Site Plan a. Transportation i. Traffic Control - Chapter 8 The traffic memorandum by Delich Associates dated September 10,2020 was reviewed and found acceptable. ii. CR 23 has 60' of ROW in place. iii. The ROW Reservation annotated along the western property line is more than adequate. Future CR 23 is classified as an arterial in the City Transportation Plan. ROW requirement of 110 feet wide centered on the Section line, half of which will be along this property. A ROW reservation of 25' will be required along the western property line for CR 23. iv. Access as shown at the south end of the property jointly shared with the adjacent southern parcel is allowed. v. An additional access to the northern portion of the property for business access is approved at this time. The distance from the northern parcel access should be greater than 100 -feet centerline of the drives separation. In the future when roadway improvements are required on CR 23, we will require a modification to access. b. Roadway - Chapter 6 i. No improvements to CR 23 are required at this time (IAW Traffic Memo). Roy L Vestal, PE Public Works Director, City of Fort Lupton DELICH ASSOCIATES Traffic & Transportation Engineering Agm•die 2272 Glen Haven Drive Loveland, Colorado 80538 Phone: (970) 669-2061 Fax: (970) 669-5034 MEMORANDUM TO: Lonnie Shoemaker, Elite Drilling LLC Zackery Roberson, Weld County FROM: Matt Delich DATE: January 26, 2021 SUBJECT: Elite Drilling Traffic Analysis (File: 2063ME02) SOW This memorandum documents traffic analyses for the existing Elite Drilling site located east of WCR23 and north of WCR20 (address: 9124 WCR23) in Weld County, Colorado. A recent aerial photograph showing the site location is provided in Appendix A. Weld County requested a trip generation analysis and auxiliary lane evaluation at the Site Access to WCR23. The scope was discussed with Zackery Roberson, Weld County Public Works. This is a revision of the Elite Drilling Traffic Analysis memorandum, dated September 10, 2020. It provides more refined information provided by the owner/operator. KEY ROAD/INTERSECTION The key road in the area is WCR23. It is classified as a Collector Road. Weld County Road 23 is a 2 -lane ncrth/south road. Weld County Road 23 is posted at 55 mph. At the WCR23/Site Access intersection, WCR23 has one through lane in each direction, with 2-3 foot shoulders. It serves primarily rural residential properties and some businesses, such as Elite Drilling. Weld County Road 23 is level and straight in this segment. There are no auxiliary lanes at the Site Access intersection. There is a gravel driveway across from the Site Access that appears to serve an `extraction' use. In order to establish a base line volume condition, traffic counts were obtained on January 20, 2021. The count location was just south of the site driveway. The counts included: directional volume, vehicle classification, and speed. Figure 1 shows the directional volumes during the operational peak hours of the proposed use and the daily volumes. The raw traffic data is provided in Appendix B. It is acknowledged that the existing traffic counts include traffic to/from the site. PROJECT DESCRIPTION The site/property plan is provided in Appendix C. The Elite Drilling site contains a dwelling unit and an outbuilding. The outbuilding and nearby gravel area are used by Elite Drilling to park thirteen trucks used for their business operation. The dwelling unit shown on the plan is occupied by the owner/operator of Elite Drilling. The Elite Drilling operation provides underground drilling for pipes, etc. at locations throughout Northern Colorado. The Site Access also serves another dwelling unit to the south (see aerial photograph in Appendix A). TRIP GENERATION This type of land use is not contained in the common trip generation reference (Trip Generation 10th Edition compiled by the Institute of Transportation Engineers. Therefore, information provided by the owner/operator was used to determine the daily and pear hour trip generation. Cana typical weekday, crew employees come to the site, 6:00-7:00 am, in private vehicles. The crew employees arrive in five vehicles (3 vehicles with 2 employees and 2 vehicles with 3 employees). The crew employees leave the site, 5:00-6:00 pm, in the same five vehicles. Within the 6:00-7:00 am window, thirteen vehicles leave the site to go to the work sites on that given day. The leaving vehicles consist of six semi -trailer equipment trucks and seven pick-up trucks with vac units. These vehicles return to the site in the 5:00-6:00 pm window. There are ten on -site staff (administrative and equipment maintenance). Six of these remain at the site all day and four of these may have an external trip on any given day. The activity related to the two dwelling units is calculated based upon the cited trip generation reference. Table 1 shows an estimate of the daily and peak hour trip generation described above. TRIP DISTRIBUTION AND SITE TRAFFIC: ASSIGNMENT The trip distribution of the site generated traffic is generally split 80 percent to/from the north and 70 percent to/from the south based upon review of the road network and connectivity to other major roads (US85, etc.) and bridge crossings of the South Platte River. The assignment of the site generated peak hour traffic is shown in Figure 2. The passenger car equivalent assignment, using the site access, is also shown in Figure 2. It was assumed that each semi -trailer truck is three passenger car equivalents (PCE). AUXILIARY LANE EVAULATION .Auxiliary lanes are useful in maintaining safety, traffic flow, and operation of a road/intersection. Auxiliary lanes are required when unique location factors (e.g., roadway speed and background traffic density, access volume, the volume of commercial trucks, the influence of nearby accesses, existing auxiliary lanes close to the proposed access, nearby traffic control devices, available stopping sight distance, and other topographic or roadway factors) exist that determine the need for auxiliary lanes. Weld County auxiliary lane criteria are: • A left deceleration lane with storage length plus taper length is required for any access with a projected peak hour left ingress turning volume greater than 10 vehicles per hour (vph). The design elements for a left -turn lane are the taper length, lane length, and storage length - which in combination make up the left -turn lane. * A► right deceleration lane with storage length plus taper length is required for any access with a projected peak hour right ingress turning volume greater than 25 vph. The design elements for right -turn deceleration lanes are the approach taper, lane length, and storage length - which in