construct the proposed building and fence as yet. Zoning was conditional for 12 months which will 840 expire 3/8/73 .. Mr. Adams was asked the status of the Booth feedlots , Asmus and Jacobbuci . There was discussion re- garding what action can be taken to have compliance with the regulations . Mr. Connell stated if individuals continue to construct feedlots after they have been notified of the pro- ceedure , the County Commissioners can order the Attorney ' s office to file a cease and desist order, MOTION : By Mr . Nix to recommend to the Board of County Commissioners to take action to file a cease and desist order with the County Attorney ' s office against Harold Asmus , Frank Booths Doug Grant and Paul Jacobucci on expansion of feed lots . SUBJECT: Comprehensive Plan DISCUSSION : Mr. Lorenson presented the following documents that have been developed during the past three years : the Land Use and Housing Inventory, in 1970 and 71 , there was a contract 841 • with the State Planning Office to hire Allan Voorhees and Associates to do a Land Use Inventory and Public Facilities Inventory. Along ,w.ith -h6at a Weld County Highway Plan was produced and .an Airport Plan . The Highway Plan was not ad- opted but it was used.;as a basic idea to follow for the high- way that will be proposed as a part of the Comprehensive Plan . A manual of Housing Assistance was produced which is already out of date because of the new federal regulations . At this time , the State required a contract on a Regional Planning- Commission basis for a Regional Comprehensive Plan . Under this plan , the Town Plans of every town were prepared. Next . the Subdivision Regulations were prepared .and adopted . These will not ke a part of the Comprehensive Plan , but these types -of documents help implement the Plan . A more complete4 nven- :tory. on housing, was done . Housing profiles were done for every town in the County. In 1971 the Planning Commission adopted a Land Use Policy regarding where development should occur and under what conditions . A program with the University of Colo . was done , land use maps were produced of the triangular+.area . The Zoning Resolution has not been completed at this time which will` be a revision of the existing regulations . A three-year Work Program has been developed for the Regional Planning Com- mission . Jim Ohi presented the proposed Comprehensive Plan for Weld County. The Plan has been developed on the basis of the Land Use Policy. Maps were presented that will accompany the Plan . It was agreed the members would review the proposed plan. and make .comments and suggestions at the next regular meeting. Water Pollution standards as recommended by the Extension office . The lagoons to be located at least 400 ft . from the West bank of the Lone Tree Creek and a line installed to pump the waste up to the walking sprite er as required by the Health Dept. Construction to begin within 1 year of approval by the County Commissioners and limited to the pen size as indicated by the submitted plans . There should be screening along the entire south boundary peri - meter adjacent to the road for vegetation . Mr. Burrous auestioned the 400 ft . requirement , stating they wanted to use the •natural depressions . Mr. Woods voiced objections to locating the screen- ing 20 ' inside the property line , or 50 ' from the center of the road . Mr. Lorenson stated a dike could be built in lieu the 400' set-back for the lagoons from the creek. 824 RESOLUTION : Be it therefore resolved to recommend approval to the Board of County Commissioners subject to the recommendations of the Planning staff and and 50 ' ROW dedication with the trees being planted 20' inside the property line . Mr. Lorenson stated he recommended approval as additional water storage is needed to provide service to the water district , and should be subject to screen planting around the perimeter . Mr. Lorenson stated he is recommending approval of the application as it agrees with the land use policy and is compatible with surrounding land use • and zoning . Mr . Lorenson stated the Health Department may have some requirements . Mr . Paul stated they will need to get a per- mit to operate from the Pollution office and the State Pollution Control . Mr . Lange stated the items they will have on this are exempt under existing air pollution statutes and they have applied to the State Air Pollution Commission and they were granted an exemption . Mr. Lorenson recommended a planted screen around the perimeter and construction to begin within one year of approval by the Board of County Commissioners and limited to the items shown on the submitted plan . Mr. Gaskins voiced some ob- jection to the screening requested . RESOLUTION : Be it therefore resolved to recommend approval to the Board of County Commissioners subject to Mr . Lorenson stated a letter from the North Weld Water District of their intent to serve water to this dairy. The staff recommends approval as it agrees with the land use policy, is compatible with surrounding land use 'and zoning , the design is judged adequate by the Extension agent . If approved it should be subject to any conditions required by the Health Dept. , construction of a lagoon as proposed , construction to begin within 1 year of approval by the Board of County Commissioners and limited to the pen size (159 ,000 sq . ft. ) and facilities as shown on the submitted plan . RESOLUTION : Be .it therefore resolved to recommend approval to the Board of County Commissioners subject to the conditions of the planning department. Motion by Mr. Nix , second by Mr . Watson . Miller reviewed the original application and the recommendation of the planning staff which was recommended for approval , however the motion of the Planning Commission recommended denial to the County Commissioners . Mr . Miller stated according to his interpretation of the zoning regu- lations , dog kennels are a permitted use in an "A" zone . The kennel would be several hundred feet in all directions from any other house and a half-mile from the chicken oper- ation . Mr. Bailey was questionaWhether he will dwell on the property. He stated he would . MOTION : By Mr . Heitman to take the matter under advisement. Second by Mr . Rothe . A vote of "Aye" by Anderson , Clark , Heitman , Nix, Rothe and Watson . Motion carried . SUBJECT: Utility Installatton Agreement DISCUSSION : Miss Telep stated that after revi;eWtng the proposed agreement , she felt it should be considered at some other level., and perhaps a public hearing held. Mr. Anderson stated he felt it is something that could, be handled by the utilities themselves . MOTION : By Mr. Heitman to reject the proposal that the Utilities Installation Agreement be handled through the Planning Commission . After further discussion , Mr. Heitman withdrew his motion . MOTION : By Mr. Clark that no action be taken at this time and it is immature at this time . Second by Mr. Watson . A vote of "Aye" by Anderson , Clark , Heitman , Nix , Rothe and Watson , Motion carried . SUBJECT : Model Subdivision Ordinance for Incorporated Towns . DISCUSSION : Mr. Ohi presented the Model Subdivision Ordinance that would allow the incorporated towns to adopt . by, reference . The ordinance is based on the Weld County Subdivision Resolution so that subdivision regulations will be as uniform as possible 826 • throughout the county. The model ordinance should be approved by both the Weld County Planning Commission and Board of County Commissioners as an official publication of Weld County to en- able towns in the county to adopt it by reference. . Miss Teleo stated she would like to review the ordinance, RESOLUTION : tape 457 Be it therefore resolved to recommend approval subject to to the legality of such ordinance being approved by Miss Telep . Motion by Mr. Nix , second by Mr. Clark. A vote of "A" by Anderson , Clark , Heitman , Nix, Rothe and Watson . Motion carried . SUBJECT : Letter from Jerry Bigbee DISCUSSION : Each member had received a letter from Mr. Bigbee asking review of .single family housing tracts in place of the proposed mobile home park which he has previously submitted . The Com- mission instructed Mr . Lorenson to inform Mr. Bigbee in order to appear before the Planning Commission , an application and plat in the proper form would have to be submitted . APPLICANT: David Bailey - con ' t . DISCUSSION : There was further discussion regarding the location of the dog kennel applied for. It was agreed there should be a condition that the owner live on the property. RESOLUTION : Be it therefore resolved to recommend approval to the Board of County Commission subject to the permit be issued for the kennel after Mr. . Bailey' s home is constructed and occupied . Motion by Mr. Watson , second by Mr. Clark. A vote of "Aye" by Anderson , Clark , Heitman , Rothe and Watson . Abstain by Nix. Motion carried. Mr. Lorenson recommended the request be amended to reduce the "C" zone area to approximately 80 x 1.50' . The remainder of the 41 acres be allowed for the nursery and greenhouse . -The office for the retail outlet would be located on the 80' x 150' area . It was the attorney' s opinion the nursery and greenhouse would be allowed in the "E" Estate zone and the office and parking for the actual transaction in the area suggested by