It is to be held at the Colorado National Speedway east of I-25 . It is estimated there will be in ex- cess of 10 ,000 people attend . Mr . Lorenson stated the Speed- way is probably a legal non-conforming use . Mr . Connell stated the Health Department has the power to forbid gatherings of people when necessary to protect the public health . There is another section of the statute that gives the department power to forbid a nuisance to be formed or to forbid that that would become a public nuisance . How they would proceed would be be- tween the Health Department and the District Attorney. It is compatible to surrounding land use and has been recommended for approval by the Health Department and the Extension office , Soil Conservation Service indicates there are no soil problems . It should be subject to construction to begin within one year of the approval by the County Commissioners . Mr . Langley stated he would like to expand to 100 brood sows . RESOLUTION : Be it therefore resolved to recommend approval to the Board of County Commissioners subject to Mr . Lorenson ' s recommendations . Motion by Mr. Bowles , second by Mr . Watson . A vote of "Aye" by Bowles , Watson , Nix and Clark . Motion carried . Lorenson stated this is to the west of Firestone and recommended denial for the following reasons : although re- recommended for approval by the Health Department and the Ex- tension office , the site is approximately 300 ' north of Dream Acres subdivision . Land use to the south is not compatible with the proposed land use . Mr. Adsit stated there is nothing offensive to a hatchery as some are located in town . Mr . Bowles stated he agreed regarding the hatchery but the pullet raising wouldn ' t be compatible to the subdivision , Mr . Adsit asked if the hatchery could be approved without the pullet raising , and locate that elsewhere . Stated he would be willing to amend his application for the hatchery only. RESOLUTION : Be it therefore resolved to recommend approval for a hatchery to the Board of County Commissioners . The maximum to be 250 head and construction to begin within one year of approval of the County Commissioners . Mr . Lorenson read a letter from the Soil Conservation Service . Mr. Langley plans to begin a hog feeding operation. The soil is mapped as 51-B, Vona loamy sand, 1-3 percent slope. This is . a deep, coarse textured, well drained soil. The area has very little run- off, if any, and is not subject to flooding. If a lagoon or holding pond were needed it would necessitate a blanket of impervious material.
