This page intentionally left blank. EXHIBIT B CONTRACTOR'S RESPONSE TO REQUEST FOR PROPOSAL Introduction Letter 1. Ability to deliver the services as proposed and comply with the specific requirements set forth by the Weld County, as stated in the Request for Proposal (RFP) and in Exhibit A, Sample Agreement: Lutheran Family Services Rocky Mountains (LFS) is proposing to provide three services through this bid: the Parent Education and Support (PES) Program, the CareHouse Visitation and Exchange Program, and SafeTouch: Body Safety Program services. LFS has been providing Visitation and SafeTouch services to the Weld County community for 7 years, and PES has been provided for 35 years. LFS has successfully contracted with Weld County DHS during this time to provide these services. LFS is confident in its ability to deliver services as proposed and comply with specific requirements set forth by Weld County, as has been done in the past. LFS has extensive experience planning, implementing, managing, and developing large-scale grants from federal agencies. Each year, the agency receives more than $11 million in government grant and contract funding. Agency and program staff have expansive background in administering multiple projects simultaneously while adhering to the contractual requirements of each program including varying project purposes and eligible populations. LFS has successfully balanced and maintained these numerous projects by making use of a comprehensive client intake/eligibility process and ongoing staff training. Kim Penney, the Program Director, has 7 years of experiencing providing prevention services to vulnerable populations. Through this work, she has years of experience in successful program delivery and reporting information to monitoring and funding agencies. The LFS Prevention staff and contractors have a broad range of skills and expertise, which help make the programs successful. All staff members and contractors have post -secondary education; these range from Bachelor to Masters levels. Of note, three LFS Visitation contractors are Master's in Counseling candidates. 2. Capacity to be organized, responsive, and to quicldy and successfully schedule services as requested: LFS has a long history of successful delivery of the services outlined above. The capacity to be organized and responsive arises from the way staffing patterns are arranged and office hours are maintained. The Visitation Supervisor has coordinated the program for 21 years, as she supervised the program through another agency before it was acquired by LFS in 2012. She is able to be responsive to caseworkers, attorneys, judges and funders by maintaining office hours 5 days a week, including weekends and evenings, and by having a Visitation Program Assistant who can also schedule and monitor visits, collect data, and report to referring parties. The organization of this program is evidenced by successful visitation services delivered to over 1,000 unduplicated adults and children each year. Both the SafeTouch and Parent Education and Support (PES) Programs remain organized and responsive by having assigned coordinators who schedules classes, collects and evaluates program data, and communicates with all parties such as program participants, school administration, county DHS staff, probation officers and other members of the court system. SafeTouch additionally employs a bi-lingual and bi-cultural educator while PES employs contractors with years of teaching experience; some of these contractors are also bi-lingual and bi-cultural. SafeTouch schedules classes a semester ahead to ensure that over 9,000 Weld County students can receive services annually and PES schedules weekly to ensure that approximately 500 unduplicated adults and children receive services annually. All employees receive supervision by the Program Director on a regular and frequent basis to ensure that services continue to be delivered in a way that best serves clients, referring parties, and funding partners. The LFS Parent Education and Support (PES) Program provides four different classes utilizing the following curricula: Nurturing Skills for Teens, Nurturing Parenting, RETHINK Anger Management for Parents, and Parenting Your Teen. LFS approaches the prevention of child abuse and neglect using parenting education classes because past research has demonstrated the effectiveness of classes to promote family wellbeing. The Nurturing Parenting, Nurturing Skills for Teens, and Parenting Your Teen classes are each evidence -based curricula and can be found on the California Evidenced Based Clearinghouse for Child Welfare. The RETHINK class has been deemed a Level 3 -Promising Practice (Brotherson, 2013) curriculum which incorporates factors that are strong predictors of program effectiveness. 4. Capacity to Provide Services (ex. 4 hours/week). LFS anticipates serving approximately 500 unduplicated parents and caregivers and 200 unduplicated children through the PES Program by the end of this current fiscal year. The program has 6 employees and contractors dedicated to teaching the program material. Classes are between 2 and 4 hours per session and classes are held approximately 15 times per month; an approximate total of 180 classes will be provided during the fiscal year. 5. Goals of the service. To help prevent child abuse and neglect, LFS offers the Parent Education and Support Program. The goal of the program is to support child abuse prevention by teaching parents safe and effective discipline methods, appropriate developmental expectations, and healthy communication practices. These classes preserve and strengthen families, with a focus on building coping techniques and resiliency so parents can safely parent instead of resorting to violence out of frustration or learned negative behaviors. 