Mr. Lorenson for the "C" zone . Mr . Miyoshi stated he would like the 150 ' facing the street . RESOLUTION : Be it therefore resolved to recommend approval of the zone . change to the Board of, County Commissioners for an area 150 ' by 150 ' subject to submitting an amended legal description. Gaskins , Dave Warner and John Lang DISCUSSION : Mr. Lorenson stated this facility will be located in a rural area and the improvements will be on skids . This will be a policy decision whether to rezone for this type of facility "Industrial " or process it with a Special Use Permit . Mr. Gaskins explained what activity will take place at this site. This will be one facility to serve many wells. This will allow them: to take the water and the liquid carbon out so they can put the dry gas into a gas line and the liquid can be put into a liquid line for refining at a point outside of the state. They will be pur- chasing the site of approximately 15 acres and they have applied for an exemption from filing a minor subdivision. At this point, it was the attorney' s opinion the facility should be in an Indust- rial Zone. Mr. Gaskins stated there will be less than 10 barrels of water per day extracted which will be contained in a pit on the premises . There was discussion regarding the processing of this case through a Special Use Permit. The County Attorney' s office rendered a verbal opinion that this process should be followed rather than spot zoning . .Mr. Lorenson stated this is a site that is provided for a utility type operation where no water or sewage is required , no traffic problems will occur, therefore , they would not be considered a subdivision and would be granted an exemption which would allow them to proceed with the purchase of the property. Sallee of : Mountain Bell and Ray Fouts of Greeley Gas DISCUSSION : Mr. Mauldin explained that Mountain Bell , Greeley Gas and Home Light & Power are proposing an Installation Agreement and they are asking the Planning Commission ' s endorsement of the Agreement, to tie the developer down so he is responsible for final grade and any damages and repairs that might be incurred to the utility lines . This agreement is currently being used in Denver. Mr. Mauldin prsented a film produced by Mountain Bell showing damages and injuries caused by damages incurred by con- tractors cutting utility lines . General Amoco is to install or have others install in the Spindle Field: a gas gathering system, three (3) 1000 HP Waukesha engine driven Ingersoll-Rand compressor units, two (2) skid-mounted gas processing plants, and a hydrocarbon- liquid pipeline from the Spindle plant site to the Third Creek plant, hydrocarbons from Spindle to be delivered to and metered through a metering facility at Third Creek plant and be stored with the Third Creek product in `two (2) 60,000-gallon tanks at the Third Creek plant. Metering . facility for the Spindle and Third Creek Liquid Products to be furnished by Phillips Petroleum. Their pipeline connection at the Third Creek plant is located within the Third Creek plant at plant coordinates NO / 10 and E3 f 06. B. Scope of Project Contractor is to design, procure the necessary equipment and materials, install such equipment and materials and supervise the initial operation of a partially attended gas processing plant to receive gas from the Spindle Field, process it, and deliver residue gas and a deethanized product to the plant site fence. Contractor is also to provide and install certain metering, storage and pumping facilities for the Spindle plant within the Third Creek Processing Plant site. II. . DIVISION OF WORK A. Amoco shall provide or have others provide the following: 1. All permits for operation of the plant. 2. Plant site approximately 660 ft. x 990 ft. 3• Topographic map of plant site. 4. Soils report. 5. Access roads to plant site. 6. All maintenance and operating supplies which shall include chemicals, absorbents, oils, greases, spare parts, desic- cant for dehydrators, etc. a • • • 7. Portable fire protection equipment. 8. All plant operators required during break-in, start-up, test runs and normal operations except as provided in paragraph II-B-15 hereof. 9. Three (3) Waukesha L7042GSI engine-driven skid-mounted Ingersoll-Rand gas compressor (1,000 HP) units. 10. One (1) Ingersoll-Rand Model 23 ANLF4 Air Compressor with a Model 2 dryer and a Size 1 explosion-proof starter. 11. Purchased power - 480V, 3 phase, 60 Hz. B. Contractor shall 1. Furnish all engineers, designers, draftsmen, accountants, purchasing personnel, expediters, inspectors, superintendents, foremen, skilled and unskilled laborers required to carry out Contractor's obligations as set forth herein. 