HomeMy WebLinkAbout20213106.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, NOVEMBER 8, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 8, 2021, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair — EXCUSED Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman — EXCUSED Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly El MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of October 25, 2021, as printed. Commissioner Saine seconded the motion, and it carried unanimously. El PUBLIC INPUT: No public input was given. AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Buck moved to approve the Consent Agenda, as printed. Commissioner Saine seconded the motion, and it carried unanimously. IR COMMISSIONER COORDINATOR REPORTS: Commissioner Buck reported the Department of Human Services approved $6.7 million during the first round of Emergency Rental Assistance, processed 2,996 requests, and evaluated 2,029 households; for the second round they have approved $40,497.00, processed 13 requests, and evaluated 11 households. She explained it is important for the Department to do their due diligence to ensure the funding is distributed; otherwise, the County will be required to return the funds. Additionally, she announced the Prevention and Child Care Welfare teams of the department are actively providing holiday parties for foster and kinship families, and next week is National Apprenticeship Week, which will be recognized with a proclamation. Chair Pro-Tem James commented the North Front Range Metropolitan Planning Organization (NFRMPO) met last Thursday, November 4, 2021, and surrendered Congestion Mitigation and Air Quality (CMAQ) funds, in the amount of $2.2 million, due to discontinuation of the Buy America Waivers. As a result, the funds were 1 /3 Minutes, Monday, November 8, 2021 Page 1 2021-3106 BC0016 subsequently designated for two other projects that will still benefit local residents, including: 1) conversion of two busses utilized in Loveland and Fort Collins to Compressed Natural Gas (CNG), and 2) funding for a portion of Segment 5 of the Interstate 25 (1-25) Improvement Project. IN WARRANTS: 1) GENERAL WARRANTS - NOVEMBER 5, 2021: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously. BIDS: 1) PRESENT BID #B2100135, ROOF TOP UNIT REPLACEMENT (PUBLIC WORKS ADMINISTRATION BUILDING) - FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, presented the six (6) bids received and stated staff will make a recommendation on November 22, 2021. E NEW BUSINESS: 1) CONSIDER CONTRACT ID #5359 MEMORANDUM OF UNDERSTANDING FOR USE OF WELD COUNTY'S FACILITY FOR WOMAN, INFANT, AND CHILDREN (WIC) PROGRAM AND AUTHORIZE CHAIR PRO-TEM TO SIGN - SUNRISE COMMUNITY HEALTH: Mark Lawley, Director of the Department of Public Health and Environment, stated the memorandum of understanding will provide office space in the Southwest Weld County Administrative Building to support Sunrise Women, Infants, and Children (WIC) services. Commissioner Buck moved to approve said memorandum of understanding and authorize the Chair Pro-Tem to sign. Seconded by Commissioner Saine, the motion carried unanimously. 2) CONSIDER CONTRACT ID #5377 ACKNOWLEDGEMENT LETTER AND STATEMENT OF WORK FOR COVID-19 IMMUNIZATION (ROUND 4) AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Mr. Lawley explained this item provides the Weld County Department of Public Health and Environment with an additional $494,659.00 for extension of COVID-19 vaccination activities. Commissioner Buck moved to approve said acknowledgement letter and statement of work, and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Saine, and it carried unanimously. 3) CONSIDER WELD COUNTY INVESTMENT POLICY AND AUTHORIZE CHAIR AND CHAIR PRO-TEM TO SIGN: John Lefebvre, Weld County Treasurer, presented the updated policy to reflect current practices, and noted it has been recommended for approval by the Investment Committee. Commissioner Saine moved to approve said policy and authorize the Chair and Chair Pro-Tem to sign, which was seconded by Commissioner Buck, and it carried unanimously. IE 4) CONSIDER DESIGNATION OF CERTAIN BANKS AS DEPOSITORIES FOR WELD COUNTY FUNDS: Mr. Lefebvre explained the Resolution designates the approved list of current and qualified banking institutions for depositing County funds. The motion to approve said designation of banks as depositories was made by Commissioner Saine, seconded by Commissioner Buck, and it carried unanimously. El 5) CONSIDER DESIGNATION OF CERTAIN BROKERS AND DEALERS FOR HANDLING INVESTMENT TRANSACTIONS OF WELD COUNTY FUNDS: Mr. Lefebvre confirmed he reviewed the national database to ensure the listed brokers and dealer firms have no violations. Commissioner Saine moved to approve said designation of certain brokers and dealers. Commissioner Buck seconded the motion, and it carried unanimously. Minutes, Monday, November 8, 2021 Page 2 2021-3106 BC0016 Ei 6) CONSIDER CERTIFICATION OF WEED ENFORCEMENT LIEN - THOMAS AND SHERYL SEVCIK: Tina Booton, Department of Public Works, stated certain weed enforcement mitigation was conducted; however, the property owner failed to pay the assessment; therefore, she confirmed the required notification had been satisfied and recommended to certify the amount to the Weld County Treasurer as a lien to be paid. Chair Pro-Tem James confirmed the landowner was not present. Commissioner Saine moved to approve said certification of lien. Commissioner Buck seconded the motion, and it carried unanimously. Chair Pro-Tem James noted this matter was discussed by the Board in a work session and he is in support because the lien is only used as a last resort. 7) CONSIDER TEMPORARY CLOSURE OF CR 76 BETWEEN CRS 31 AND 33: Amy Mutchie, Department of Public Works, requested a temporary road closure, commencing November 15-19, 2021, to accommodate replacement of a drainage culvert and stated the detour route is paved. Commissioner Buck moved to approve said temporary closure. Commissioner Saine seconded the motion, and it carried unanimously. e 8) CONSIDER TEMPORARY CLOSURE OF CR 72 BETWEEN CRS 31 AND 33: Ms. Mutchie requested a temporary road closure, commencing November 22, 2021, through December 3, 2021, to accommodate replacement of two (2) irrigation culverts and stated the detour route is paved. Commissioner Buck moved to approve said temporary closure. Commissioner Saine seconded the motion, and it carried unanimously. PLANNING: 1) CONSIDER REQUEST TO TEMPORARILY EXTEND THE HOURS OF OPERATION FOR AMENDED USE BY SPECIAL REVIEW PERMIT, AMUSR-1102, FOR MINERAL RESOURCE DEVELOPMENT INCLUDING OPEN PIT MINING AND MATERIALS PROCESSING (SAND, GRAVEL AND STONE), INCLUDING CONCRETE AND ASPHALT RECYCLING AND A CONCRETE AND ASPHALT BATCH PLANT FACILITY IN THE A (AGRICULTURAL) ZONE DISTRICT - L.G. EVERIST, INC.: Tom Parko, Director of the Department of Planning Services, stated staff received a request to extend the hours of operation at the Firestone Gravel Resource Mine to accommodate a bridge deck night pour scheduled for the week of November 14, 2021, for the North Interstate 25 (1-25) Express Lanes paving project. Commissioner Saine moved to approve said request. Commissioner Buck seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
