Weld County Area Agency on Aging (AAA) The Weld County Area Agency on Aging (AAA) is located within the Weld County Department of Human Services and receives funding from the Federal Older Americans Act and the Older Coloradoans Fund to provide services to Weld County seniors sixty (60) years and older. Our region is over four thousand (4,000) square miles and is a mixture of both urban and rural communities. Weld County is home to thirty-two (32) incorporated municipalities, each with unique attributes. Almost half of those municipalities are rural areas according to the US Census Bureau, as defined by having a population of two thousand, five hundred (2,500) or less. The Weld County AAA serves all of Weld County older adults as funding allows. ii. Purpose of the project including a project summary. Weld County (AAA) is requesting SB290 funding to preserve and enhance the dignity and wellbeing of the County's senior population by offering a center where older adults have a space to enjoy activities safely. We believe this project will increase participation and diversity of the Hill N Park Senior Center, in Greeley Colorado, while decreasing isolation and eliminating hazards presently found in the current center. The Hill N Park community has historically been one of the lowest socioeconomic communities located in Weld County. Additionally, the Greeley Evans Transit system does not provide access to public transportation in the Hill N Park community creating additional barriers for low-income individuals to access resources. As a result, Hill N Park residents rely heavily upon resources available within their community. The AAA provides access to congregate meals, in partnership with the senior center, as one strategy to ensure food security for some of the most vulnerable seniors in Weld County. The goal of this project is to provide space for an assortment of vital programs sought by the seniors, and to create a place where older adults may learn about and adopt new strategies for aging well. This includes improving their physical and mental health and increasing their level of engagement in social activities and in their community. The funding will be used to replace the dilapidated mobile home currently serving as the senior center in the Hill N Park neighborhood with a safe, low -maintenance building. The Hill N Park Senior Center is in unincorporated Weld County and according to the Colorado State Demographer's office, Hill N Park has a population of two thousand, three hundred and seventy-seven (2,377) of which 86.49% identify as a minority' . Results from a Neighborhood Improvement Survey completed by Root Policy Research in March of 2021 showed that of those that answered the survey, 13% reported being below 185% Federal Poverty Level (FPL), and 73% of respondents reported the desire to age in place.2. The Senior Center, currently a double -wide mobile home, was purchased in 1974, making this structure forty-seven (47) years old. The U.S. Department of Housing and Urban Development (HUD) reports that manufactured homes built during that time period have a life expectancy of thirty (30) to fifty-five (55) years; depending on how well they are maintained'. Although the seniors take great pride in their center, their limited income has not allowed them to keep up with the extensive repairs and required preventative maintenance. Currently, the members receive a grant of $2,000/year from the Weld County Board of County Commissioners, generate additional funds by fundraising, hosting nominal events in the center at $25-$50/session. Previously, the members wrote a grant proposal which has been awarded by the Greeley/Weld Senior Foundation to pay for new ramps for their building. Weld County AAA will partner with Greeley -Weld Habitat for Humanity and Roche Constructors Inc. to build the new senior center. Habitat previously began work on revitalizing the Hill N Park area to include a new center, but the work was never completed due to resources available, and time required to review land and deed details. Though this project did not come to fruition, Habitat is now familiar with the Hill N Park area and the needs of the senior community making them the obvious choice to partner with Weld County on this project. Habitat will provide project management, working directly with Roche Constructors Inc. who will perform construction of the building. During monthly meetings with Greeley -Weld Habitat for Humanity, Weld County AAA will monitor the project to ensure that the vision is being carried out according to the grant proposal description and budget. iii. Describe how health, safety, and the well-being of older Coloradans will be addressed and/or impacted. The current Senior Center is an old residential mobile home with uneven and sinking floors that create tripping hazards, windows that no longer close all the way allowing outside elements indoors, a leaking roof, and a parking lot that floods. By bringing a new facility to the Hill N Park senior community, it will immediately offer a safe environment for all older adults who visit the center and allow for increased programming that would draw more interest and bring new members to the center. Funding this center ensures that essential programs and services will be available to our "greatest generation" and beyond. The group of existing volunteers, which make up the Board of Directors for the Hill N Park Senior Center, will actively seek out and encourage the full participation of local seniors to promote healthy interpersonal and community relationships and discourage feelings of isolation. Aging Coloradans near the new Hill N Park senior center will have the opportunity to engage in therapeutic recreation to stay active and socialize