HomeMy WebLinkAbout20213519.tiffRESOLUTION RE: APPROVE EXPENDITURE AUTHORIZATION AND WORK PLAN FOR FOREIGN LABOR CERTIFICATION (FLC) GRANT AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Expenditure Authorization and Work Plan for the Foreign Labor Certification (FLC) Grant between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Labor and Employment, commencing October 10, 2021, and ending August 30, 2022, with further terms and conditions being as stated in said expenditure authorization and work plan, and WHEREAS, after review, the Board deems it advisable to approve said expenditure authorization and work plan, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Expenditure Authorization and Work Plan for the Foreign Labor Certification (FLC) Grant between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Labor and Employment, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to electronically sign said expenditure authorization and work plan. The Colorado Department of Labor and Employment (CDLE) has issued a funding stream under a Notice of Funding Authorization labeled WE21-013 Foreign Labor Certification Grant (FLC), The funding stream, program, and activities are subject to the laws and regulations of the Workforce Innovation and Opportunity Act (WIOA). FY21 FLC funds allow the Migrant and Seasonal Farmworker (MSFW) staff to complete inspections of employer -provided or secured housing for MSFW to ensure that they meet all applicable safety standards. HOUSING INSPECTIONS: • Preparation of paperwork for the housing inspection, providing documents to employer. • Follow up and re -inspection, if needed. • Perform physical inspection on new units, and other inspection activities. • Tools and/or supplies needed to perform housing inspections (i.e. tape measure, gloves, safety glasses, clipboards, etc.). • Mileage. STAFF TIME: • Conduct routine field and sanitation checks (MSFW Outreach Workers are required to go out at least once a season to H2A employers). • Preparation of outreach logs. • Wage surveys. • Process complaints. • Conduct pesticide training if requested. • Inspection of public housing. • Recruitment of qualified applicants through outreach activities.
