The requested dollar amount for CMAQ funding is $2,538,870.00. If awarded, funding would be allocated in FY2025. The total cost for the project is estimated at $8,019,208.00 What options exist for the Board? (include consequences, impacts, costs, etc. of options): 1. Submit application for CMAQ funding. 2. Don't submit an application for CMAQ funding. Recommendation: Public Works recommends submitting an application for CMAQ funding prior to the December 10th deadline. Perry L. (N, S, E, W) n/a Is this part of an ongoing project? If so, please describe: No Project Description: The intersection of WCR 74 and V/CR 31 currently has stop control on the north/south (WCR 31) approaches. Traffic volume on WCR 74 is approximately using this intersection. 4500 vpd. WCR The traffic 74 is volume posted with on WCR a 55 mph 31 is approximately speed limit, which 4300 makes vehicles for fast-moving per day. There traffic is a and very high high speed volume differentials of heavy trucks creating unsafe conditions within the intersection. Stop -delay is relatively high for north/south traffic and is expected to increase. Traffic counts are growing at a rate of 4-6% per year in this a -ea. WCR 74 currently has a two lane rural cross-section, and is identified as an arterial road by Weld County. WCR 31 currently has a two lane rural cross-section, and is identified as a local road by Weld County. Weld County is proposing to install a single -lane roundabout at the WCR 74/31 intersection to meet current and future traffic demands. The roundabout is expected to cost approximately 2025. The County $9.8 million has the for local the design, match right-of-way funding available acquisition, for construction and construction and for the phases. pre -construction Construction phases of the in the roundabout preceding is scheduled years. WCR for 74 FY is both a Regionally Significant Corridor and a federal -aid -eligible road. The corridor connects Fort Collins, Timnath, Severance, Eaton, and rural Weld County. The installation of a roundabout would address future intersection capacity issues and provide significant safety and air quality benefits. The roundabout addresses several federally -required performance measures in the Highway Safety, Freight Movement, and CMAQ Emissions categories. Project Planning Which 2045 Regionally Significant Corridor (RSC), Regional Transit Corridor (RTC), or Regional Active Transportation Corridor (RATC) is the project on? Weld County Road 74 Describe how the project fits with the corridor vison for the RSC, RTC, or RATC? The project is consistent with and supports the objectives of the corridor vision. RSC Vision 24 (Harmony Road/WCR 74) states that the vision for this corridor is to "increase mobility as well as to system quality and safety." It is well maintain improve documented that roundabouts can decrease vehicle delays and significantly increase safety by reducing injury and fatal accidents. • Right -Of -Way Right-of-way or legal property description: n/a 2045 RTP Goals . _ MPO Goal(s) Project Impact (Please attach any relevant data) Economic Development/ Roundabouts decrease vehicle delay compared to other types of Intersections resulting in a more efficient system. The proposed roundabout will benefit economic development by accommodating vehicles in a safe and efficient manner as compared to the current intersection layout. In terms of quality of life, residents of Weld County and other communities in the Quality of Life area will benefit from lower travel times, decreased ozone precursor and other emission, more efficient freight movements, and less delay due to heavy trucks that the roundabout will provide. [Mobility + Roundabouts promote a continuous flow of traffic. Traffic is required to yield but not stop unless necessary At the WCR 74/31 intersection, a roundabout will decrease stop delay for vehicles on the north -south intersection approaches and on the eastwest approaches (compared to a future condition with a signalized intersection or all -way stop control). Multi -modal The roundabout will accommodate future multi -modal improvements that will be incorporated as development occurs on the corridor. Operations Roundabouts generally result in lower overall vehicle delays compared to signalized intersections. Currently the east -west volumes are significantly higher than those on the north -south approaches. With this improvement, traffic going north/south will be able to move more efficiently. 2045 RTP Performance Measures and Targets Identify the Performance Measure(s) impacted by the project.
