Good afternoon Planning Commission, Thank you for the time and opportunity to leave a public comment for the Weld County Planning Commission meeting today. This comment is in regards to Case Number: USR2I-0004 of the Medium Scale Solar Facility. am a longtime Colorado resident and a member of Laborers Local 720 that covers the entire state of Colorado. As you may know, the Laborers International Union of North America (LIUNA) represents hard working men and women throughout the entire state in many different sectors. We are skilled and trained laborers in not only building and heavy highway work, but also with gas distribution and all forms of renewable energy. From the beginning to the end of the project from coast to coast, our members are trained to work in any industry to help build this country, this state and even this county. As you have seen in the proposed application with Weco Farms and Sunshare LLC, the project states it expects to have an average of 20 workers during the construction phase of the project. It also states that this job will take only about 60 days to complete from start to finish. While the application lists the expectation of workers, it doesn't discuss where the owner plans to get its workforce from. With the unemployment rate in Weld County decreasing over the last few years, I would hope that the commissioners would want to continue this rate for the people. It seems that more information is needed in this application to address where the workforce will come from and how it will impact the economy of Weld County if the work is brought in from out of the area. I urge the planning commission to ask the question of where these workers will come from and require the applicant to utilize a localized workforce. We ask the planning to commission to list the following requirements for approval of the permit application: Local Hire Priority of 1. 2. Residents of Weld County, 3. Colorado 4. 5. 6. Good morning Weld County Planning Commision, Thank you for the time and opportunity to leave a public comment for the Weld County Planning Commission meeting today. This comment is in regards to Case Number: USR21-0004 of the Medium Scale Solar Facility. have spent a long time in Colorado and I am happy to call it a home for me and my family. I am a proud member of Laborers Local 720 that covers the entire state of Colorado. We are skilled and trained laborers in not only building and heavy highway work, but also with gas distribution and all forms of renewable energy. From the beginning to the end of the project from coast to coast, our members are trained to work in any industry to help build this country, this state and even this county. I am here today to discuss the economic impact that a local and trained workforce would have on Weld County. With the job only taking 60 days to complete, there isn't a huge economic surge in the lodging, retail and food and beverage industries because it will only be for two months, possibly less. With this small timeline, local workers can provide directly and immediately for their families, while also contributing to the community. Local workers know the benefits of small businesses, farms, retail, lodging and other community services that make up Weld County. They understand the meaning of hard work and keeping things local. By having workers from within the county or state areas, you can assure that they are safe, trained and skilled to do the job. Unions in Colorado, including the Laborers, train their workers to not only get the job done in a timely and cost effective manner, but to also make sure they are safe and can go home at the end of the day. Utilizing contractors that are union friendly, will save the county taxpayers money and headache if something goes wrong on the project because of an unsafe or unskilled worker. I urge the planning commission to look into the use of local workers as a requirement of the proposed permit application. I ask that the commission consider the hardworking men and women of this county and this state that deserve these jobs. With no current language in the application, I would like to request that the planning commission require the following in order for the permit to move forward: Local Hire Priority of: 1. 2. We can confirm that we will not be encroaching on the referenced pipeline. The closest point of our work area (Northwest corner of the perimeter fence) has a minimum of 50' clearance to the centerline of this pipeline and we will not be crossing that pipeline at any time during or after construction. We will, of course, have locates done [again] before the commencement of any construction work and will maintain the locates during construction. Hi Diana, I spoke with Larry Lorentzen, Town Administrator for the Town of Gilcrest, today to confirm that he is fine with us moving forwardwith Weld County for the above -referenced land use case. Mr. Lorentzen confirmed that he and the Town Board are fine with not annexing the property, provided we accommodate a 400' setback along State Highway 60 for potential future commercial uses. He has the current USR Plan Set which confirms that SunShare will provide approximately 500 feet of setback along the State Highway 60 frontage.
