BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, APRIL 7, 2021
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 7, 2021, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Steve Moreno, Chair
Commissioner Scott K. James, Pro -Tern
Commissioner Perry L. Buck
Commissioner Mike Freeman
Commissioner Lori Saine
Also present:

MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of April 5, 2021, as printed. Commissioner James seconded the motion, and it
carried unanimously.
PUBLIC INPUT: Jason Williamson, Evans resident and spokesperson for the Peoples' Rights
Group, thanked the Board for providing an opportunity to speak and encouraged the Commissioners to
uphold their oath to put the citizens of Weld County first and work to protect natural human rights, core
values and education over manmade law. Mr. Williamson stated citizens must take a stand for these
rights and not allow the country to fall. He also shared certain Communist goals drafted on January 10,
1963, many of which he asserted seem related to current events and political efforts.
Steve Teets, Greeley resident, requested an update and Commissioner James reported he submitted
the transportation proposal to the North Front Range Metropolitan Planning Organization (NFRMPO) and
he is awaiting their feedback. He stated they discussed the Ten -Year Transportation Improvement Plan
at the Regional Air Quality Counsel (RAQC), as well as the reduction of greenhouse gas and associated
funding. Lastly, he explained changes regarding transportation and mandated transit dollars have been
proposed but formal legislation is still pending.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.

PROCLAMATIONS:
1) CHILD ABUSE PREVENTION MONTH - APRIL 2021: Chair Moreno read the certificate proclaiming
April, 2021, as Child Abuse Prevention Month. Jamie Ulrich, Director of the Department of Human
Services, thanked the Board for the proclamation and recognized the partnerships and collaborative
efforts of key community agencies, as well as the Child Welfare and Family Resource staff in attendance
who support children and families despite the challenges presented during the COVID-19 Pandemic
Health Emergency. The Commissioners, in turn, commended the team for their efforts in light of all the
challenges faced during the past year and going forward. (Clerk's Note: The group gathered for a photo
opportunity.)
WARRANTS:
1) GENERAL WARRANTS - APRIL 6, 2021: Commissioner Freeman moved to approve the General
Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously.
BIDS:
1) RECONSIDER BID #B2100059, UNINTERRUPTABLE POWER SUPPLY (UPS) PREVENTATIVE
MAINTENANCE AND REPAIRS - FACILITIES DEPARTMENT: Rob Turf, Purchasing Department,
explained this bid was originally awarded on March 9, 2021, to the low bidder, Eola Power. However,
during the contracting phase it was discovered their personnel staffing practices do not meet the bid
specifications, nor do the second or third bidders. Therefore, staff now recommends awarding to the
fourth low bidder, DC Group, Inc., which will provide local staff for the annual fee amount of $22,200.00.
Commissioner Buck moved to rescind the original bid award and subsequently award to the fourth low
bidder, as recommended by staff. Seconded by Commissioner Freeman, the motion carried unanimously.
- 2) APPROVE BID #B2100042, VARIOUS SERVICES FOR CHILD WELFARE DIVISION -
DEPARTMENT OF HUMAN SERVICES: Mr. Turf reviewed staff's recommendation to award to the 25
vendors listed for either full or partial services, which will result in subsequent contracts. Commissioner
James moved to approve said bid. Commissioner Buck seconded the motion, and it carried unanimously.
3) PRESENT BID #B2100066, PAVING REPLACEMENT (1250 H STREET, GREELEY) —
FACILITIES DEPARTMENT: Mr. Turf presented the six (6) bids received and stated staff will make a
recommendation on April 21, 2021.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #4596 EXPENDITURE AUTHORIZATION AND WORK PLAN FOR
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) PERFORMANCE INCENTIVE FUNDS
(PIF) AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Ms. Ulrich explained this item is for the
use of Performance Incentive Funds. Commissioner Freeman moved to approve said expenditure
authorization and work plan and authorize the Chair to sign, which was seconded by Commissioner Buck,
and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
