HomeMy WebLinkAbout20212855.tiffRESOLUTION RE: APPROVE 2021-2022 GRANT APPLICATION FOR BODY WORN CAMERAS FOR WELD COUNTY DETENTIONS AND COURT DEPUTIES, AND AUTHORIZE SHERIFF'S OFFICE TO SIGN AND SUBMIT ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the 2021-2022 Grant Application for Body Worn Cameras for Weld County Detentions and Court Deputies from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Department of Public Safety, Division of Criminal Justice, Office of Adult and Juvenile Justice Assistance, with further terms and conditions being as stated in said grant application, and WHEREAS, after review, the Board deems it advisable to approve said grant application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the 2021-2022 Grant Application for Body Worn Cameras for Weld County Detentions and Court Deputies from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Department of Public Safety, Division of Criminal Justice, Office of Adult and Juvenile Justice Assistance, be, and hereby is, approved. The Weld County Sheriff's Office would like to apply for $25,695 in funding that was allocated to our agency in a prior process and which will help us to expand the Body Worn Camera program to comply with SB 20-217 and HB21-1250. The allocated funds would be applied to the first year of the BWC contract with Utility which covers an additional 281 BWCs for the Detentions and Court Unit. What options exist for the Board? This may lead to increased general fund dollars spending to cover additional needed doses for the WCSO operation. • Schedule a work session to discuss further. The Weld County Sheriffs Office would like to apply these funds to the purchase of an additional 281 Body -Worn Camera from their existing vendor Utility Associates Inc, outfitting the Detentions facility and Court unit. 5. Implementation Plan Describe your plan to implement the body -worn camera program. Include policies and procedures that have been developed regarding body -worn cameras. The Weld County Sheriffs Office (WCSO) currently has an existing Body -Worn Camera (BWC) program for its Patrol Division and this application request seeks to expand the service to the remainder of the agency in order to comply with SB 20-217 and HB 21-1250. WCSO plans to outfit its Detention facility and Court deputies by entering into a contract with the current competitively bid awarded vendor, Utility Associates Inc. The existing vendor has quoted a package for the implementation of 281 additional BWCs at $948,781. This includes the camera, software, hardware and electronic storage space for the footage as well as a warranty and technical maintenance support. The cost of the contract is spread over four years, with the first year's payment at $268,496 and $226,762 each in years 2-4. WCSO would like to use $25,695 towards the payment for the 1st year BWC contract cost of the 281 cameras. WCSO views the BWC as an important tool to improve evidentiary outcomes and at the same time as a training tool for the officers to improve interactions with the citizen. Outfitting the agency with BWCs will enhance transparency and accountability for both, the deputy and the citizen. Comprehensive policies and procedures have been established and implemented to support the program and adhere to the local and State laws . In addition, WCSO has worked with Body Worn Utility to develop training, use and storage procedures related to the BWC footage. Its retention schedule follows the current State archive schedule. WCSO will continue to expand the training provided to its members. The training encompasses monthly, yearly and weekly trainings when appropriate. WCSO works with prosecutors and defense counsel by providing BWC footage as requested. WCSO has current Colorado Criminal Justice Records Act (CCJRA) and Colorado Open Records Act (CORA) policies.
