The Board of County Commissioners has approved a pass around review for the
purchase of one 2021 3/4 -ton Pickup from Ken Garff Ford of Greeley, CO. Ken Garff Ford was
awarded bid B2100001 for the price of $34,163.00 as they were the lowest priced bidder
meeting all bid specs. The Trucking division of Public Works has requested this vehicle in the
2022 budget. This purchase would fulfill this 2022 budget request.

PERSON REQUESTING: David Springer
Brief description of the problem/issue: Fleet Services is requesting to purchase two Ford trucks that are
new 2021 model year vehicles, surplus ordered at Ken Garff Ford in Greeley. One is in stock and would fit the
2022 request for a % ton Extended Cab Long Bed Pickup for the Public Works Trucking Division at a cost of
$37,163.00.
The second truck is due to show up by late December or mid -January. This is a '/ ton Pursuit rated pickup
that would fit the 2022 Sheriff Office request at a cost of $37,142.00.
The price on these two trucks would be the 2021 bid price.
What options exist for the Board? (include consequences, impacts, costs, etc. of options): Allowing the
purchase of these two vehicles saves the county cost increases, as well as time and supply chain problems.
Not purchasing these vehicles would revert acquisition through normal bid process for model year 2022
vehicles.
Recommendation: Fleet Services and Don Warden are recommending the purchase of these 2021 pickup
trucks for Public Works and The Sheriff's Office.

budget requests.

EXTENDED CAB MINIMUM GROSS VEHICLE WEIGHT RATING (GVWR) OF
10,000 (QUANTITY 1), GRANT WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION, AND APPROVE PURCHASE OF POLICE
RESPONDER PICKUP THROUGH STATE AND ARAPAHOE/MAPO BID FOR 2021 -
SHERIFF'S OFFICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Purchasing Department has requested waiver of the ten-day waiting
period for Emergency Bid Request #B2100001, 3/4 -Ton 4x4 Pickup 8 -Foot Bed Extended Cab
Minimum Gross Vehicle Weight Rating (GVWR) of 10,000 (Quantity 1), for the Sheriff's Office,
due to minimum timeline requirements for order from selected vendor, and
WHEREAS, the Sheriff's Office and Department of Fleet Services are recommending
purchase of a Police Responder Pickup (Quantity 1) through the State and Arapahoe/MAPO bid
for 2021, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said emergency bid and also approve the second purchase through MAPO bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for Emergency Bid Request #B2100001,
3/4 -Ton 4x4 Pickup 8 -Foot Bed Extended Cab Minimum Gross Vehicle Weight Rating (GVWR)
of 10,000 (Quantity 1), for the Sheriff's Office, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Spradley Barr Ford

SUBJECT: B2100001 3/4 -ton 4X4 Pickup ACO QTY -2
The Sheriff's Office is requesting, and Fleet Services Department is recommending rescinding
the quantity of bid number B2100001 to Spradley Barr Ford of Greeley CO from two to one. The
bid was for two 2021 Ford % ton extended cab pickups with eight -foot beds for a total of
$74,326.00. The new total for one unit is $37,163.00. The Sheriff is requesting this change
because a police responder pickup will serve the need better than the larger % ton extended
cab pickup. A separate memorandum will be submitted to supplement the second pickup.

EXTENDED CAB MINIMUM GROSS VEHICLE WEIGHT RATING (GVWR) OF
10,000 (QUANTITY 2), AND WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION - SHERIFF'S OFFICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Purchasing Department has requested waiver of the ten-day waiting
period for Emergency Bid Request #B2100001, 3/4 -Ton 4x4 Pickup 8 -Foot Bed Extended Cab
Minimum Gross Vehicle Weight Rating (GVWR) of 10,000 (Quantity 2), for the Sheriff's Office,
due to minimum timeline requirements for order from selected vendor, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for Emergency Bid Request #B2100001,
3/4 -Ton 4x4 Pickup 8 -Foot Bed Extended Cab Minimum Gross Vehicle Weight Rating (GVWR)
of 10,000 (Quantity 2), for the Sheriff's Office, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Spradley Barr Ford
Lincoln of Greeley, Inc., in the amount of $74,326.00, be, and hereby is, accepted on an
emergency basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 20th day of January, A.D., 2021.

for a total of $74,326.00.
