(CCI) WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with Two (2) Grant Applications for the Replacement of Bridges 60.5/49A and 34/17A from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to Colorado Counties, Inc. (CCI), with further terms and conditions being as stated in said applications, and WHEREAS, the Board deems it advisable to approve said applications, copies of which are attached hereto and incorporated herein by reference. (CCI) are due October 29, 2021. Public Works Department would like to submit grant applications for bridges 60.5/49A and 34/17A. Bridge 60.5/49A crosses Lone Tree Creek about 2 miles east of the Airport on WCR60.5. This structure was constructed in 1967, is classified as structurally deficient, and has been defined as "poor" on the CDOT Off - System Structure Eligibility List. The total cost estimate for this bridge replacement is $8,500,000. The total available grant funds described in the CCI memo for this round of grant funding is only $5.3 million. Since there is not a lot of available grant funds, and the goal of CCI is to spread those funds amongst as many qualified applicants as possible, we are proposing to request a grant of $1,000,000 for this bridge replacement. The remainder of the estimated costs, $7,500,000, would be the County's contribution to the project (88%). This bridge would be our #1 priority for this grant funding since it is already included as a line item in our current 5 -year CIP. Bridge 34/I7A crosses Saint Vrain River about 2 miles west of Platteville on WCR34. This structure was constructed in 1960, is classified as structurally deficient, and has been defined as "poor" on the CDOT Off - System Structure Eligibility List. The total cost estimate for this bridge replacement is $13,400,000. For the reasons described above we are proposing to request a grant of $1,000,000 for this replacement. The remainder of the estimated costs, $12,400,000, would be the County's contribution to the project (93%). This bridge would be our #2 priority for this grant funding since it is less time critical than Bridge 60.5/49A. This bridge is included in our 5 -year CIP. What options exist for the Board? (include consequences, impacts, costs, etc. of options): Approve staff to move forward with both grant applications as shown above. o Potentially receive $2.0M in grant funds to offset estimated expenditures of $21.9M. The roadway would be closed during the construction which would likely take 9-10 months. The new bridge would be designed to meet current CDOT bridge design standards and current 100 -year flood elevations. Weld County would hire a qualified design consultant with extensive knowledge of the CDOT standards. Some new right-of-way acquisition would likely be required. Some utilities relocations would likely be required. Weld County would bid out the construction to a qualified general contractor. BOX 758 GREELEY, COLORADO 80632 PHONE: (970) 400-3706 October 1, 2021 RE: Narrative for Bridge WEL060.5-049.0A (Fiscal Years 2022-2024 Funding) Bridge WEL060.5-049.0A is on Weld County Road 60.5 and spans the Lone Tree Creek. The bridge is located 0.7 miles east of WCR 49. WCR 60.5 is classified as a Collector Road and is a vital paved link for the County and the nearby communities of Greeley, Kersey, and Gill. Traffic counts taken in 2020 show an ADT of 1,684 vehicles per day, with 27% being trucks. This high percentage of trucks is likely accelerating the poor condition of this bridge. Replacement of this bridge is our number one priority for this bridge funds application period. The existing bridge is 34 feet wide, 165 feet long (three spans), and was built in 1967. It is structurally deficient and has been defined as "poor" on the Off -System Structure Eligibility List. The bridge has issues with rusted steel and spalling concrete on the substructure and superstructure. The bridge rail and approach guardrails are constructed improperly, in poor condition and do not meet current AASHTO/CDOT standards. Rehabilitation instead of replacement is not a viable option, nor cost effective, because of the concrete deck extensive degradation, rusted steel substructure elements, and age of the overall structure. The new structure may need to be elevated above its current configuration to allow for adequate freeboard to prevent debris collection and scour in future flood events. Weld County is proposing to provide most of the funding for this project due to the importance of this vital link for the area. Instead of the typical 20% funding match, Weld County is proposing that CDOT partner with Weld County on this project by providing a $1,000,000 grant from the available bridge replacement funds. We estimate the replacement cost at $8,500,000 with the Weld County portion being $7,500,000 (88%). Weld County currently has the necessary funds to cover our portion of this project. The bridge is located 2 miles west of Platteville. WCR 34 is classified as a Collector Road and is a vital paved road serving Weld County, Platteville, and the agricultural and oil/gas industries. Traffic counts taken in 2020 show an ADT of 1,363 vehicles per day, with 43% being trucks. This high percentage of trucks is likely accelerating the poor condition of this bridge. Replacement of this bridge is our number two priority for this bridge funds application period. The existing bridge is 30 feet wide, 294 feet long (six spans), and was built in 1960. It is structurally deficient and has been defined as "poor" on the Off -System Structure Eligibility List. The bridge has issues with rusted steel and spailing concrete on the substructure and superstructure. The bridge rail and approach guardrails are constructed improperly, in poor condition and do not meet current AASHTO/CDOT standards. Rehabilitation instead of replacement is not a viable option, nor cost effective, because of the rusted steel substructure elements, and age of the overall structure. The new structure may need to be elevated above its current configuration to allow for adequate freeboard to prevent debris collection and scour in future flood events. This bridge was badly impacted during the 2013 flood event and required extensive emergency repairs to put it back into service. Weld County is proposing to provide most of the funding for this project due to the importance of this bridge for the area. Instead of the typical 20% funding match, Weld County is proposing that CDOT partner with Weld County on this project by providing a $1,000,000 grant from the available bridge replacement grant funds. The maximum pile exposure is 12.5 feet at Pile 2, measured from the mudline to the top of the cap. The steel C -channel cross bracing does not have any observed deterioration and is in good condition. Bent 3: The water depth at Bent 3 was up to 1 -foot at the time of inspection. The concrete web walls between the piles have settled into the channel due to past scour. Pile 3E has a steel plate welded to the east face. The piles at this pier will remain in CS4 due to previous notes of severe corrosion that could have been silted over. Sent: To: Subject: Attachments: Mike Bedell Friday, October 8, 2021 4 17 PM Jake oneal@state co us, Reeves - CDOT, Bryce FW CCI Bridge Grant Applications 0605_001 pdf Thanks for looking at these I think you are right about the "Local overmatch amounts" Attached are my proposed corrections We have decided to go after $1,000,000 grant amounts for each bridge, which may help our chances compared to our previously proposed grant amounts which were higher I also included the Section 5 5 3 5 out of the Colorado Structure Management Manual This is how I arrived at the Total Project Cost for each bridge These costs seem very high at first glance, but I have been witness recently to the cost of our large river bridge projects skyrocketing Both large river bridges I am currently working on (19/46 5A and 54/13A) we have had to ask for budget increases for two years in a row The costs in this area of Colorado have gone up greatly mainly due to following the latest floodplain/hydraulic requirements which resulted from the 2013 flood It seems like every river bridge replacement is now way higher in elevation and way longer than anticipated No matter how hard we try to keep the costs down, it just doesn't work The best example I have is shortly after I came to work here I completed a 4 -lane bridge replacement (13/54A) over the Big Thompson River for $1 84 Million total project cost Now, 12 years later we are designing Bridge 54/13A, about one-half mile downstream over the same river The cost of the ongoing bridge being designed is currently $8 7 Million, and the 100 -year estimated flow has gone from 11,500 CFS to 19,550 CFS Please let me know if you have any further comments From: PW103-05255@co weld co us <PW103-05255@co weld co us> Sent. So, on the Lone Tree Creek application, that field should be 8,700,000 not 7,000,000. The cost estimates seem high, especially in comparison to the WCR 19 Bridge. Did you intentionally overestimate?
