RESOLUTION RE: APPROVE TRANSPORTATION SAFETY GRANT APPLICATION AND AUTHORIZE CHAIR TO SIGN AND ELECTRONIC SUBMITTAL - E-470 PUBLIC HIGHWAY AUTHORITY TRANSPORTATION SAFETY FOUNDATION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Transportation Safety Grant Application from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Youth Conservation Corps, to the E-470 Public Highway Authority Transportation Safety Foundation, commencing upon full execution of signatures, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Request Board Approval of the Department's E-470 Public Highway Transportation Safety Foundation (TSF) Grant Application. The Weld County Youth Conservation Corps (WCYCC), under Employment Services of Weld County (ESWC), is requesting to apply for a $2,500.00 grant through the E-470 Public Highway Transportation Safety Foundation (TSF). The grant will be utilized to provide relevant and comprehensive defensive driver training and First Aid/CPR/AED training to crew leaders and members of the WYCCC. Through this training, WCYCC crew leaders and members will secure adequate knowledge to ensure their safety and the safety of the communities they work in and be prepared to handle various driving and emergency medical situations they may encounter. This application has been reviewed by Legal (G. Kalousek). This grant application must be submitted via online application by Thursday, March 18, 2021. Award notification and distribution of grant funds will occur in April 2021. I do not recommend a Work Session. Organization Overview: The Weld County Youth Conservation Corps (WCYCC), founded in the summer of 1993, is a locally generated program of Weld County that operates under the Employment Services division of the Department of Human Services. The WCYCC grew out of local interest to expand opportunities for youth which would allow them to develop job skills, be exposed to positive attitudes towards community service, and participate in meaningful work that produces tangible benefits for Weld County. Since 1993, WCYCC has served youth and young adults, ages 14-25, by providing them with meaningful service opportunities in the areas of conservation and community service. Over the past 28 years WCYCC has grown from a single eight (8) person crew to two (2) full-time and four (4) summer programs. The WCYCC umbrella includes the operation of an AmeriCorps grant. The AmeriCorps program is fortunate to receive federal support from the Corporation for National and Community Service through a statewide grant awarded to the Colorado Youth Corps Association (CYCA) on behalf of eight (8) accredited Youth Corps in Colorado. The WCYCC AmeriCorps members, ages 17-25, commit to a term of service ranging from eight (8) weeks to nine (9) months. While serving an AmeriCorps term of service, members earn a living stipend and develop critical employment skills and values to use in their future workforce pursuits. Upon successful completion of a term of service, members earn a Segal Education Award that ranges from $1,311.11 to $4,336.50, an amount awarded based on the length of their term of service, to use toward post -secondary education within seven (7) years. Budget Overview: The Colorado Safety Association provides a six (6) hour Defensive Driving Course that the WCYCC can enhance to include Coaching the Van Driver and Weather Hazards. The cost of this course is $925 for up to 10 participants, with a cost of $25 per additional participant. The WCCYC anticipates expanding the number of AmeriCorps members participating in training this year to include Summer Service Crew members, for a maximum of 30 students. Membership with the Colorado Safety Council proved to be financially beneficial in 2020; it is the intent of the WCYCC to renew this as well. This will reduce the cost of including and expanding additional training opportunities into current safety curriculum. First Aid and CPR/AED training will prepare crew members for any emergency they encounter while on the road, making crew members more likely to stop and assist civilians in need of help, thereby also increasing public safety. The cost for this course is $1,085 for up to 15 students. Social distancing guidelines have reduced the number of students able to participate in this training, so depending on guidelines in place at the time of training, the WCYCC may need to host two (2) class sessions. Colorado Safety Council Membership: $299 Defensive Driving, Coaching the Van Driver, and Weather Hazards: $1,425 (30 participants) First Aid/CPR and AED: $1,085/course ($2,170) (Two (2) courses, 15 participants per course) Total cost of training WCYCC AmeriCorps: $3,894 Total amount requested: $2,500 Program Overview: Within WCYCC there are varying degrees of responsibility carried by members. While crew leaders are generally responsible for safe transportation of members, crew members are at times asked to drive vehicles and assume an equal amount of responsibility. Currently the process for determining the most qualified individual is based on a Motor Vehicle Report, experience, and an evaluation completed by an authorized employee. Previously, the County provided a Coaching the Van Driver course to all county employees, but this program is no longer offered. Due to their status between volunteer and employee, AmeriCorps members are not permitted the same training opportunities as full time County employees. The primary objective in receiving grant funding will be to provide relevant and comprehensive driver training to all members of the WCYCC regardless of whether they drive County vehicles. We have found that all members who participated in the training in 2020 found it beneficial even if they did not possess a Driver's License. With the inclusion of First Aid/CPR and AED training crew members will contribute to overall public safety on and off the road. As crew members are primarily young and inexperienced, the impact of this course will reach far beyond the workplace setting. This training will provide members with skills to drive safer in their community and be more prepared to handle emergency medical situations. The vehicles that the crews use to travel between project locations are highly visible and recognizable, bearing the Weld County logo. Upon completion of this course, the WCYCC will run a social media awareness campaign and an article in the County newsletter to highlight the importance Weld County places on safe driving. Community members that identify Weld County vehicles can rest assured that the County is committed to keeping our members, and the community safe. Upon completion of this course we expect crew members to have a greater understanding of their impact on the community, their peers, and themselves while driving. This course will reinforce the high standard of safety that Weld County continually strives to improve. Additionally, this training will contribute to the roots of the WCYCC program by preparing youth for the workforce, by not only earning a certificate, but also establishing a safety -centered culture that members will carry with them throughout their careers. Members' driving ability and behaviors as well as their emergency medical knowledge will be evaluated before and after the course to determine the effectiveness of these courses in ensuring safety is at the forefront of our operations.
