HomeMy WebLinkAbout20211612.tiffMINUTES WELD COUNTY COUNCIL April 19, 2021 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, April 19, 2021, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: The meeting was called to order by President James Welch. Councilmembers Nancy Teksten, James Welch and Rupert Parchment were present, constituting a quorum of members. Councilmember Tonya L. Van Beber had an excused absence. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilmember Parchment made a motion to approve the agenda, seconded by Councilmember Hatch and carried. APPROVAL OF DOCUMENTATION: Approval of February 22, 2021, Minutes Councilmember Hatch made a motion to approve the May minutes, seconded by Councilmember Teksten, and the motion carried. Approval of First Quarter RTTP Councilmember Teksten made a motion to approve the 1st Quarter RTTP, seconded by Councilmember Hatch, and the motion carried. Approval of Resolution 220: meeting dates for 2021 Councilmember Teksten made a motion to approve Resolution 220, seconded by Councilmember Parchment, and the motion carried. REVIEW PROGRAM: Roy Rudisill, Office of Emergency Management Mr. Rudisill, Director of Emergency Management, has been with the department since 2005. He has three staff members. It is a state requirement that each county establish and maintain a disaster agency. This involves designating an emergency manager for the jurisdiction; keeping current an approved Emergency Operations Plan; the ability to operate an emergency operations center and coordinate incident support and recovery. The role of the emergency management agency is to develop and maintain an ongoing program of prevention, mitigation, preparedness, response and recovery. They focus on developing plans that integrate partner agencies, jurisdictions, non -governmental operations like the Red Cross and Salvation Army, and private sector partners. The department relies on state and federal grants. After the floods of 2013, FEMA offered $10.1 million to public works for road and bridge repairs. The department requested FEMA funding during Covid 19, primarily for personal protective equipment. It has a Local Emergency Planning Committee, designated to help coordinate the planning for responses to chemical facility incidences in Weld County. It also provides community outreach. CoMatOrt; Go.+;onS 06/23/2.1 2021-1612 They conduct first responder coordination meetings with law, fire, EMS, public works, the health department and hospitals. They have an integrated public alert and warning system similar to an Amber Alert message. The department works with oil and gas companies when they have an incident. They want to make sure the oil and gas companies are notifying dispatch and OEM before their incident is critical. Training for oil and gas incident response is ongoing. PUBLIC COMMENT: There was no public comment. NEW BUSINESS: Coordinator Reports/Councilman Reports There were no reports. Bills Councilmember Teksten made a motion to approve bills„ it was seconded by Councilmember Hatch and carried. The bills were paid as follows: o Weld County Phone Bill for February $25.06 o Weld County Phone Bill for March $25.06 Discussion for New Council Members There were no questions or comments.
