Schuyler who talked about possibly having the S . U . P . ' s reviewed at the State level when a feedlot is involved (mainly) . This could possibly save a few hours for the applicant and the State Health Department . Mr . Schuyler stated that runoff control discharge permits will be required for animal feeding units where over a 1 , 000 animal units are involved . It was suggested that possibly the State and County Health Departments could work together and thereby save a little time in review by both departments . The present regulations governing feedlots were drawn up by a committee made up of representatives from the Health Depart- ment , feedlot operators and a member of the Planning Commission . ,_Of the 114 feedlots checked in this area , only 2 have been closed because they did not meet the standards . EPA does have special requirements if there are over 1 ,000 animal units in any one space , that must be met by the operator . They would also do away with the feedlot presently located on this property . That area would be used for storage of raw material . There is an existing buried telephone line ; electricity is also there . Mr . Zaiss felt this would be a great improvement to the surrounding area . Do have the Utility Clearance Record signed . Mr . Heitman inspected the area and felt there were no real problems . Planning staff recommends approval as it agrees with the Weld County Comprehensive Plan in two points : A . Page 50 - " In order to promote the agricultural economy and to enhance and maintain the quality of life and environment in Weld County , developments that utilize nonproductive rural land and water surpluses will be encouraged , particularly where productive irrigated farmland can be preserved as agricultural greenbelts and open space . " B . Pages 49 & 65 - They have met the require- ment of submitting a Planned Unit Development and have ade- quate proof of environmental and economic impact studies . They are replacing a 300 head cattle feedlot , which is not economically feasible any longer , with a combination wood- craft and residential development . This change would definite- ly have a favorable environmental impace and would improve the county economy ; Utility Board recommends approval ; and Health Dept . recommends approval . Mr . Weigand asked if the additional 20 ' ROW requested in the Subject To ' s on Planning staff recommendations would in any way alter the plans for this facility . Mr. Stonehocker stated , "not .on the East end" . Mrs . Lee read the Subject To ' s 1 . An additional 20 ' ROW reservation on the East line of the property for future arterial ROW . 2 . Meeting require- ments of Farmers ' Reservoir and Irrigation Co . as set forth- in their letter . 3 . Construction beginning within one years ' time from date of approval by the Board of County Commissioners and limited to plans submitted with a 20 ' ROW reservation added . 4 . Houses being removed at the end of the project as indicated in their letter of January 9 , 1974 . The Farmers ' Reservoir requested that the location of the two residences be off the company ROW; Mr . Horst ' s access road needs to be relocated ; in relocating this proposed access road , they will have to cross the Bull Canal and this will require some time of structure to carry the waters in the Bull Canal ; crossing the Canal will need an agreement in writing between the two parties establishing responsibility and liability for construction . Mr . Stonehocker stated they would allow an an additional 20 ' for an arterial highway . The reason for this location is that Colorado Interstate Gas Co . has purchased Matchey Ross ' gas and they are gathering it on the southeast corner of the property . They will supply Matchey Ross with the compressed gas at the outlet of their compressor facility . This gas plant will process it . There will be four towers . Ecological Engineering will return the residue gas to Colorado Interstate Gas . The crude oil topping facility will consist of just two towers . Will have a dike around the crude oil tanks . Total of 15 . 35 acres . Mr . Rothe 989 questioned Mr. Stonehocker concerning the cleaning up responsibility after the facility is finished . Mr . Stone- hocker stated that they would remove all structures after the use was depleted . He further stated that they would be quite willing to return the property to a farmable state at the end of the project . Planning staff recommends approval as it agrees with the Weld County Comprehensive Plan ; agrees with the purpose of H . B . 