to improve their health and quality of life as well as maintaining a positive mental attitude and as much independence as possible. iv. Describe the Impact of the project (i.e., increase in number of people serviced, increase in services provided, sustainability plan of a project that provides a service). The Senior Center is recognized by the Older Americans Act (OAA) as a community focal point and is known as one of the most widely used services among America's older adults. Senior centers serve as an entry point to the aging network in a particular area and can provide numerous supportive services to assist seniors to age in place4. Compared with their peers, an older adult's regular participation at a senior center is shown to result in higher levels of health, social interaction, and life fulfillments. With a new center, it would free up funding that is currently being spent on building repairs and give them the ability to plan numerous other activities for current members to enjoy. It would also allow more seniors to gather for meals through the Senior Nutrition Program, and reduce social isolation by enticing other seniors to join. By increasing the availability of activities, the opportunity would be given to provide more supportive services such as mental health and financial management programming, volunteer engagement opportunities, and social -emotional services to name a few. v. Describe how the organization is committed to equity, diversity, and inclusion. Weld County Area Agency on Aging (AAA) is committed to equity, diversity, and inclusion as declared by the Older Americans Act (OAA). The Act states that the older people of our Nation are entitled to equal opportunities. The Area Agency on Aging (AAA) accepts donations for services provided to eligible persons, however, services will not be denied based on an inability or choice to not donate. We provide services to eligible persons without regard to age, gender identification, religion, race, ethnicity, sexual orientation, political belief, or disability. A new senior center will provide the aging community with a place to share their voice in an environment with other individuals from a multitude of cultures and backgrounds and have the opportunity to be supported by their peers as well as maintain their individuality. Each individual will have fair treatment and access to the senior center opportunities. Community engagement at the new senior center will promote the understanding and acceptance of the variations of the members and finding value in each disposition. vi. Describe how the outcomes of the project(s) will be measured. To measure success, AAA will compare program participation levels and actual programming offered against the previous year's participation levels and programs offered. Annually members are polled through a customer satisfaction survey, and feedback is solicited from the individuals we serve. vii. Describe how this project will impact the diversity in the community or region. As previously noted, over 80% of the Hill N Park population identifies as a minority, therefore, a new larger building will allow for more seniors to participate in activities at the center, naturally increasing diversity in membership at the center accordingly. The center participants will not be required to spend the largest part of their existing funding from Weld County and other fundraising efforts on frequent repairs, allowing them to plan and pay for additional activities. The new Hill N Park community senior center is projected to build on the values and strengths of all older Coloradans by bringing Weld County seniors together in a wide variety of events and activities that will demonstrate each individual's history, identity, and culture. These strategies will create a safe, healthy environment of inclusion, camaraderie, and fellowship combining different social and ethnic backgrounds into one group where all individuals will be supported. ix. Describe other options considered for this project(s), if any. Other options for this project were not identified however, this project has been at the forefront of community planning conversations for the past several years. The Greeley -Weld Habitat for Humanity had identified a need for this project during their 2021 neighborhood improvement survey. While the survey was launched in alignment with Habitat's mission "helping individuals and families achieve strength, stability, and self-reliance through affordable home ownership, the survey was inclusive to address all community needs as identified by residents living in Hill N Park. After the survey was completed in March 2021, Greeley -Weld Habitat for Humanity created a plan to develop a plot of land for the entire neighborhood including a new senior center. At the time however, there were specific requirements regarding the designated land for the new senior center which complicated construction details. Weld County attorneys have investigated potential areas of concern related to the senior center and have concluded that the piece of land that the current center sits on, which is the same land that will be used for the new building, is free from any of the challenges that previously prevented Greeley -Weld Habitat for Humanity from completing the center and a local construction company has now committed to this project. x. Provide a detailed budget of the overall project. See attached budget included as Exhibit D. xi. Identify alternatives to the funding level. Although there is not an alternative source of funding for the entire amount necessary to build this center, Weld County AAA is committed to this project and is committed to using a small amount of the American Rescue Plan Act funding we are expecting to