combination make up the right -turn lane. • A right -turn acceleration lane with taper is required for any access with a projected peak hour right turning volume greater than 50 vph and a single through lane in the direction of the right turn. The design elements for a right acceleration lane are the transition taper and acceleration length. • A left -turn acceleration lane with transition taper may be required if it would benefit the safety and operation of the roadway. A left -turn acceleration lane is generally not required when the acceleration lane would interfere with the left -turn ingress movements to any other access. In the segment of WCR23, at the site access, the county road is essentially flat. The intersection sight lines at the Site Access are adequate. The southbound entering volume (both peak hours) does not exceed 10 vph. Given the forecasted traffic, a southbound left -turn lane is not required on WCR23. The northbound entering volume (both peak hours) does not exceed 25 vph. Given the forecasted traffic, a northbound right -turn lane is not required on WCR23. Acceleration lanes are not required at the WCR23/site Access intersection. RELATIVE SITE IMPACT As noted on Figure 1, the volume on WCR23, south of the site access, was 1766 vehicles per day. The 85th percentile speed was: northbound — 63.4 mph and southbound — 65.4 mph. The truck percentage was 26.9 percent (classes 4, 5, and 6 vehicle types); and was 25.3 percent (classes 7--'13 vehicle types). As noted on Figure 2, the site generated traffic can WCR23, south of the site, is/will be 58 vehicles per day. The relative impact of the site generated traffic is 3.3 percent (58/1x'66). This is not a significant impact compared to the existing (other) traffic on WCR23. SUMMARY It is concluded that the trip generation will be approximately 82 daily trip ends, 29 morning peak hour trip ends, and 39 afternoon peak hour trip ends. While not rigorously analyzed, based upon the forecasted traffic, the key intersection will operate acceptably. Auxiliary lanes are not required at the WCR23/Site Access intersection. The relative impact of the site generated traffic is not significant. The measurements were performed to assess sound levels generated by the business (Elite Drilling) that operates from the property. FHU's understanding is that the property serves as a staging and warehousing locale for drilling equipment and operates primarily from the north side of the property (Figure I). The methods and results of the sound level measurements are presented below. Methods In brief, FHU performed two simultaneous 24 -hours -long sound level measurements within the 9124 WCR 23 property at the locations shown in Figure I. FHU staff was off -site during the measurements. Measurement I was located to capture sound levels along the property line with 9510 WCR 23. This location is nearer the business operations. Measurement 2 was located to capture sound levels along the property line with 9120 WCR 23. There are homes on all three of these properties. The ground is generally level across all three properties. The measurements began at approximately 2 PM on February 22, 2021 and ended at approximately 2 PM on February 23. This provided one full daily cycle of data on the levels and patterns of sounds at the locations. Note that these measurements included all ambient sounds that were audible, including traffic on WCR 23, wind, etc. FHU used NTI XL2 Class I sound level meters. The meters' microphones were positioned approximately 5 feet above ground surface on tripods with microphone windscreens installed. The measurements were continuous and acoustical data were logged by each meter every 15 minutes for the duration. These logged data were processed to provide the results presented below. The data presented below are the hourly "equivalent" sound levels (Legs), which in simple terms are the hourly averaged sound levels. The data are the hourly Legs as they progress over the course of the day, updated/recalculated with each new 15 -minute increment. Results Many people are not familiar with the numeric sound values (decibels) associated with the sounds they encounter, so stating sound level values may not be meaningful. For informational purposes, I have included Figure 2 as an illustration of familiar sounds and levels often associated with them. The measured results from the two locations are graphed in Figure 3. February 25, 202 Mr. Lonnie Shoemaker Page 2 Measurement I was nearer the activities of interest and had somewhat higher sound levels during a few specific times of interest: • There is a pronounced "hump" of relatively high sound levels for Measurement I centered at approximately 8:30 AM (Figure 3). This "hump" is not apparent in Measurement 2. FEU staff was informed that there was a grader onsite doing ground leveling/preparing along the north property line (near the sound meter) for a cornstalk bale wall at that time. The "hump" shows the grader operating audio snippets from this period support this. • Prior to the "hump" described above, between about 5 AM to 7 AM, there is a relatively flat period of sound levels that is elevated compared to Measurement 2 levels. Presumably, this is during the daily equipment preparation period. Audio snippets from this period indicate that the main sound sources are a mixture of vehicle engines/sounds and barking dogs. Measurement 2 was farther from the equipment activities and the sound levels appeared to be unaffected by the site equipment activities. The relatively high sound levels at both the beginning .and end of the graph (Figure 3) were concluded to be wind noise based on audio snippets. Measurement 2 likely is representative of the general "background" conditions in this rural area where traffic sounds from 'VCR 23 and other ambient sounds generally are dominant. Measurement I generally tracks close to Measurement 2 in the overall sound level pattern and numeric values, with the exceptions discussed above. Please note these results are for the specific conditions described for this analysis. A different set of conditions or assumptions may produce different results. FHU endeavored to complete this noise study in a manner consistent with the care and skill ordinarily exercised by members of the acoustical profession currently practicing under similar circumstances. The ROW Reservation annotated along the western property line is more than adequate. Future CR 23 is classified as an arterial in the City Transportation Plan. ROW requirement of 110 feet wide centered on the Section line, half of which will be along this property. A ROW reservation of 25' will be required along the western property line for CR 23. iv.