2. Develop process design for the plant. 3. Furnish engineering design and layout for the plant. 4. Prepare all drawings, equipment specifications, line schedules, equipment schedules and material lists. 5. Solicit bids from reputable suppliers for material and equipment that comply with specifications. 6. Purchase, expedite, and inspect all materials and equipment. 7. Prior to the start of construction, furnish a construction schedule. 8. Transport all material and equipment to the ,fob site. 9. Furnish all construction utilities, erection tools, equip- ment, small tools and supplies needed for erection work. 10. Supply temporary office and warehouse as may be required for the performance of the herein defined work. 11. Furnish to Amoco currently priced purchase orders, spare parts lists, vendor's operating and maintenance instructions. 12. Obtain all permits and licenses required during the period of construction. 13. Comply with all local, state and federal codes and regula- tions applicable to the design and construction of the plant. - 2 - 14. Unload, store and install all chemicals, etc., to be • furnished by Amoco. 15. Provide the services of qualified engineers and manu- facturer's representatives as required to supervise the plant start-up which shall include purging and initial operation. The services of such engineers shall be maintained around the clock for the period of time nec- essary to put the plant in operation and ,a minimum of two days thereafter with residue gas and the liquid product meeting specifications. During the start-up period, provide supervision, labor and material to make all re- pairs and changes required to put the plant in operation. • 16. Install all material and equipment being furnished by Amoco. 17. Provide 25 Start-Up Manuals and four sets of Job Data Books. Furnish a transparency of all drawings corrected to "As Built" to Amoco for their file. 18. Furnish a tabulation of chemicals, absorbents, lubricating oils, etc., requirements as early as possible for purchasing by Amoco. 19. Clean up plant site upon completion of construction work. III. DESIGN DATA A. Local Conditions 1. Elevation of plant site is approximately 5,000 feet above sea level. 2. Average barometric pressure is 12.2 psia. 3. Prevailing wind direction: Summer-Winter - South to South Southwest. 4. Depth of frost line is 42 inches below surface of ground. 5. Design dry-bulb temperature is 95°F, except 100° for design of air-cooled exchangers. 6. Minimum design ambient air temperature - 30°F. 7. Rainfall - Maximum of two inches per hour. B. IV. PROCESS REQUIREMENTS A. General The plant shall dehydrate and remove components from the inlet gas as required so that the residue gas will meet specifications. - 4 - • It shall also produce a deethanized product containing propane and heavier components. B. Residue Gas The residue gas shall meet the following specifications: 1. Gross heating value not less than 950 British Thermal Units per cubic foot of water saturated gas at 60°F and a pressure equivalent to 14.65 psig. 2. Contain not more than 6.0 pounds of water vapor per million cubic feet. 3. Delivery temperature of not more than 120°F and a delivery pressure of a. Prior to processing gas, 700 psig and b. After processing commences 600 psig. 4. Commercially free from dust, gum, gum forming constituents, condensate, and other liquids and solids which may become separated from the gas. 5• Hydrocarbon Dew point f 25°F at delivery pressure. C. Deethanized Product The deethanized mixture of propane and heavier components shall: 1. Contain no more ethane than three (3) volume percent o£ the propane in the mixture on a liquid volume basis. 2. Not exceed 120°F temperature going to storage. V. PERFORMANCE GUARANTY Contractor shall guarantee that the plant, when processing design composition gas at any combination of temperatures, pressures and volumes of the gas as described in preceding Section III, will per- form as follows: A. Recovery of propane in the inlet stream shall not be less than 95 percent of that shown on Contractor's process flow sheet as approved by Amoco. B. Recovery of butane and heavier components in the inlet stream • shall not be less than: Recovery Butane 90 mol % Pentanes Plus 97 mol C. Residue gas and liquid products shall meet the specifications of preceding Section IV. - 5 - • VI. PERFORMANCE TESTS A. Performance tests shall be conducted by Amoco to determine ability of the plant to meet the performance guarantees when operating under conditions specified in this contract. Contractor shall designate and have present during the test a representative having full