HomeMy WebLinkAbout20210121.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, JANUARY 13, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 13, 2021, at the hour of 9:00 a.m. irti Ira ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Isabella Juanicorena Assistant Controller, Chris D'Ovidio MINUTES: Commissioner James moved to approve the Minutes of the Board of County Commissioners meeting of January 11, 2021, as printed. Commissioner Buck seconded the motion, and it carried unanimously. PUBLIC INPUT: Steve Teets, Greeley resident, shared the State of Colorado added an additional Bustang route from Denver to Craig, and noted it was very successful. Mr. Teets also spoke regarding the bus system in Weld County in relation to population growth and increase in traffic. In response, Chair Moreno stated there has been discussion about making upgrades to the bus system, but there are concerns regarding funding. Commissioner James stated as the County grows, so does the demand for public transportation services, and further clarified the subsidization of transportation by local governments. AMENDMENTS TO AGENDA: There were no amendments to the agenda. ft CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. El 30) PRESENT BID #B2100040, MATERIAL HAULING CONTRACT - DEPARTMENT OF PUBLIC WORKS: Mr. Turf presented the six (6) bids received and stated staff will make a recommendation on January 27, 2021. • NEW BUSINESS: 1) CONSIDER CONTRACT ID #4357 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - GARY AND MARIA THOMAS: Jamie Ulrich, Director of the Department of Human Services, introduced the provisional certification for a new kinship home in Centennial, Colorado. Commissioner James moved to approve said contract and authorize Chair to sign. The motion was seconded by Commissioner Saine and it carried unanimously. ,._= 2) CONSIDER CONTRACT ID #4359 CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - CENTENNIAL MENTAL HEALTH CENTER, INC.: Ms. Ulrich reviewed the agreement is for monitored sobriety services. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. • 3) CONSIDER CONTRACT ID #4360 IMPROVED PAYMENTS AND CHILD SUCCESS (IMPACS) PROGRAM GRANT AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Ms. Ulrich stated contract is for Improved Payments and Child Success Program funding in the form of a grant award. Commissioner James moved to approve said contract and authorize the Chair to sign and submit electronically. The motion was seconded by Commissioner Buck and it carried unanimously. Minutes, Wednesday, January 13, 2021 Page 4 2021-0121 BC0016 El 4) CONSIDER CONTRACT ID #4324 AGREEMENT FOR PROFESSIONAL SERVICES FOR CENTENNIAL COURTROOM VARIABLE FREQUENCY DRIVES (VFD) UPGRADE AND AUTHORIZE CHAIR TO SIGN - SETPOINT SYSTEMS CORPORATION: Toby Taylor, Director of the Department of Building and Grounds, shared Setpoint Systems Corporation is the single -source contractor to provide heating, ventilation, and air conditioning (HVAC) controls in the Centennial Center Complex of Weld County. He noted there was a need to upgrade the Centennial Courtroom Variable Frequency Drives (VFD) to allow the new remodel to function properly, which will cost $19,043.00. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner James, carried unanimously. 5) CONSIDER CONTRACT ID #4363 TEMPORARY CONSTRUCTION EASEMENT FOR STOCKPILING ROAD CONSTRUCTION MATERIALS AND AUTHORIZE CHAIR TO SIGN - LYNN SMITH: Jay McDonald, Director of the Department of Public Works, specified the County has leased a 4.5 -acre property near Keota, Colorado, for the past three (3) years, from Lynn Smith, which allows staff to stockpile a large amount of material for road construction projects in that region. He stated the lease rate remains unchanged at $1,500.00 per year and noted this is a one-year agreement with two (2) possible renewal terms. The motion to approve said temporary construction easement and authorize the Chair to sign was made by Commissioner Freeman, seconded by Commissioner Saine, and it carried unanimously. El 6) CONSIDER DEED OF PERPETUAL NON-EXCLUSIVE EASEMENT AND TEMPORARY CONSTRUCTION EASEMENT FOR BRIDGE 86/33A PROJECT AND AUTHORIZE CHAIR TO SIGN - CITY OF THORNTON: Bob Choate, Assistant County Attorney, reviewed the details of the purchase of two (2) easements being acquired from the City of Thornton in the amount of $860.00, to accommodate improvements to Bridge 86/33A near U.S. Highway 85. He mentioned the City of Thornton will consider approval of these easements at their meeting on January 26, 2021. In response to Chair Moreno, Mr. Choate noted the acreage of the permanent and temporary easements that will be acquired. Commissioner Freeman moved to approve said easements and authorize the Chair to sign. Commissioner Saine seconded the motion and it carried unanimously. PLANNING: 1) CONSIDER RESUBDIVISION, RES20-0008, TO REDESIGN PART OF LOT 5 OF UNION COLONY LANDS, RESULTING IN 2 LOTS — NANCY VEGA: Maxwell Nader, Department of Planning Services, shared the proposal to redesign part of Lot 5 of Union Colony Lands, resulting in two (2) lots, stated the site is within the three-mile referral area of Greeley, Evans, and Garden City, further summarized the surrounding properties and provided the lot location, and referenced the displayed images in the staff PowerPoint presentation. Mr. Nader stated the Department of Planning Services is recommending approval, as the application meets all applicable criteria. Mark Taylor, applicant's representative, was available to answer questions. No public input was provided. The motion to approve Resubdivision, RES20-0008, was made by Commissioner Freeman, seconded by Commissioner James, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