1529 in the extracting of commercial mineral deposits before _ putting the land to another use ; Health Dept . recommends ap- proval ; Longmont Soil Conservation District sees "no real conflict with the interests of the Soil Conservation District" ; Farmers ' Reservoir & Irrigation Co . seem to have no objection . The SUBJECT TO ' s are the same as previously stated except for changing the wording of item number 4 and the addition of number 5 stating that a Recorded Exemption to be approved by the Board of County Commissioners . Mr . Horst owns the land and Matchey Ross Petroleum will purchase it if this is ap- proved . Number 4 now reads : Houses being removed and facili - ties being removed to at least 30" below the ground surface . There will be some truck unloading on the site . RESOLUTION : Be it therefore resolved to recommend approval to the Board of County Commissioners subject to the Planning staff ' s recommendations and changes in the Subject To ' s . APPLICANT : Dave Knaus CASE NUMBER : S-40 Tape 524 SUBJECT : Final Plat LOCATION : N1/2 NE 4 Sec 8 T5 R66 APPEARANCE: Dave Knaus DISCUSSION : Mrs . Lee presented the background . Mr . Knaus submitted the second filing in 1970. At that time , it was recommended for approval to the Board of County Commissioners . They in turn accepted it subject to the posting of a bond . The bond was never posted and the subdivision died . Utility Board recommended approval last week ; does have Clearance Record signed . There will have to be a re-evaluation of the bond . Since it was brought before the Board of County Commissioners at one time and was technically approved , the plat is still legal . On Lots 15 and 16 , the ROW was increased to an addi - tional 25 ' for the Highway Dept . and Mr . Knaus was agreeable to this . Mr . Paul stated that the Health Dept . had agreed to the individual spetic tanks on the smaller lots previously , but after talking to Mr. Knaus , he has agreed to put two lots together making 26 ,000 square feet . The filing will not be replatted , just a change on the interior lines and lots re- numbered . It was felt the plat should be redrawn to include the changes and resubmitted for acceptance . DECISION : Tabled for the time being . SUBJECT : Section 9 , Subdivision Regulations Tape 524 DISCUSSION : Mr . Fortner explained the changes made and the proce- dures to be used for the deferent lot sizes . Because oil and gas are produced from the same wells in this area, the pro- duction of oil necessarily involves the production of gas and vice versa. Consequently, any production scheme should contemplate the most efficient handling of both oil and gas. To this end, the proposed operation is an integrated process designed to produce vitally needed propane, natural gasoline, straight run gasoline, No. 2 fuel oil and No. 4 heating oil. In addition, a specification natural gas will be produced and sold to Colorado Interstate Gas Company. Without this ability to produce a specification natural gas, the gas produced with the oil could not be sold. Thus, if oil were still to be produced, large amounts of gas would have to be flared. However the state has general prohibitions against excessive flaring of gas, thus, no oil could be produced because no gas could be flared. In the simplest analysis the proposed operation consists of the following: 1. an oilfield equipment storage yard; 2. natural gas processing equipment; 3. crude oil processing equipment; 4. dwelling units for resident plant operators and; 5. offices incident to the integrated operation. v 2 The oilfield equipment storage yard will be a temporary location for storing the equipment necessary for drilling and completing wells and facillitating the initial separation of oil and ,as. As such, it woulri have casing and tuning storage racks; an area to park a drilling rig; ani an area to store aellheau equipment; oil and gas separators and common heater treater. Such a storage yard will produce neither air nor water pollution. Noise, glare, fire and other safety hazar`.s woulu be at an absolute minimum, tone could expect approximately a three to four trucks per day increase in traffic use in the immediate area, The natural gas processing equipment will prepare for sale the gas produced from the surrounding oil and gas field. In so doing it will also produce a propane product, a natural gasoline product and possibly an ethane product. The equipment consists primarily of a refrigeration compressor, neat exchangers for cooling the natural fey, processing towers for absorbing and separating tree natural gas liquids, a heater for providing the necessary process heat, storage facilities and truck loading facilities for the liquids produced, and a unit to renove water from the natural gas stream. As the plant will be locateu on the discharge from a Colorado Interstate Gas C'o'rpany compressor station, no inlet gas compression will be reouireri for the natural gas. A minimum of air pollution can be expected ''rom the exhausts of the natural gas powereu refri ;eratian compressor and the natural gas 'ired heaters. Th only water effluent from tuis equipment will be in the form of steam from the unit that remove' water from the natural gas. The soils in this area are deep, well drained, coarse to moderately coarse textured with little runoff. The area is not subject to flooding and the area has only slight limitations for commercial structures, houses, and septic tanks. The soils are Class VI dryland agricultural soils, so are quite marginal from an agricultural standpoint. Recognizing that uses of this type are necessary in a producing oil field, I see no real conflict with the interests of the Soil Conser- vation District. The area could be made more compatable with adjoining property with screen type landscape plantings of Russian Olive, Red Cedar, Rocky Mountain Juniper, Sand Cherry, and many other adapted trees and shrubs. In relocating the proposed access road, it will become necessary to cross the Bull Canal.