authority to make decisions, sug- gestions and to improve plant test procedure and data. B. The plant shall have operated as nearly as possible under design conditions referred to in Section III hereof and in the Contractor's design as approved by Amoco for at least twelve (12) hours prior to the start of performance tests. Thereupon at not more than six (6) hour intervals for a period of twenty-four (24) hours, samples of the liquid and residue gas streams from the plant shall be taken for determination of their composition by fractional analysis and for other neces- sary tests and analyses. Analytical determinations which must be conducted at the plant site will be performed by Amoco's personnel and witnessed by Contractor's representative. During the twenty-four (24) hour test period, the quantities of inlet and residue gases and the quantities of liquid products shall be determined. Using the analyses of samples, the total quantity of residue gas produced during the twenty- four (24) hours, a material balance shall be made. These and other data available from the plant test shall be used in de- termining the ability of the plant to perform in accordance with the performance guarantees. Amoco may, at its option, reduce the duration of the test if necessary due to field conditions. C. It is mutually recognized that exact duplication of the design conditions and analyses serving as the basis for guarantees is improbable under test conditions. Therefore, if conditions and analyses vary from those used in design calculations in sufficient degree to seriously influence plant yields and ef- ficiencies, the gas compositions and rates obtained during the test in conjunction with plant processing pressures and temper- atures obtained during the test shall be used as the basis for process calculations to determine the performance that the Contractor would have guaranteed if the test conditions had been used for design. In calculating performance in this manner, no operating conditions less favorable than design, for example, chiller gas outlet temperature, shall be used if the conditions are less favorable because of unsatisfactory operation or insufficient capacity of Contractor's installed equipment. The results of these calculations shall then serve as the yardstick against which the plant performance is eval- uated. The process calculation method and basic physical data used in such an eventuality shall be the same as that used by the Contractor in the design. - 6 - If any calculations or physical data for which there is not a parallel in the Contractor's design should become necessary in evaluating plant performance, methods and data used must be of such a nature as to be acceptable to Amoco. D. Gas and liquid samples collected during said performance test shall be analyzed at Amoco's expense by an independent commercial laboratory mutually acceptable to Amoco and Contractor. Amoco reserves the right to collect and analyze companion samples. E. Contractor shall provide connections for collection of the necessary samples for the referenced performance tests as well as samples for everyday operations tests. VII. INLET SYSTEM FACILITIES A. Amoco shall provide and install a 20-inch inlet line. The line shall be buried in a five (5) foot ditch with approximately three (3) feet of cover. The inlet line shall be terminated with the pipe beveled for welding at the plant coordinate of N1/60 and E2/84. Contractor shall connect onto the 20-inch inlet line at the above coordinates. Contractor shall provide and install two inlet scrubbers; a 3-ft. and a 4-ft. diameter x 8'-0" complete with controls and two - 8" suction pressure control butterfly valves controlled by a common pressure controller. Amoco shall supply an 8" and 10" insulating gasket assembly set for installation by Contractor at the gas inlet nozzles of the two inlet separators. VIII. GAS PROCESSING FACILITIES A. Contractor is to design, purchase and install two (2) identical 8,000 MCFD processing units, for a total plant capacity of 16,000 MCFD. The first unit is to be installed initially and placed in operation, while the second unit will be installed as soon as possible thereafter. Processing units are to operate inde- pendently of each other. The two process skids will be mani- folded with 4-inch piping and 4-inch fire-safe ball valves, with a common 6" inlet and residue gas line between the compressor area and the two process skids. A product surge tank will not be purchased as part of the second processing plant. Instead, as soon as the product storage outlined in Section X herein is installed and placed in operation at the Third Creek plant, then the 