HomeMy WebLinkAbout730044.tiff " RESOLUTION RE: REGULATION OF SPEED ON COUNTY ROAD NO. 90 WEST FROM STATE HIGHWAY NO. 85 AT PIERCE, WELD COUNTY, COLORADO. WHEREAS, a multitude of complaints have been made to the Board of County Commissioners, Weld County, Colorado, that motor vehicles are habitually being driven at speeds greater than is reason- able and prudent along that part of said highway, being in Weld County, and known as County Road No. 90, west from its junction with State Highway No. 85 at Pierce, Weld County, Colorado, and all inter- sections of streets and roads therewith, and WHEREAS, said Board is authorized by the statutes of the State of Colorado to regulate the speed of vehicles, and WHEREAS, said Board, pursuant to such complaints, has determined upon the basis of engineering, traffic investigations and a special speed survey, that any speed along or over said portion of said road or roadway, and all intersections of other roads therewith, in excess of the following, to-wit: Westbound Traffic: From State Highway No. 85 at Pierce, Colorado, on County Road No. 90 to approximately . 3 miles west of State Highway No. 85 - 35 miles per hour; From approximately . 3 miles west of State Highway No. 85 on County Road No. 90 to approximately . 4 miles west of State Highway No. 85 - 45 miles per hour; From approximately . 4 miles west of State Highway No. 85 \on County Road No. 90, and continuing west - 60 miles per hour. Eastbound Traffic: From the west on County Road No. 90, and continuing east to approximately . 4 miles west of State Highway No. 85 - 60 miles per hour; From approximately . 4 miles west of State Highway No. 85, on County Road No. 90 to approximately . 3 miles west of State Highway No. 85 - 45 miles per hour; From approximately . 3 miles west of State Highway No. 85, on County Road No. 90 to its intersection with State Highway No. 85 - 35 miles per hour; is excessive and is greater than is reasonable, safe or prudent under the conditions that exist. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that no motor vehicle shall be driven on, over or along any portion, or portions, of said roads or highways, or at or across, or at the entrance to, any intersection of any other street, road or highway therewith, at a speed in excess of the following, to-wit: -vt 4,99 47/7 r Westbound Traffic: From State Highway No. 85 at Pierce, Colorado, on County Road No. 90 to approximately . 3 miles west of State Highway No. 85 - 35 miles per hour; From approximately . 3 miles west of State Highway No. 85 on County Road No. 90 to approximately . 4 miles west of State Highway No. 85 - 45 miles per hour; From approximately . 4 miles west of State Highway No. 85 on County Road No. 90, and continuing west - 60 miles per hour. Eastbound Traffic: From the west on County Road No. 90, and continuing east to approximately . 4 miles west of State Highway No. 85 - 60 miles per hour; From approximately . 4 miles west of State Highway No. 85, on County Road No. 90 to approximately . 3 miles west of State Highway No. 85 - 45 miles per hour; From approximately . 3 miles west of State Highway No. 85, on County Road No. 90 to its intersection with State Highway No. 85 - 35 miles per hour; and that any speed in excess of the aforementioned speed limits, and the driving of any vehicles at any speed in excess of said limits, as afore- mentioned, thereon or thereat, shall be prima facie evidence that said speed is not reasonable, safe or prudent, and that it is unlawful. Highway 85. County Road #90 is the North boundry of Pierce. Speed limit has been posted as above for a distance indicated on above chart. County Road #90 passes the Pierce School as indicated on the chart. The school zone has also been properly posted. This is the road on the north edge of Pierce running east and west crossing U.S. 85 at this point. The point of study was located approximately .25 mile west of U.S. 85 in the school zone. Following are the results: A total of 47 vehicles were checked traveling east with the 85 percentile speed being 52 m.p. h. A total of 28 vehicles were checked traveling west with the 85 percentile being 39 m. p.h. As a result of this study I recommend the following speed limits: westbound from U.S. 85 to approximately .3 mile west - 35 m.p.h. at this point 45 m. p.h. to a point approximately .4 mile west of U.S. 85 at this point 60 m.p.h. eastbound approximately .4 mile west of U. S. 85 speed reduced to 45 m. p.h. to a point approximately .3 mile west of U.S. 85 at this point speed reduced to 35 m.p.h. to intersection of U.S. 85 Also a total of II vehicles were observed entering traffic on County Road 90 from side streets of Pierce or county roads. Of this total only one vehicle came to a stop before entering traffic. Corrective action to this problem is to properly sign this area making County Road 90 a through road, requiring all side entering traffic to stop before entering. Letter to Commissioners -2- July 20, 1972 All warning, regulatory, school and speed signs have been installed in full compliance with the manual on uniform traffic control devices.