receive, toward this project, if necessary. Greeley -Weld Habitat for Humanity is heavily invested in improving housing within the Hill N Park community. While their focus will include repairing housing for seniors to age in place, to include building small homes designed for seniors, they are also a vested partner in the senior center initiative. The invaluable partnership between AAA and Greeley -Weld Habitat for Humanity will be fully explored beyond construction management to ensure this project is successful and the community at large is engaged. xii. Include a prioritization of proposals that include multiple projects. We are requesting funding for both a new senior center and an ADA accessible van. While wheelchair accessible transportation is a considerable need in Weld County, due to the current state of the Hill N Park Senior Center, the center is the top priority for Weld County AAA at this time. xiii. If an AAA has a capital project(s) which involves a bidding process, include bids, if available; and Weld County AAA is acting as the pass -through agency in this grant process and therefore the bidding process was not necessary. Greeley -Weld Habitat for Humanity previously started this project after conducting a neighborhood improvement survey. When the proposed project initially fell through, as described above, the manufacturing company which was originally committed to the building project also terminated their obligation for the work when the land issues mentioned, and scheduling constraints, made it too complex for them to continue. Greeley -Weld Habitat for Humanity has recently secured a new relationship with Roche Constructors Inc. to build the center. The missing link to bring this center to fruition is a committed funding source. xiv. Identify possible subcontractors that will participate in the project(s). Greeley -Weld Habitat for Humanity previously completed a neighborhood improvement survey that included plans for a new center and has agreed to partner with Weld AAA for this project. Greeley -Weld Habitat for Humanity will provide the project management and work with Roche Constructors Inc. to construct the building. A Memorandum of Understanding (MOU) will be completed between Weld County AAA, Greeley -Weld Habitat for Humanity, and Roche Constructors Inc. to specify the expectations and requirements of each party. 2. Cost. i. List the requested amount(s) for each project(s). If more than one request is submitted, rank the priority of the projects submitted. Weld County AAA is requesting $800,000 as our first priority to complete the Hill N Park Senior Center building construction and a total of $190,714 to purchase a van for 60+ Rides, our local transportation vendor, and cover operating expenses for one (1) year as our second priority. The cost of the van is $66,014 and operating expenses total $124,700. Operating costs include a full-time, trained driver, a part-time scheduler, insurance, maintenance, fuel, and program overhead. As previously stated, we are requesting funding for both a new senior center and an ADA accessible van. While wheelchair - accessible transportation is a considerable need in Weld county, due to the current state of the Hill N Park Senior Center, the center is the top priority for Weld County AAA at this time. d) Project Priority One: $800,000 funding for the construction of a new senior center for the Hill N Park community. e) Project Priority Two: $190,714 funding to purchase a new wheelchair accessible van for transportation services to meet the needs of older Coloradans residing in Weld County. ii. Attach a detailed and itemized budget for each project to include the following: administrative costs, indirect costs, contractor itemized costs. See attached budget included as Exhibit D. a) For capital construction projects, the AAA shall request and require the contractor to be bonded and insured. Both Greeley -Weld Habitat for Humanity and Roche Constructors Inc. are bonded and insured. iii. Provide any additional funding sources that will be leveraged through the award received. Weld County AAA, with the expected American Rescue Plan Act subsidy, will provide funding to assist with additional furnishings not requested in this RFP. 3. Partnerships. List and describe the partnerships that will participate in the project(s) including any possible subcontractors. Greeley -Weld Habitat for Humanity will provide project management for the building construction. Greeley -Weld Habitat for Humanity describes itself as, "Dedicated to eliminating substandard housing locally and worldwide through constructing, rehabilitating, and preserving homes; by advocating for fair and just housing policies; and by providing training and access to resources to help families improve their shelter conditions. Habitat for Humanity was founded on the conviction that every man, woman, and child should have a simple, durable place to live in dignity and safety, and that decent shelter in decent communities should be a matter of conscience and action for all'. Roche Constructors, Inc. advertises that their focus is to establish and maintain relationships with clients that expect the job to be done right. They promise to never compromise on service, and to be honest and fair when dealing with clients and to always complete the job on time. Nearly half of those municipalities are rural according to the US Census Bureau as defined by having a population of two thousand, five hundred (2,500) or less. The AAA serves all of Weld County older adults as funding allows. ii. Purpose of the project including a project summary. Weld County AAA is requesting Senate Bill 21-290 funding to assist 60+ Ride, a 501(c) (3) nonprofit organization that provides free transportation services to Weld County residents age sixty (60) years and older, with the purchase of an ADA Accessible Van. This new van will increase 60+ Ride's service capacity by adding free wheelchair accessible transportation to residents. 