HomeMy WebLinkAbout20211273.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, MAY 12, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 12, 2021, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine - EXCUSED Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly • MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of May 10, 2021, as printed. Commissioner James seconded the motion, and it carried unanimously. • PUBLIC INPUT: No public input was given. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. el CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion, and it carried unanimously. • PRESENTATIONS: 1) RECOGNITION OF SERVICES, AREA AGENCY ON AGING ADVISORY BOARD - KRISTEN SIGG: Chair Moreno read the certificate recognizing Ms. Sigg for her voluntary contributions. PROCLAMATIONS: 1) OLDER AMERICAN'S MONTH - MAY 2021: Chair Moreno read the proclamation for the record. Jamie Ulrich, Director of the Department of Human Services, stated this year's theme is 'Communities of Strength' which is very appropriate following the challenges of social isolation and medical issues for the older citizens throughout the COVID-19 Pandemic Health Emergency. She shared Older American's Month was established in 1963, at which time only 17 million had reached their 65th birthday, compared to 52 million citizens who are over the age of 65 today. Ms. Ulrich commended the Area Agency on Aging Minutes, Wednesday, May 12, 2021 Page 1 2021-1273 BC0016 staff for their hard work and dedication supporting Older Americans in the community. Each of the staff present introduced themselves and their responsibilities within the agency. The Commissioners, in turn, thanked the staff and honored the strength and resilience of the older generations, who should be valued as a resource of knowledge and experience that they can share with younger generations. (Clerk's Note: The group gathered for a photo opportunity.) • 2) TRAUMA AWARENESS AND INJURY PREVENTION DAY - MAY 12, 2021: Chair Moreno read the proclamation for the record. Ron Andro, North Colorado Medical Center CEO, thanked the Board for the recognition and invited his team to introduce themselves and their areas of expertise for the record. The Commissioners, in turn, recognized the value offered and the challenges experienced by health care professionals, and thanked them for bringing awareness to the public for a very large region being served. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - MAY 11, 2021: Commissioner Freeman moved to approve the General Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously. • 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - MAY 7, AND 11, 2021: Commissioner Freeman moved to approve the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously. • BIDS: 1) PRESENT BID #B2100096, FORTINET MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of Information Technology, presented the two (2) bids received and stated staff will make a recommendation on May 26, 2021. El NEW BUSINESS: 1) CONSIDER APPOINTMENT TO AREA AGENCY ON AGING ADVISORY BOARD: Commissioner James moved to approve said appointment. Commissioner Buck seconded the motion, and it carried unanimously. PLANNING: 1) FINAL READING OF CODE ORDINANCE #2021-06, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING, OF THE WELD COUNTY CODE (MISCELLANEOUS ZONING): Commissioner Freeman moved to read Code Ordinance #2021-06 by title only. The motion was seconded by Commissioner James, and it carried unanimously. Mr. Barker read the title for the record. Tom Parko, Director of the Department of Planning Services, stated there have been no changes since Second Reading. No public testimony was offered concerning this matter. Commissioner James moved to approve Code Ordinance #2021-06 on Final Reading. Commissioner Buck seconded the motion. Commissioner Freeman thanked Mr. Parko for his efforts to get this accomplished and add value to the community. There being no further discussion, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2021-06 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
