For the Board's approval is a Contract Agreement Extension/Renewal between Kimberly Boyd of Lolina, Inc., and Weld County for the use and benefit of the Weld County Department of Public Health and Environment (WCDPHE). The Weld County Department of Public Health and Environment entered into an Agreement for Professional Services with Lolina, Inc. on August 10, 2020, to develop a new three-year strategic plan for years 2021-2023. A no -charge extension to this Agreement was executed to extend the Agreement until January 31, 2021, to provide adequate time to complete the strategic planning and development process. Both parties now wish to enter into a second extension of the original agreement for one year for the implementation of the new strategic plan. Lolina has agreed to perform these services for $28,320, for the period beginning February 1, 2021, and ending December 31, 2021. In December, the Health Department met with and received the Board's approval for the continued use of Lolina, Inc, as the professional consultant to provide guidance during the implementation of the Health Department's strategic plan. Furthermore, the Board approved the new Statement of Work attached to this second Contract Agreement Extension/Renewal. Assistant County Attorney, Karin McDougal, has reviewed the second Agreement Extension/Renewal and SOW and determined that the terms are acceptable, and it meets the County's requirements for placement on the consent agenda. I recommend approval of this second Contract Agreement Extension/Renewal with Lolina, Inc. 0A)6°'.2 CIO CAAse rN# A-Ojend.ct 02 - a/ 8 /x)A‘ M.,005e2- BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW PASS -AROUND TITLE: Strategic Planning for DHS and Health DEPARTMENT: DHS/Health DATE: 1/5/2021 PERSON REQUESTING: Ryan Rose, Cron Warden, Mark Lawley, Jamie Ulrich Brief description of the problem/issue: In December we met with the BOCC to review the proposals for strategic planning initiatives for both Human Services and the Health Department. Both areas are using Latina Consulting as the vendor to help facilitate the process. The county has used Lolina in the past and is very satisfied with their work. We worked with Lolina and both departments to streamline the initial proposals and have been able to reduce the cost to a total for BOTH departments to a combined total of $48,120. Jamie and Mark have done a great job of reviewing the scope of works and we feel confident moving forward. What options exist for the Board? (include consequences, impacts, costs, etc. of options): 1. Approve the new SOW for both departments and allow therm to continue their strategic planning efforts. 2. Deny the request Recommendation We recommend proceeding with the updated S0W's for both departments. Both Jamie and Mark have reviewed the proposals and feel they meet their needs. Human Resources is reviewing the professional development plan for fiscal year 2021 and will work with all county departments on leadership training plan moving forward.