60+ Ride provides volunteer and staff driver transportation within Weld County but is currently limited to ambulatory customers due to the lack of an ADA-accessible vehicle and related operations funding, as well as the reliance on volunteers' personal vehicles. This wheelchair accessible vehicle will provide transportation for low to moderate -income older adults who do not have access (or adequate access) to affordable wheelchair -accessible transportation to and from medical and wellness appointments. 60+ Ride reports that for services requested of the organization, wheelchair accessible vehicle transportation is the number one unmet need, therefore, a wheelchair accessible van will fill this critical gap. In the Greeley/Evans area, the Greeley/Evans Transit (GET) system provides an invaluable public transportation service, however, this option is not adequate to meet the needs of the frail population who do not have the stamina to utilize its services, or those who live in areas not covered by the GET public transportation system. The van would be driven by paid/trained staff and would be used to provide wheelchair -accessible transportation (free of charge) predominantly within the Greeley -Evans area. Trips may be provided to residents of other rural areas of Weld County as needed. Weld County AAA will provide 60+ Ride with $66,014 in funding for this project in 2022 to purchase the van plus an additional $124,700 for operating support for the van program for the first twelve (12) months of operation. Operating costs include a full-time, trained driver, a part-time scheduler, insurance, maintenance, fuel, and program overhead. iii. Describe how health, safety, and the well-being of older Coloradans will be addressed and/or impacted. 60+ Ride's free -ride program provides volunteer drivers and a staffed minivan to transport Weld County's aging population (door through door) to medical appointments, grocery stores, financial and government institutions, social events, houses of worship, and personal grooming appointments free of charge, regardless of income. Not only do these services directly increase older adults' ability to maintain their health and independence through consistent accessibility to medical care, but these same services reduce re -hospitalization, offer a way to increase nutrition quality through fresh food, and decrease social isolation and the resulting depression. This translates into both quality of life for Weld County's population of older Coloradans over the age of sixty (60) and the financial benefit of fewer people depending heavily on governmental social services. There are significant numbers of older adults with disabilities in Weld County without adequate access to transportation, either because they cannot afford specialized transportation programs, because their health and stamina cannot accommodate the lengthy process of utilizing paratransit services (e.g. a two-hour doctor appointment can take well over six hours due to lengthy GET pick up windows), or because they live in isolated, rural communities where paratransit services are not available. Each month, 60+ Ride turns away callers requesting wheelchair -accessible rides. The older adult community which needs this service (and providers of services who might refer to this service) are aware we lack the capacity to transport wheelchairs so many never initiate contact. With the addition of a new wheelchair accessible van, 60+ Ride will have the ability to notify the community of their upgraded service capacity and attract those individuals and providers which they were previously unable to service. In 2019 the North Front Range Metropolitan Planning Organization (NFRMPO) prepared an analysis' of aging adults in Weld County and future trends and transportation needs. This analysis determined that between 2015 and 2045, Weld County residents over the age of sixty (60) are expected to more than double, growing by 134% - from a current estimate of approximately 60,000 residents to more than 120,000 residents. According to the American Community Survey 5 -year estimates (2013-2017) 2, approximately forty percent (40%) of Greeley/Evans residents over the age of sixty-five (65) reported having a disability, and between 25% and 58% of residents sixty-five (65) years old and older in the rural communities of Weld County reported having a disability. The same survey also reported that three-point eight percent (3.8%) or three thousand, seven hundred and ninety (3,790) households in Weld County do not own any vehicles. 60+ Ride provides services to all older adults aged sixty (60) and older regardless of race, ethnicity, or income. The target population are the most vulnerable individuals who do not drive and who are not able to use public transportation because of cost, accessibility, or lack of stamina. For instance, ninety percent (90%) of registered riders are women, and of those, sixteen percent (16%) are Hispanic. Forty percent (40%) of all rides are for individuals needing transportation to dialysis treatment appointments. Approximately ninety percent (90%) of all riders are living at or below fifty percent (50%) of the Area Median Income of sixty-two thousand ($62,000) per year for a single person In 2019, the last year of full operations before the pandemic, around seventy-five percent (75%) of the 8,521 rides provided by 60+ Rides, were in the Greeley/Evans area. However, in recent years, 60+ Ride has actively expanded to other parts of rural Weld County. In 2019, approximately