RE: APPROVE REORGANIZATION OF PUBLIC INFORMATION OFFICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of Weld County Commissioners has evaluated the Weld County
Public Information Office and its' role in Weld County government and determined that it can best
serve the needs of the current Board of Weld County Commissioners and the public by being
organizationally placed under Administrative Services, and
WHEREAS, the Board of Weld County Commissioners has determined, with the
reorganization of the Weld County Public Information Office, it would be appropriate to change
the title and job description of the Communications Director to the job title of 'Weld County Public
Information Officer,' maintaining the same pay grade and step.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the job title of the Communications Director be, and hereby is, changed to
Weld County Public Information Officer, with the new job description, a copy of which is attached
hereto and incorporated herein by reference, at the same pay grade and step the incumbent
currently holds.
BE IT FURTURE RESOLVED by the Board of County Commissioners of Weld County,
Colorado, the Weld County Public Information Office will be organizationally placed under
Administrative Services, and instead of the Public Information Officer reporting directly to the
Board of County Commissioners, said individual will report to the Chief Information
Officer (CIO)/Director of Administrative Services, effective immediately.

SUMMARY: Serve as the public information officer for the county and coordinate marketing activities for Weld
County Government. The position will illuminate all the positives about doing business, living, working, and visiting
Weld County. Primary responsibility is creating and managing the information created by Weld County Government.
This position will support those individuals who serve as spokespeople for the county. This position could assist in
preparing everything from press releases, to presentations, to multimedia marketing materials. This position will
also work on special projects as assigned by the Board of County Commissioners, the CIO/ Director of Administrative
Services and the Director of Finance and Administration.
SUPERVISORY REQUIREMENTS
Supervision Received: Works under general guidance and direction of the CIO/Director of Administrative Services
Supervision Exercised: Directly supervise 3 FTE
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Implement an effective county wide strategy to effectively communicate with staff and constituents and
establish and maintain positive relationships with multiple stakeholders.
2. Communicate directly with the County Commissioners during a recurring bi-weekly meeting or as needed.
3. Assist Board of County Commissioners in the writing, reviewing, and distribution of press releases.
4. Provides media and communication support to the Board of County Commissioners.
5. Review and maintain Weld County Code as it relates to the role of the PIO.
6. Provide information to news media and develop press releases, arrange interviews and conferences for
representatives of newspapers and other media for public information.
7. Maintain a professional relationship with newspapers and other media representatives.
8. Seek out and cultivate news and information resources for the development of positive stories.
9. Assist county departments and elected officials in the development of effective communication mechanisms
such as brochures, newsletters, websites, and other forms of written and online materials
10. Act as a liaison between department heads and elected officials in gathering and sharing information with
the media and public -at -large.
11. Handle difficult and sensitive situations with discretion and grace.
12. Interface with Department Heads, Elected Officials and staff to identify programs and projects or other
outstanding work that otherwise may go unnoticed and provide an avenue for it to be noticed, to include
social media, press releases, etc.
13. Assist the county attorney, CIO and other department heads with Colorado Open Records Requests, as
needed.
14. Establish criteria to measure outcomes of Public Information Department effort, such as Facebook hits
website (Internet and Intranet) analytics, etc.
15. Participates in crisis management planning and develops crisis communications plan in conjunction with
OEM for EOC or COG events. Be the primary point of contact for the Joint Information Center (JIC).

16. Act as the primary custodian of departmental imagery for marketing and social media platforms.
Manage county -wide archive of PIO files and coordinate access with other county departments as
needed
17. Market Weld County, illuminating Weld County assets and accomplishments using platforms such as
Discover Weld, county website and social media.
o Administer efforts to make Weld County a more attractive place to live, work, recreate, and do
business.
o Ensure content for Weld County's Virtual Tour is accurate and up to date.
o Coordinates and consults on publication of newsletters, brochure development, media contact and
public education programs.
18. Act as lead PIO for county
o Primary PIO during COG and EOC events
o Coordinate county -wide PIO group and maintain training and information flow within this group.
19. Social Media Liaison
o Train department Liaisons on the use of county social media and the county content management
system to ensure the content is appropriate, accurate and current.
o Maintain and promote county social media channels, to include Facebook, YouTube, Twitter or
others as necessary.
20. Design and prepare presentations, including slide shows, fact sheets, brochures, displays, charts, etc.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each

MINIMUM QUALIFICATIONS: Ability to establish and maintain cooperative and tactful working relationships
with employees, elected officials, the public and media; speak effectively before a variety of audiences, handle
communication activities during crisis; write reports, news releases and related data in a creative, clear and
concise manner for broad public appeal as well as specialized audiences; determine and retain privileged
communities. Be aware of current issues and legislation affecting county government; fundamental principles of
public relations and organizational marketing techniques; fundamentals of writing, proofreading, composition,
story layout, design, and production of mass media communications; legal mandates; policies, regulations and
guidelines pertaining to the distribution of news and public information; desktop publishing techniques and
applications.
The ideal candidate will have strong writing and editing skills; experience writing feature stories, developing
content for websites, and drafting press releases; media relations skills; skill and experience in managing social
media sites, and events management; The ideal candidate will also have basic knowledge of HTML, graphic
design capability, competent photography skills, proficiency in Adobe Creative Suite and Microsoft Office
software, and experience working in government communications and marketing.
Possess organizational skills with ability to work well in a team environment. Strong presentation skills, good
public speaker with the ability to represent the company professionally in a variety of situations.
Ability to speak effectively before groups. Able to communicate clearly in a variety of communication settings
and styles; can get messages across that have the desired effect.
Skilled at figuring out the process necessary to get things done; knows how to organize activities; understands
how to separate and combine tasks into efficient workflow.
Self-starter and "hands on;" must be able to function with minimal supervision. The position requires attention
to detail, ability to prioritize and execute multiple tasks to meet deadlines, and strong interpersonal and
collaboration skills.
EDUCATION: Preferred college graduate with degree in job -related area.
EXPERIENCE: Minimum 2 — 3 years experience in communications, mass communications or public, media or
community relations. Experience communicating policy issues for an elected official, government organization,
public affairs/public relations agency or company. Newspaper or other writing -intensive experience or training
preferred. Experience as a media spokesperson.
