HomeMy WebLinkAbout20210186.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, JANUARY 18, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 18, 2021, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Isabella Juanicorena Controller, Barbara Connolly MINUTES: Commissioner James moved to approve the Minutes of the Board of County Commissioners meeting of January 13, 2021, as printed. Commissioner Buck seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on January 13, 2021, as follows: 1) USR20-0022 — 151 Development Group, LLC. Commissioner Buck seconded the motion, which carried unanimously. • PUBLIC INPUT: Steve Teets, Greeley resident, requested information about the Front Range Passenger Rail, and in response, Commissioner James clarified is it is for a passenger rail system that is in an assessment phase, as funding and the route have not yet been determined. __= AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion, and it carried unanimously. • COMMISSIONER COORDINATOR REPORTS: Commissioner Buck stated she had a meeting with the Department of Human Services and expressed she is excited to work with them. Chair Moreno commented on a donation in the amount of $465,000.00 to United Way of Weld County, which will help subsidize funding deficits. Commissioners Saine, Freeman, and James had nothing to report. Commissioner Buck seconded the motion, and it carried unanimously. BIDS: 1) PRESENT BID #B2100039, BUILDINGS AND GROUNDS OFFICE REMODEL - DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, presented the 12 bids received and stated staff will make a recommendation on February 1, 2021. • 2) PRESENT BID #B2100041, ON -CALL ENVIRONMENTAL SERVICES - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated 13 bids were received and stated staff will make a recommendation for approval on a date to be determined once the review process has been completed. • NEW BUSINESS: 1) CONSIDER AMENDMENT #3 TO AGREEMENT FOR SERVICES FOR MOTOR VEHICLE SELF-SERVICE KIOSKS AND AUTHORIZE CHAIR TO SIGN - INTELLECTUAL TECHNOLOGY, INC.: Barbara Connolly, Controller, on behalf of Carly Koppes, Weld County Clerk and Recorder, explained the amendment is to modify the current agreement, due to the State updating the form, and confirmed the terms and conditions have not changed. In response to Chair Moreno, Ms. Connolly confirmed the amendment was reviewed by legal. CommissionerJames moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously. =. 2) CONSIDER CONTRACT ID #4362 AMENDMENT #4 FOR PREVENTION OF INFERTILITY AND MANAGEMENT OF STIS AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Mark Lawley, Director of the Department of Public Health and Environment, stated the amendment is for prevention of infertility and Sexually Transmitted Infections (STI) through the use of screening, treatment, and partner management for infectious diseases, and noted the Colorado Department of Public Health and Environment (CDPHE) will reimburse the Weld County Department of Public Health and Environment lab in funds not to exceed $21,759.00 for the fiscal year. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign and submit electronically. The motion was seconded by Commissioner James. In response to Commissioner James, Tanya Geiser, Department of Public Health and Environment, stated the County provides approximately $20,000.00 in funds each year in addition to the contribution from CDPHE, which was budgeted by the department. There being no further discussion, the motion carried unanimously. • 3) CONSIDER RIGHT OF ENTRY AND ACCESS AGREEMENT FOR COLLECTING FIELD DATA AND AUTHORIZE CHAIR TO SIGN - NORTHERN INTEGRATED SUPPLY PROJECT (NISP) WATER ACTIVITY ENTERPRISE: Toby Taylor, Director of the Department of Building and Grounds, stated this agreement is to grant permission to NISP to enter property owned by Weld County to perform initial surveys to collect field data for selected species. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Saine, carried unanimously. • 4) CONSIDER CONTRACT ID #4381 PROJECT PROPOSAL APPLICATION FOR 2021 NORTHEAST COLORADO ALL HAZARD STEERING COMMITTEE (NEAHR) HOMELAND SECURITY GRANT AND AUTHORIZE CHAIR TO SIGN AND SHERIFF'S OFFICE TO SUBMIT ELECTRONICALLY: Sonja Kohlgraf, Sheriffs Office, explained the Sheriff's Office is requesting to apply for the NEAHR Homeland Security Grant, in which the City of Greeley will be the fiscal agent. She stated the funds, for the amount of $29,995.00, will be used to purchase a Small Unmanned Aircraft Minutes, Monday, January 18, 2021 Page 2 2021-0186 BC0016 System (SUAS) for the Weld County Regional SWAT Team, which will allow them to safely solve critical incidents while observing a suspect and giving commands without forcing an unnecessary confrontation in accordance with the State's updated guidelines. Commissioner James moved to approve said application and authorize the Chair to sign and the Sheriff's Office to submit electronically. The motion was seconded by Commissioner Buck and it carried unanimously. Ei 5) CONSIDER APPOINTMENTS OF 33 DEPUTY DISTRICT ATTORNEYS AND AUTHORIZE CHAIR TO SIGN - ROBERT MILLER, ANTHONY PEREA, STEVEN WRENN, MICHAEL PIRRAGLIA, II, ANTHEA CARRASCO, SARAH BABB, MICHAEL BAILEY, ANDREW BROWN, KAITLYNN BROWN, MARK CAMPBELL, ARYNN CLARK, PATRICK COSTIGAN, ANDREW DAILEY, ETHAN DOAK, ASHLEY PAIGE FETYKO, STEFANIE GOODMAN, TIMOTHY MCCORMACK, YVETTE GUTHRIE, CHRISTOPHER JEWKES, TAMARA LOVE, TAYLOR MEYERS, JOHN NEWMAN, LILLIE PARKER, MICHAEL PEREZ, MATT PETERSON, MICHAEL RINGLE, PATRICK ROCHE, II, ANDREW ROGERS, DANIEL SKELTON, CARLE TARNUTZER, ANDREW TREVINO, LACY WELLS, AND TRAVIS WINTER: Michael Rourke, 19th Judicial District Attorney, expressed pride in his above listed Deputy trial attorneys and prosecutors and all their efforts during the challenges of the past year. Commissioner Buck moved to approve said appointments and authorize the Chair to sign. The motion was seconded by Commissioner Saine. In response to Commissioner James, Mr. Rourke explained that because he was re-elected as the 19th Judicial District Attorney, the Board of County Commissioners is required to reappoint his Deputy District Attorneys. There being no further discussion, the motion carried unanimously. 6) CONSIDER APPOINTMENTS AND REAPPOINTMENTS TO 911 EMERGENCY TELEPHONE SERVICE AUTHORITY BOARD: Commissioner Freeman moved to approve said appointments and reappointments and authorize the Chair to sign. The motion, which was seconded by Commissioner Saine, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