forty (40) volunteers provided one thousand, two hundred and sixty-seven (1,267) rides to one hundred and forty-six (146) riders in seventeen (17) rural communities. One of the organization's 2022 goals is to continue to expand capacity to provide free transportation services to the isolated, rural areas of Weld County. They will achieve this by increasing their outreach efforts to recruit an additional twenty-five (25) volunteer drivers in these areas. iv. Describe the Impact of the project (i.e., increase in the number of people serviced, increase in services provided, sustainability plan of a project that provides a service). The purchase of an ADA-accessible van will allow 60+ Ride to provide transportation for individuals in wheelchairs and will serve additional ambulatory riders in the rural areas of Weld County. The NFRMPO's 2017 Coordinated Plan identified the need for transportation for older adults and individuals with disabilities within Weld County, especially within the unincorporated areas. At present, GET is the only transportation provider in much of Weld County but serves within a limited geographic area. A new wheelchair accessible vehicle would help bridge the gap in Weld County for some of the most vulnerable populations, serving an entirely new and underserved demographic. The measurable outcomes that 60+ Ride proposes to provide through this funding request will include: • An estimated one hundred and fifty (150) older adults in Weld County requiring free accessible transportation will be served annually with an estimated one thousand (1,000) trips per year (once Covid restrictions are over, and the new program is fully operational). • Ninety-five percent (95%) of these older adult riders utilizing the Accessible Van Program will report they have maintained or improved their physical, emotional, and/or mental health and wellness by having scheduled, reliable transportation to the hospital, medical & mental health appointments, grocery shopping, and nutrition programs/meals. • Ninety-five percent (95%) of older adult riders who request accessible services will receive transportation to enroll in and maintain vital mainstream benefits to support their health, wellness, and housing independence (e.g., Supplemental Nutrition Assistance Program (SNAP), Medicare/Medicaid, housing assistance, AAA assistance, etc.). • Ninety-five percent (95%) of older adult riders who request accessible services will receive transportation to personal and social events (senior centers, faith programs, community events, etc.) to reduce their social isolation and connect them with other people and community support systems. • One hundred percent (100%) of older adult riders receiving accessible transportation services will receive guidance and referrals to community resources for older adults for services and information that they did not previously know or understand how to access (e.g., AAA services, Catholic Charities Northern services, GET Paratransit services, etc.). The sustainability plan for this program will be to utilize Senate Bill 21-290 funding for the purchase of the van and the first year of operational support. In year one of the new program, 60+ Ride will apply to CDOT, under the 5310 program, for Federal Purchase Transit funding through the North Front Range Metropolitan Planning Organization (NFRMPO) to cover operating support for years two (2) and three (3) of the new program. Operating costs applied for through the 5310 program funding for years two (2) and three (3) are projected to be $99,760 per year for a total funding request of $199,520. The 5310 program requires a 20% local match of $49,880, in which 60+ Rides will apply for match funding to the Weld Trust, a local charitable foundation with impact priorities addressing access to health/resources and housing stability. Additionally, 60+ Ride has strong partnerships with the Next 50 Initiative and Daniels Fund for potential match funding resources if necessary and is confident that they will be able to raise the annual match in addition to their other fundraising efforts through grant -writing and other fundraising efforts. With the required 20% match, the total operating support funding for years two (2) and three (3) is estimated to be $249,400 ($124,700 per year). v. Describe how the organization is committed to equity, diversity, and inclusion. Weld County Area Agency on Aging (AAA) is committed to equity, diversity, and inclusion as declared by the Older Americans Act (OAA). The Act states the older people of our Nation are entitled to equal opportunities. The Area Agency on Aging accepts donations for services provided to eligible persons, however, services will not be denied based on an inability or choice to not donate. We acknowledge services to eligible persons without regard to age, gender identification, religion, race, ethnicity, sexual orientation, political belief, or disability. 60+ Ride is committed to promoting equity, diversity, and inclusion in its employment practices, its volunteer and Board member recruitment, and in providing transportation services to older adults in Weld County. 60+ Ride serves all older adults (age 60+), regardless of race, color, religion, national origin, gender, age, sexual orientation, disability, or income. The organization also strives for the Board representation to be made up of at least thirty percent (30%) of older adults to ensure that the Board reflects the client population. Currently, fifty percent (50%) of the Board is represented by older adults. At this time, 60+ Rides is unable to transport seniors who use wheelchairs as the organization depends on volunteers to use their own vehicles, none of which are wheelchair accessible. 