6. Outcomes of service. The following annual outcomes are anticipated: • 90°% of parents who graduate from PES courses will complete the appropriate, specific pre- and post-tests for the respective class they completed • 70% of parents who complete pre- and post-test evaluations will demonstrate one or more of the following: Reduced anger responses to children's behaviors Use of more appropriate and safer parenting techniques Decreased family stress levels Increased positive intra-family communications Increased knowledge of child/youth development Bid No.: 1900025 EXHIBIT C PROPOSAL TEMPLATE 7. Target population for service. The LFS Parenting Education and Support Program serves parents and caregivers living in Weld County. Participants served through the program have one or more of the following characteristics: • Individuals responsible for a child wishing to strengthen their knowledge and skill base • Individuals responsible for a child who may be at high risk for abusing and/or neglecting their children due to socioeconomic or social isolation issues • Court -mandated parents who may not have custody of their children and who are working to regain custody • Parents involved in the child welfare system who are at risk of having custody of their children removed due to abuse or neglect allegations • Parents who are involved in court -mediated divorce proceedings • New and/or first time parents • Victims of domestic violence This population includes single -parent and two -parent households, as well as households in which a caregiver in the home may not be a "parent" but they are fulfilling a parenting role (such as a live-in partner or a family member). The PES Program serves individuals from a variety of age ranges; those participating in the program can range anywhere from teenage parents to grandparents raising grandchildren. 8. Service access. The Parent Education and Support Program is a community -based program with classes provided at various locations including the centrally located LFS office at 800 8th Street in downtown Greeley, the 19th Judicial District, and Greeley schools upon request. Note: Bidder should include fee for service, staffing, mileage, and any other applicable costs bidder would like considered. Rates must be an exact amount and must include the unit of cost (Le., hour, day, month, episode). Approximate rates or a range of rates for a service will not be accepted. The rate of service for the LFS Parenting Education and Support Program is: • $135.00 per each Nurturing Parenting: Drop -In Session • $97.50 per each Nurturing Parenting: Teen Parents Class • $197.00 per each Nurturing Parenting: English class • $213.00 per each Nurturing Parenting: Spanish class • $120.00 per each Parenting Your Teen class • $105.00 per each RETHINK: Anger Management for Parents class Bid No.: 1900025 EXHIBIT C PROPOSAL TEMPLATE 1. Bidder's legal entity name: 2. Program name or service type being proposed: Lutheran Social Services of Colorado SafeTouch: Body Safety Program 3. Modalities, curriculum or tools that will be utilized in the delivery of the service. LFS utilizes "SafeTouch: Child Sexual Abuse Prevention Curriculum for Kindergarten to 5th Grade" to provide this program. This curriculum was developed by Chris Sarlo-Bergman, clinician and child forensic interviewer at the Life Stories Child Advocacy Center, and other area professionals exclusively for the children of Weld County. It is evidence -informed and addresses many of the research -based protective factors regarding child sex abuse such as a child setting personal boundaries and having/identifying at least one secure adult in their lives (Vermont Agency of Human Services, 2019 website). The curriculum includes activities, songs, stories, and discussion focused on empowering children. SafeTouch is presented to each classroom as a single session. This allows the presentations to occur within a comfortable environment in which the children feel at ease asking questions or sharing information. The teachers' section covers identifying symptoms of abuse, setting up a school program, teaching tips, and resources. The SafeTouch program meets national standards for best practice in child sexual abuse prevention programs, as well as state and local guidelines for school -based instruction. 4. Capacity to Provide Services (ex. 4 hours/week). The SafeTouch program is currently presented to approximately 9,000 students each year. Last year (2017-2018 school year), LFS offered SafeTouch to approximately 12,000 students in 28 schools, but projected numbers served were reduced this current fiscal year due to need outpacing funding. The program has one coordinator and one educator dedicated to scheduling and teaching the program material. The number of schools served is limited to the number of weeks students are in school. The program follows the school calendar and is limited to roughly 30 weeks in a school year. Most schools take several days to complete presentations for all grade levels; therefore LFS capacity to provide SafeTouch is approximately 9,000 students in approximately 20 schools. 