DATE: December 28, 2020
SUBJECT: CDPHE Contract Amendment #3 —FY21
Management of Sexually Transmitted
Infections (STIs)
For the Board's approval is Contract Amendment #3 between the Colorado Department of
Public Health and Environment (CDPHE) and the Board of County Commissioners of Weld
County for the use and benefit of the Weld County Department of Public Health and
Environment's (WCDPHE) management of STIs program. This contract aligns with the Health
Departments Strategic Plan and allows the Department to provide one of the Ten Essential Public
Health Services, as defined by the Centers for Disease Control and Prevention.
This project serves to support the prevention of infertility and Chlamydia trachomatis, Neisseria
gonorrhea, and Syphilis and infection through the provision of screening, treatment, and partner
management for these infectious diseases. Chlamydia continues to be the most commonly reported
sexually transmitted infection (STI) in Colorado. Project activities include testing in the federally
funded Title X clinic(s) including Family Planning (FP) and STD clinics within WCDPHE, and the
Platte Valley Youth Services Center (PVYSC). The purpose of Contract Amendment #3 is to renew
the contract and update the language within the scope of work. CDPHE will reimburse the WCDPHE
lab up to $21,759 for fiscal year 2021. The term of this contract is from January 1, 2021, through
December 31, 2021. No new FTE will be required to perform the deliverables in this contract.
Assistant County Attorney, Karin McDougal, has reviewed this contract amendment and finds the
terms acceptable.
The Board approved placement of this contract amendment on the Board's agenda via pass -around
dated December 28, 2020.
I recommend approval of this Contract Amendment #3 with CDPHE for the management of STIs.

BOARD OF COUNTY COMMISSIONERS
PASS -AROUND REVIEW
TITLE: CDPHE Contract Amendment #3 —FY21 Management of Sexually Transmitted Infections (STIs)
DEPARTMENT: PUBLIC HEALTH & ENVIRONMENT DATE: December 28, 2020
PERSON REQUESTING: Mark Lawley, Executive Director
Brief description of the problem/issue:
Enclosed for the Board's review and approval is Contract Amendment #3 between the Colorado Department of
Public Health and Environment (CDPHE) and the Board of County Commissioners of Weld County for the use and
benefit of the Weld County Department of Public Health and Environment's (WCDPHE) management of STIs
program. This contract aligns with the Health Departments Strategic Plan and allows the Department to provide one
of the Ten Essential Public Health Services, as defined by the Centers for Disease Control and Prevention.
This project serves to support the prevention of infertility and Chlamydia trachomatis, Neisseria gonorrhea, and
Syphilis and infection through the provision of screening, treatment, and partner management for these infectious
diseases. Chlamydia continues to be the most commonly reported sexually transmitted infection (STI) in Colorado.
Project activities include testing in the federally funded Title X clinic(s) including Family Planning (FP) and STD
clinics within WCDPHE, and the Platte Valley Youth Services Center (PVYSC). The purpose of Contract
Amendment #3 is to renew the contract and update the language within the scope of work. CDPHE will reimburse
the WCDPHE lab up to $21,759 for fiscal year 2021. The term of this contract is from January 1, 2021, through
December 31, 2021. No new FTE will be required to perform the deliverables in this contract.
Assistant County Attorney, Karin McDougal, has reviewed this Contract Amendment and finds the terms acceptable.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Agreeing to this contract amendment will allow WCDPHE to continue our efforts in preventing the spread of STIs in
Weld County. Gonorrhea, Chlamydia, and Syphilis rates continue to rise across Colorado and collaborating with
CDPHE assists WCDPHE in promoting health, wellness, and prevention for the communities we serve through
screening, testing, and treatment of STIs.
o approving is con rac may umnish-Weld County's ability to provide the screening, treatment and partner
management or require the County to subsidize the cost of the testing. Without sufficient funding, clients would have
limited options for screening and treatment, particularly those who are underinsured.
Recommendation: 1 recommend approval of this Contract Amendment #3 with CDPHE for the management of
STIs.

RE: Contract ID #4362 - Amendment #3 for Management of STIs
* Yes, we noticed that very late in the game, and it is a numbering error, but in the interest of getting this contract
executed and the funding back, we needed to run it the way they sent it. The contract has been approved by legal, the
Board, and sending it back through the process could mean another 3 months.

Subject: Contract ID #4362 - Amendment #3 for Management of STIs
Good morning,
We noticed there is already an Amendment #3 that exists from February of 2020. Is this new item (Contract ID
#4362) an additional amendment or a numbering error?
Thanks,
Isabella Juanicorena