60+ Ride's reference individuals with wheelchair accessibility needs to Greeley -Evans Paratransit or 1" Transit. The addition of the wheelchair -accessible van will enable 60+ Ride to become fully inclusive of individuals with physical disabilities or limited mobility. vi. Describe how the outcomes of the project(s) will be measured. To measure success, Weld County AAA will compare overall participation levels against the previous twelve (12) month's participation levels along with the number of rides specifically given utilizing the new ADA Accessible van. Also, 60+ Rides uses three (3) evaluation strategies to measure effectiveness: Formative Evaluation is conducted through interviews and open-ended questionnaires. Administrative Evaluation, uses Intake forms and driver reports on each rider to provide information concerning geographical location and demographics served. This data is analyzed to determine whether various regions served are receiving sufficient information, that the number of existing volunteers meets the needs of clients, and that the number of clients being served meets the program's estimates. Program Evaluation data is collected from 60+ Ride's online scheduling and data collection system. Success is determined when the data indicates that clients' needs are satisfactorily met, services provided have increased the rider's ability to remain independent, and if necessary, adjust existing services to maximize that satisfaction level. Success is measured by geographical coverage in addition to continued growth in unduplicated client and active volunteer numbers. vii. Describe the timeline for the project(s) to include start and end dates. According to state legislation SB290, funding will be received in early 2022 and the program will be implemented as quickly as possible after the award is announced. The van will be ordered immediately through the same sources used for CDOT purchases, and the recruiting of office and driving staff will commence concurrently. All other details, such as insurance, marketing, and office equipment., will also be put in place promptly to coincide with the program launch date. viii. Describe how this project will impact the diversity in the community or region. 60+ Ride is the only transportation provider for older adults providing free rides in the Greeley/Evans area, and in most of the rural areas of Weld County, particularly in the northern, eastern, and Highway 85 corridor communities. In addition, 60+ Ride's services expand access to transportation for the most marginalized and underserved older adults: those living with extremely limited incomes, lack of family support for transportation, high isolation and vulnerability, limited mobility, and stamina, and in many cases cultural and language barriers. Further, many of these individuals live in small, isolated, rural communities with very little access to transportation to services, shopping, and medical appointments. The addition of an accessible van program will give 60+ Ride the capacity to offer both ambulatory and accessible transportation services to our very vulnerable client population with the project having a significant impact on service delivery and diversity in Weld County. ix. Describe other options considered for this project(s), if any. 60+ Rides previously attempted to start this program, however without the funding for the vehicle and first -year's operating costs they were not able to bring the project to fruition. x. Provide a detailed budget of the overall project. See attached budget included as Exhibit D. xi. Identify alternatives to the funding level. Currently, there are no alternatives to the funding level. xii. Include a prioritization of proposals that include multiple projects. We are requesting funding for both a new Senior Center and an ADA-accessible van with one (1) year of operating costs. a) Project Priority One: $800,000 funding for the construction of a new senior center for the Hill N Park community. b) Project Priority Two: $190,714 funding to purchase a new wheelchair accessible van for transportation services to meet the needs of older Coloradans residing in Weld County. While wheelchair -accessible transportation is a significant need in Weld county, due to the current state of the Hill N Park Senior Center, the center is the top priority for Weld County AAA. xiii. If an AAA has a capital project(s) which involves a bidding process, include bids, if available; N/A xiv. Identify possible subcontractors that will participate in the project(s). Once awarded a Memorandum of Understanding (MOU) will be completed between Weld County AAA and 60+ Rides detailing specifics of how the funds will be allocated. Weld County AAA will then pass the funding through to 60+ Rides and the van will be purchased from Davey Coach and the commercial ADA conversion will be completed by Braun. These are the companies used in the CDOT procurement process, satisfying Federal Transit requirements, and are also the companies that provided the van estimate used in this application. 2. Cost. i. List the requested amount(s) for each project(s). If more than one request is submitted, rank the priority of the projects submitted. Weld County AAA is requesting funding to purchase a van for 60+ Rides, our local transportation vendor, as well as cover one year of operating expenses for a total of $190,714. The estimated cost of the van is $66,014 and estimated operating expenses would be $124,700, which includes a full-time trained driver, a part-time scheduler, insurance, maintenance, fuel, and program overhead. Once awarded the funding for this project, Weld County AAA will pass along the money to 60+ Rides to purchase the van, allowing them to start the wheelchair -accessible transportation program.