10,000 gallon product surge tank and its associated instru- mentation presently in operation at the Third Creek plant will be moved by Contractor and installed at the Spindle plant. This tank will be manifolded with the surge tank which was installed as part of the first processing unit to act as a single storage unit. IX. GAS COMPRESSION FACILITIES A. Amoco has purchased three (3) 1,000 RP Ingersoll-Rand Waukesha L7042GS1 engine-driven gas compression units and one (1) Ingersoll- Rand Model 23 Air Compressor with a Model 2 dryer and a size 1 - 7 - �, explosion-proof starter for the Spindle Plant. Contractor . shall install the three gas compressor units, the air compressor and dryer. Combustible gas detectors shall be installed over each gas compressor and refrigerant compressor and shall be incorporated into the alarm and shutdown system. A 10-inch suction header system and 6-inch discharge header system complete with the necessary valving and laterals shall be installed at the Compressor Building. A 6-inch residue gas line shall be installed from the compressor discharge header to Colorado Interstate Gas Company's metering area at the northeast corner of the plant site. X. LIQUID PRODUCT HANDLING • Contractor shall purchase and install the following equipment at the Spindle and Third Creek Plant site. A. Third Creek Plant 1. Two' (2) 60,000-gallon propane storage tanks manifolded to- gether with one set of controls to act as a single storage tank but each tank shall have its own relief valve and gauge glasses. Block valves shall be provided to allow iso- lation of each tank. 2. One four (4) pump pipeline skid, and move the existing two (2) pump skids to the product area. The pumps will be piped with a suction and discharge header to allow repair on a single unit without shutdown of the other units. Electrical wiring shall be installed. 3. The Phillips Petroleum's metering skid which was installed in its initial location in proximity to the product surge tank shall be moved to the storage area and interconnecting piping and wiring shall be provided. 4. Provide an earth diversion dyke between the storage area and the compressor building. 5. Add one new floodlight in the storage area. 6. Resheave the existing Third Creek pipeline pump to operate at 390 rpm in order to load the 60 H.P. motor. 7. Contractor shall provide and install a metering skid at the Third Creek plant to meter Spindle product. The metering facilities shall contain a strainer, sampling system, instru- mentation, prover connections and a Positive Displacement meter. Contractor shall install a 3-inch Sch. 40 (c & w) buried line from Amoco's pipeline connection at the Third Creek plant fence to the metering skid and piping from the skid to the storage area. - 8 - B. Spindle Plant 1. Contractor shall provide two skid-mounted 70 gpm pipeline ' booster pumps with 50 psi differential and two 70 gpm pipeline pumps with 450 psig discharge pressure. The pumps are to pump Spindle product through a 3-inch product line installed by Contractor from the pump discharge to Amoco's product pipeline located at the east boundary of Colorado Interstate's metering area within the Spindle plant site. XI. FLARE AND DRAIN A. Contractor shall provide flare connections to flare all inlet gas on process facility shutdown and drain connections as re- quired. Contractor shall provide 50' flare stack with pilots. XII. GAS MEASUREMENT A. Gas measurement to be in accordance with AGA-Gas Measurement Committee Report No. 3 for the following services: 1. Residue gas to Sales. 2. Fuel gas (Contractor to provide dehydrated fuel gas for 3,000 HP of compressors purchased by Amoco but installed by Contractor plus that required for process heaters, glycol regenerators and the compressors provided and in- stalled by Contractor. ) XIII. ALARM AND SHUTDOWN SYSTEM A. Contractor shall provide shutdown devices to protect equipment because of malfunction or other causes. The shutdown devices shall terminate in an alarm panel wired to show first-out in- ' eluding Amoco's compressors and equipped to signal plant shut- down to a remote location to be installed by Amoco. All equip- ment to fail safe. XIV. COMPRESSOR BUILDING Contractor shall provide and install a rigid frame building to house the compressors purchased by Contractor and the three (3) gas compressors, instrument air compressor and instrument air dryer purchased by Amoco. The building shall be equipped with a three-ton traveling crane and shall be insulated with 1" of National Cellulose K-13 for sound and heat insulation. The bottom four feet shall be sprayed with SK-13 binder overspray. Exhaust mufflers, air intakes, relief valve