RE: APPROVE APPLICATION FOR CONGESTION MITIGATION AND AIR QUALITY
(CMAQ) PROJECT GRANT FUNDS FOR COUNTY ROADS 74 AND 31 ROUNDABOUT
PROJECT AND AUTHORIZE DEPARTMENT OF PUBLIC WORKS TO SUBMIT
ELECTRONICALLY - NORTH FRONT RANGE METROPOLITAN PLANNING
ORGANIZATION (NFRMPO)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Congestion Mitigation
and Air Quality (CMAQ) Project Grant Funds for the County Roads 74 and 31 Roundabout Project
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Department of Public Works, to the North Front Range
Metropolitan Planning Organization (NFRMPO), with further terms and conditions being as stated
in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Congestion Mitigation and Air Quality (CMAQ)
Project Grant Funds for the County Roads 74 and 31 Roundabout Project from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Public Works, to the North Front Range Metropolitan Planning
Organization (NFRMPO), be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Evan Pinkham, Department of Public
Works, be, and hereby is, authorized to electronically submit said application.

Brief description of the problem/issue:
Public Works is requesting to submit an application for NFRMPO's 2021 call for projects, applying for
Congestion Mitigation and Air Quality (CMAQ) funding for intersection improvements at WCR 74 and
WCR 31. The requested dollar amount for CMAQ funding is $2,538,870.00. If awarded, funding
would be allocated in FY2025. The total cost for the project is estimated at $8,019,208.00
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1. Submit application for CMAQ funding.
2. Don't submit an application for CMAQ funding.
Recommendation:
Public Works recommends submitting an application for CMAQ funding prior to the December 10th
deadline.

Economic
Development/
Roundabouts decrease vehicle delay compared to other types of Intersections resulting in a more efficient system. The proposed roundabout will benefit economic development by
accommodating vehicles in a safe and efficient manner as compared to the current intersection layout. In terms of quality of life, residents of Weld County and other communities in the
Quality
of
Life
area will benefit from lower travel times, decreased ozone precursor and other emission, more efficient freight movements, and less delay due to heavy trucks that the roundabout will provide.

Roundabouts promote a continuous flow of traffic. Traffic is required to yield but not stop unless necessary At the WCR 74/31 intersection, a roundabout will decrease stop delay for
vehicles on the north -south intersection approaches and on the eastwest approaches (compared to a future condition with a signalized intersection or all -way stop control).

be incorporated as development occurs on the corridor.
Operations
Roundabouts generally result in lower overall vehicle delays compared to signalized intersections. Currently the east -west volumes are significantly higher than those on the
north -south approaches. With this improvement, traffic going north/south will be able to move more efficiently.

Briefly describe how the project provides air emissions benefits:
Roundabouts provide meaningful reductions of ozone precursor and other mobile source emissions by improving traffic flow and decreasing vehicular delay, especially from heavy trucks. Roundabouts reduce the number of vehicle stops, acceleration events, and idling at the intersection.