5. Goals of the service. The SafeTouch program concentrates on how children and adolescents can protect themselves from any type of abusive or unwanted touch. The program devotes time to the problems associated with abusive situations among family members, acquaintances, strangers and peers — empowering children and adolescents to seek help if threatened or victimized. The SafeTouch program is an effective way to teach children information about: How to differentiate between appropriate and inappropriate touches. How to distinguish between 'safe' and 'unsafe' secrets. What constitutes abuse. What resistance skills are necessary to prevent or report an abusive situation. Bid No.: 1900025 EXHIBIT C PROPOSAL TEMPLATE LFS defines success of the SafeTouch program as having participating kindergarten through fifth graders demonstrating that they can: 1. Recognize and react to unsafe touches by saying "No" and getting help. 2. Name a safe adult that they can tell if they experience abuse. 6. Outcomes of service. LFS measures success of the SafeTouch program through the use of an age -appropriate pre-test distributed prior to the SafeTouch class, with a post-test distributed immediately following the SafeTouch class. The students are surveyed two weeks after the class to determine whether the information has been retained. LFS randomly selects the schools where the pre/post tests, and follow up surveys are distributed. Depending on school size, LFS selects a number of schools representative of approximately 20% of students served. The outcomes that LFS strives to accomplish include: • 90% of students surveyed will demonstrate the ability to recognize safe versus unsafe touches immediately following the presentation • 90% of students surveyed will be able to identify examples of adults they would tell if the experience an unsafe situation immediately after the presentation or two weeks later? • 90% of students surveyed will demonstrate subject matter retention two weeks after the presentation. The students will still be able to recognize safe and unsafe touches; know to say no and run away; and know that it is okay to tell trusted adults if they feel they have been the victim of an unsafe touch. 7. Target population for service. SafeTouch is presented by LFS to over 9,000 children ages 5-12 annually in approximately 20 Weld County elementary schools. 8. Service access. This is a community -based program which is presented in -person by LFS staff at elementary schools in Weld County. LFS had a dedicated staff person who provides all SafeTouch presentations. LFS will travel to and present the program at the request of any elementary school in Weld County. 9. Languages service is available in. The SafeTouch Educator is Spanish speaking and is both bi-lingual and bi-cultural. 10. Rates of service. The rate of service for the LFS SafeTouch Program is $25.00 per classroom presentation. Bid No.: 1900025 EXHIBIT C PROPOSAL TEMPLATE 1. Bidder's legal entity name: 2. Program name or service type being proposed: Lutheran Social Services of Colorado CareHouse Visitation and Exchange Program 3. Modalities, curriculum or tools that will be utilized in the delivery of the service. The LFS CareHouse Program offers an array of visitation services which are designed at a principal level to provide an opportunity for children to maintain contact with their parents or other family members in a safe, neutral location. This year, LFS will be adding a new therapeutic component to the array of services which have successfully served the Weld County community for over 20 years. The new Therapeutic Parenting Time service is now available to meet the specific needs of children and families referred by Weld County DHS. Please note that LFS continues to offer Supervised Visitation, Monitored Visitation and Safe Exchange Services. Maintaining contact with parents is paramount to the emotional well-being of a child even when there has been significant family disruption or conflict and services are required due to 1) a proven history of parental abuse and/or neglect, 2) history or allegations of domestic violence, 3) reinstatement of visitation rights after a long absence, 4) a parent's impairment due to mental illness and/or substance abuse, 5) one parent's violation of custody orders, and 6) threats of abduction. While maintaining contact is critical, it is highly important that caregivers also receive the life skills necessary to parent appropriately and that 'parent time' is complete with parenting techniques and conflict management training. During all visits and exchanges, supervisors are keenly aware of what is occurring within the family relationship. This provides for opportunities to help improve parenting skills and re-establish family relationships that are healthy and safe for the child. Visitation supervisors continually assess the caregiver for strengths and areas of improvement as well as ways to build a better, healthy relationship between the child(ren) and the caregiver. All services will include the provision of community resources such as Victim's Rights information and referrals to the Life Stories Child Advocacy Center and A Woman's Place. Additionally, lessons from the evidenced -based (as approved by the California Evidence Based Clearinghouse for Child Welfare) Nurturing Parenting Curriculum (NP), in which all CareHouse staff, contractors, and