HomeMy WebLinkAbout20212600.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, SEPTEMBER 1, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 1, 2021, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly • MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of August 30, 2021, as printed. Commissioner James seconded the motion, and it carried unanimously. PUBLIC INPUT: Jessica Joy, Weld County resident, thanked the Commissioners for attending a recent parents' night event, expressed the importance of public service for the betterment of the children of Weld County, and recommended the introduction of the Florida Parental Bill of Rights. AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion, and it carried unanimously. • PROCLAMATIONS: 1) NATIONAL PREPAREDNESS MONTH - SEPTEMBER 2021: Chair Moreno read the proclamation for the record. David Burns, Office of Emergency Management, thanked the Board for their continued support in the area of emergency preparedness. Gracie Marquez, Office of Emergency Management, also thanked the Commissioners for their continued support. In response, each of the Commissioners expressed their appreciation to the department and recognized the importance of the work the department does to prepare the County for emergencies. (Clerk's Note: The group gathered for a photo opportunity.) 1012O Minutes, Wednesday, September 1, 2021 Page 1 2021-2600 BC0016 2) WORKFORCE DEVELOPMENT MONTH - SEPTEMBER 2021: Chair Moreno read the proclamation for the record. Tami Grant, Deputy Director of the Department of Human Services, on behalf of the Workforce Development Board, Aims Community College, Immigrant Refugee Center of Northern Colorado, the Colorado Department of Vocational Rehabilitation, the Dream Team, and various community businesses, summarized the responsibilities of Workforce Development in Weld County. She stated the Wagner-Peyser Act is a basic labor exchange and since the COVID-19 Pandemic Health Emergency, there has been over a 200% increase in utilization of career services and more than 19,800 customers were served in the last year. Lisa Taylor, Executive Director of the Immigrant and Refugee Center of Northern Colorado, recognized the Workforce Develpment team as stellar, creative, and innovative, and described their partnership as helping citizens to obtain and retain meaningful employment to support their livlihoods. Karina Amaya, Department of Human Services, thanked the Board for their recognition through this proclamation and the Workforce Development Board for their action in the community. Each of the Commissioners expressed their gratitude and pride in the Workforce Development Board and all who are involved in the Employment Services team. (Clerk's Note: The group gathered for a photo opportunity.) 3) CONSTITUTION MONTH - SEPTEMBER 2021; AND CONSTITUTION DAY - SEPTEMBER 17, 2021: Chair Moreno read the proclamation for the record. Commissioner Saine shared how great it is to recognize the Constitution throughout the whole month and announced there is currently an essay and art contest titled, "How the Constitution Impacts My Life Today", with the winner to be recognized on September 15, 2021. She went on to explain that for more than 200 years, the Constitution has outlined and guarded the rights of American citizens and provided a solid foundation for a representative form of government, and the contest is designed to teach students how the constitution impacts their lives. Commissioners James Freeman, Buck, and Chair Moreno likewise discussed the importance of this proclamation. WARRANTS: 1) GENERAL WARRANTS - AUGUST 31, 2021: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - AUGUST 31, 2021: Commissioner James moved to approve the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner Freeman seconded the motion, and upon a roll call vote, the motion carried four (4) to one (1), with Commissioner Saine opposed. NEW BUSINESS: 1) CONSIDER CONTRACT ID #5212 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - LEOPOLDO AND LETICIA MONTES: Jaime Ulrich, Director of the Department of Human Services, stated the contract is for a child -specific kinship foster care home in Orenda, California. Commissioner Freeman moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried out unanimously. 2) CONSIDER CONTRACT ID #5204 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) EMPLOYMENT SUPPORT FUNDS (ESF) AND AUTHORIZE CHAIR TO SIGN: Ms. Ulrich explained the department received $97,261.00 in supplemental funds to serve job seekers and employers impacted by the COVID-19 Pandemic Health Minutes, Wednesday, September 1, 2021 Page 2 2021-2600 BC0016 Emergency. Commissioner Buck moved to approve said expenditure authorization and authorize the Chair to sign. Seconded by Commissioner James, the motion carried unanimously. El 3) CONSIDER CONTRACT ID #5217 REGIONAL/LOCAL PLAN NARRATIVE UPDATE, ANNUAL COMPLIANCE PLAN, AND EXPENDITURE AUTHORIZATION AND WORK PLAN FOR VARIOUS WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) PROGRAMS, FOR 2020-2023 UPSTATE REGIONAL PLAN, AND AUTHORIZE CHAIR TO SIGN: Ms. Ulrich stated the department received WIOA and employment support funds for allowable activities under the program. Commissioner James moved to approve said plan narrative update, annual compliance plan, and expenditure authorization, and authorize the Chair to sign. The motion, which was seconded by Commissioner Saine, carried unanimously. _= 4)CONSIDER APPLICATION FOR ENERGY AND MINERAL IMPACT ASSISTANCE FUND (EIAF) PROGRAM GRANT FUNDS FOR CR 22 IMPROVEMENTS PROJECT (SEPTEMBER CYCLE -TIER II) AND AUTHORIZE CHAIR TO SIGN: Elizabeth Relford, Deputy Director of the Department of Public Works, requested approval to submit an EIAF grant application for $600,000.00 in funds for a road construction project for County Road (CR) 22 from CR 31 to CR 41 and summarized changes in the funding process by the Colorado Department of Local Affairs. Commissioner Freeman moved to approve said application and authorize the Chair to sign. Commissioner Buck seconded the motion and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
