The State-County Cost Sharing Advisory Board held a meeting today at
9:30 a. m. in the office of the Division of Property Taxation. The follow::
were in attendance;

Anthony G. Ferraro served as interim chairman pending the formal
organization of the Board.
The proposed Bylaws were discussed and the group voted unanimously to

approve the bylaws as written with the following amendments:
ARTICLE VIII.
A quorum shall consist of 60 percent of the officialy designated Board
or their alternates--provided however that 60 percent of the origilmi
members of the Board are present. The alternate can only vote when
the official designee from his county is absent.
ARTICLE VII
Members of the Association who are unable to attend the annual
meeting may select an alternate to vote in their place. A simple
majority will constitute a quorum at the annual meeting.

Minutes of 1-13-71 Meeting ,
The Board agreed to meet on the second Tuesday of each month. The next
meeting will be Tuesday, February 9 at 9:30 a. m. Meetings that are post-
poned because of bad weather will be rescheduled for.the following Tuesday.
It was agreed that Andy Hinshaw, the Assessor of Orange County, California
be invited to make a formal presentation to the Board some time in March.
Mr. Hinshaw will be requested to send out in advance literature for the
exclusive use of the Board as study guides.
The Board agreed that all assessors and all county commissioners should
be invited to attend this presentation. The Board would resume discussion of
specific questions and problems with Mr. Hinshaw on the following day.
Following the agreement that alternates be permitted to attend, in the
event that official representatives cannot attend the meeting, the following
counties designated their alternates:
El Paso County - Chuck Irwin
Weld County - Herbert Hansen
Boulder County - Ann Leffingwell
Arapahoe County - Maury Thomas
Mr. Carper stated that instead of both he and A. G. Ferraro acting as
corepresentatives that Mr. Ferraro would serve as the official representative,
with himself serving as the alternate.
Mr. Port said that he had been asked by Dick Vogel to make a proposal
to the group that Dick Vogel be permitted to appear before the Board to
present introductory educational information. The Board discussed this
and agreed that since Mr. Vogel is an outside contractor or consultant that
his request be turned down, since this would open the door for other
consultants to also make similar requests.
The Board agreed that if education was necessary, .that the educational
officer of the State ADP services be contacted.

Following a discussion of the overall aims of the program for the benefit
of Ann Leffingwell, newly elected assessor of Boulder County, the Board
officially adjourned at 11:00 a. m.