the Program Director are trained, have always been offered and will continue to be offered to all program participants. Descriptions of each service are below: Therapeutic Parenting Time: The new therapeutic component will consist of a more interactive relationship between the visitation staff and the family plus an additional half-hour of clinical work with the caregiver when the children are not present. The NP curriculum will be accompanied by the administration of the curriculum's assessment tool, the AAPI (Adult Adolescent Parenting Inventory) both before and after visitation services are complete, with results being reported to the referring party. This tool will guide clinical work and evaluate progress. These therapeutic visits will be implemented by Bachelor level contractors and staff, or Master's in Counseling candidates. On a minimum of a weekly basis, all visitation staff will participate in clinical supervision with a licensed LFS clinician. At present, those clinicians are Program Director Kim Penney, LCSW, trained at Denver Bid No.: 1900025 EXHIBIT C PROPOSAL TEMPLATE University in the Mental Health track of the MSW program, or Jennifer Bohannon, MA, LPC, trained at Denver Seminary and certified in Trauma -Focused Cognitive Behavioral Therapy. Case consultation with Dr. Jerry Yager, fellow of Dr. Bruce Perry and The Child Trauma Academy, can be utilized as needed to further enhance the clinical offerings to the client and guide a case if deemed necessary. Should funding allow, LFS will hire a Master's level clinician to be on site for particularly high needs cases. Supervised Visitation: During Supervised Visitation, the Visitation Supervisor is physically present with the family at all times, allowing for immediate intervention, coaching and role modeling. Since all visitation supervisors have been trained in the Nurturing Parenting Curriculum, principals of that curriculum are shared throughout visits with caregivers and children. The AAPI can be administered before and after services complete upon the request of DHS. Monitored Visitation: In Monitored Visitation, a Visitation Supervisor is present at the location of the visit, but not physically supervising all interactions. The Visitation Supervisor is close enough to hear conversations and will verbally intervene for safety when necessary. Safe Exchange: A Safe Exchange is the exchange of children for the purpose of parenting time where each parent/guardian shall have pick-up and drop-off times that prevent their face to face contact. 4. Capacity to Provide Services (ex. 4 hours/week). At any given time, LFS can provide services to approximately 30 families through its comprehensive family preservation senrices, which includes all visitation services. LFS proposes to serve a total of 175 unduplicated adults and 125 unduplicated children through all Visitation services during the next fiscal year. Initial contact with the caseworker and family will be made by LFS within 2 business days. It is the objective of LFS to ensure that the continuity and quality of family relationships and connections is improved and preserved for children and that if a child is deemed to be in an unsafe living or visitation situation, that the appropriate Department of Human Service office is contacted as per 25-5.3-103(2), C.R.S. Upon DHS request, LFS has the capacity to ensure that parents and caregivers do not come in contact with one another during visitation and exchanges. 5. Goals of the service. The goal of all offered visitation services is to provide an opportunity for children to maintain contact with their parents or other family members in a safe, neutral location. Additionally, parents will develop and improve parenting skills and an understanding of child development when participating in Supervised Visitation or Therapeutic Parenting Time. visitation supervisors assist the parent in identifying things they are saying or doing that could prevent them from having a healthy and productive relationship with their child. 6. Outcomes of service: Anticipated annual outcomes for this program include: • 1,500 hours of visitation and exchange services will be safely provided • 75% of participants completing the AAPI will demonstrate an improvement according to test results (The AAPI pre and post -assessment tool will be administered to all Therapeutic Parenting Time participants; administration to Supervised Visitation participants will be Bid No.: 1900025 EXHIBIT C PROPOSAL TEMPLATE available upon DHS request. Bidder's legal entity name: 2. Program name or service type being proposed: Lutheran Social Services of Colorado CareHouse Visitation Program 3. Modalities, curriculum or tools that will be utilized in the delivery of the service. The LFS CareHouse Visitation Program offers an array of visitation services which are designed at a principal level to provide an opportunity for children to maintain contact with their parents or other family members in a safe, neutral location. This year, LFS will be adding a new therapeutic component to the services which have successfully served the Weld County community for over 20 years. The new Therapeutic Parenting Time service is now available to meet the specific needs of children and families referred by Weld County DHS. Please note that LFS continues to offer Supervised Visitation. During all visits, supervisors are keenly aware of what is occurring within the family relationship.
