Dear Chair Moreno,
On behalf of the City of Evans, it is with gratitude this letter is sent to you and the members of the Weld
County Board of Commissioners. Thank you for your support of the two Community Development Block
Grant applications submitted by the City of Evans. The City will be making improvements to infrastructure
including water, stormwater and paving a street with the funding of the Idaho Street project. The City will
also be providing direct assistance to income -qualified homeowners by performing water audits and
installing water -wise fixtures through the Direct -Install project.
The County's support through the inaugural Community Development Block Grant program is enabling
the City of Evans to improve our community through infrastructure improvements and direct utility cost -
savings for residents.

Dear Mayor Rudy,
Congratulations! The City of Evans is being awarded a Weld County CDBG program grant in the amount of $50,000
for support of your Water Efficiency Program to replace high water consuming fixtures and to install energy -efficient
light bulbs and smoke and carbon monoxide detectors in the homes of your low to moderate income residents who
qualify for the State's Low-income Energy Assistance Program (LEAP). The grant funds will be used to cover the
cost of the materials for this program and a stipend for the Weld County Youth Corp to perform energy audits and
install these water -saving, energy efficiency and home safety fixtures in approximately 50 homes in Evans.
The Weld County Board of County Commissioners has set the priorities for the Weld CDBG Program to be public
improvements including adequate public infrastructure, housing preservation, and access to public services.
Additionally, the Weld County CDBG Program is designed to provide funding to address community development
needs in which at least 70% of the funding must principally benefit low and moderate -income persons. This project
meets the program goal of housing preservation for the City's low to moderate -income residents. The home upgrades
provided through this program will make for safer, more energy efficient homes for low to moderate -income residents
of Evans and the resulting lower utility bills will help these individuals remain in their homes.
All projects require some level of environmental review which could delay start of the project. The City of Evans, as
subrecipient, CANNOT begin to incur either administrative or program costs associated with the project until an
environmental review has been completed and a subrecipient agreement with the Weld County CDBG Program is
fully and properly executed.

to support the City's Idaho Street infrastructure project. The grant funds are to be used to cover a portion of cost of
the $1,817,000 infrastructure project to include installing approximately 1,000 feet each of water line and storm
drainage improvements along Idaho Street between 4061 and 42nd Streets and paving that section of road.
The Weld County Board of County Commissioners has set the priorities for the Weld CDBG Program to be public
improvements, including adequate public infrastructure, housing preservation, and access to public services.
Additionally, the Weld County CDBG Program is designed to provide funding to address community development
needs in which at least 70% of the funding must principally benefit low and moderate -income persons. This project
meets the program goal of providing adequate public infrastructure for low and moderate -income persons, in this case,
benefitting fifty low-income households whom these infrastructure improvements serve.
All projects require some level of environmental review which could delay start of the project. The City of Evans, as
subrecipient, CANNOT begin to incur either administrative or program costs associated with the project until an
environmental review has been completed (if so required) and a subrecipient agreement with the Weld County CDBG
Program is fully and properly executed.

Congratulations! The Town of Firestone is being awarded a Weld County CDBG program grant in the amount
of $90,000 for the improvement and expansion of Firestone's VIA Mobility Service for the benefit of its low to
moderate -income residents who are 60+ years of age or have a disability. The grant funds are to be used to
extend the current service from three days a week, six hours a day to five days a week, seven hours or more a
day.
The Weld County Board of County Commissioners has set the priorities for the Weld CDBG Program to be
public improvements, including adequate public infrastructure, housing preservation, and access to public
services. In addition, the Weld County CDBG Program is designed to provide funding to address community
development needs in which at least 70% of the funding must principally benefit low and moderate -income
persons. This project meets the program's goals by providing access to public services, in this case, by providing
transportation to Firestone residents to services in the town and surrounding communities. The Weld CDBG
program will reimburse the town for services of low to moderate -income residents, elderly, and those persons
with disabilities.
All projects require some level of environmental review which could delay start of the project. The Town of
Firestone, as subrecipient, CANNOT begin to incur either administrative or program costs associated with the
project until an environmental review has been completed and a subrecipient agreement with the Weld County
CDBG Program is fully and properly executed.