discharges and distance piece vents shall be piped outside the building. - 9 - XV. COMPRESSOR PIPING MANIFOLD • Contractor shall supply, in the refrigeration compressor piping for both units, an inlet valve operator on first stage propane suction line and check valve in first stage discharge line with the inlet valve operator connected to plant shutdown system to protect first stage propane cylinder from overpressure onplant shutdown. XVI. PLANT LIGHTING Contractor shall provide five 400 watt, Mercury vapor floodlights with tilt poles to light process, heater, and compressor manifold at Spindle and one 400 watt, Mercury vapor floodlight with tilt pole at the Third Creek Product Storage Area. Contractor shall provide adequate lighting in the compressor building for engine maintenance at night. XVII. CODES AND REGULATIONS All equipment and materials incorporated in the facilities to be provided by Contractor shall meet the applicable portions of the following codes and regulations: ASME Boiler and Pressure Vessel Code ANSI Code B 31.3 for piping National Electric Code TEMA - Class C API - Standard 618 for Reciprocating Compressors OSHA XVIII. SUPPLEMENTARY SPECIFICATIONS A. Piping 1. RTJ flanges required for 600# ANSI except screwed piping may be used for lz" and smaller sizes. 2. Screwed piping maybe used for 2" and smaller for pres- sures below 300/ ANSI. 3. Cast iron is not to be used for hydrocarbon service except for standard equipment furnished by compressor vendor. B. Electrical 480 Volt power shall be supplied by Amoco or others at plant fence. Contractor shall provide the necessary main breaker and other switch gear to provide power for the plant. Time delay devices of 4-6 seconds duration shall be provided for all critical services to override momentary power dips. "T"-Frame electric motors shall be derated for altitude and after_ derating sized to provide 115% of the BHP required by the driver unit. - 10 - • The electrical system at Third Creek will be revised as required to take the increased electrical load in the product storage area. Contractor, for its protection and the protection of Amoco, shall provide and maintain in full force and effect throughout the performance of this contract, with responsible insurance carriers satisfactory to Amoco, insurance as set forth below, and shall cause its subcontractors to provide and maintain similar type insurance with limits satisfactory to Amoco and Contractor: 1. Workmen's Compensation in compliance with the laws of the State of Colorado including Employer's Liability. 2. Comprehensive general liability insurance with minimum limits of $100,000.00 for bodily injuries to one person and $500,000.00 for any one accident involving two or more persons, including, without limitation, employees of Amoco and with minimum limits of $100,000.00 each ac- cident for property damage liability. 3. Automobile Liability Insurance with minimum limits of $100,000.00 for bodily injuries to one person and $300,000.00 for bodily injuries in any one accident, and property damage of $25,000.00 for each accident covering all owned, non-owned and hired vehicles used in the work. B. Before commencement of construction work hereunder, Contractor shall submit to Amoco for examination and approval, satisfac- tory Certificates of Insurance evidencing insurance coverage • equal to or exceeding that specified in paragraph A hereof. Rd. 14 & 19 PERMIT # • REPORT: The borrow pit has beencompletely filled from the east property line back to with— in about 40 or 50 feet of the middle access on Rd. 14, and is gravelled and being used for parking at this time. I see no problems with this at this particular time as long as Road 14 . doesn't get anymore traffic than it has. However, the power line goes right down through the middle of this and they do have some guard rails around these poles , it could be a hazard if someone would back into one of them. I question the drainage .coming off of the plant and entering into the borrow pit just east of the west access on Co. Rd. 14. There is a —1O1—in the access and it drains west to the corner and this might cause a backup of water at the intersection as tubes and all seem to be pretty well ",jimmied" up at the corner. Possibly the tube that cat-a-corners across Rd. 14 should be checked out. Borrow pit on . Co. Rd 19 has all been filled in also there are some small trees planted along there. They are using part of the borrow pit as a double row of parking. This is an oiled road and the cars stick pretty well- out to the oil . They are using a turnout to come in with their trucks and back out again on to Rd 19 on a portion of this borrow pit.
