BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, SEPTEMBER 8, 2021
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, September 8, 2021, at the hour of 9:00 a.m.
:,_ ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Steve Moreno, Chair
Commissioner Scott K. James, Pro -Tern
Commissioner Perry L. Buck
Commissioner Mike Freeman
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Clerk to the Board, Esther Gesick
Controller, Barbara Connolly
PUBLIC INPUT: No public input was given.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
Ei CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.
E PROCLAMATIONS:
1) SUICIDE PREVENTION AWARENESS MONTH - SEPTEMBER 2021: Chair Moreno read the
proclamation for the record. Logan Shaw, Program Coordinator for Suicide Education and Support
Services at North Range Behavioral Health, thanked the Commissioners for proclaiming September as
Suicide Prevention Month. Ms. Shaw summarized the focus of Suicide Education and Support Services,
which includes prevention trainings throughout the community and at local middle and high schools, as
well as the Imagine Zero Program. Rick Jenkins, Thirst Living Waters Ministry, stated the loss and impact
from a suicide changes families in an unspeakable manner, is a monumental task to support, and that
27 organizations have partnered to make a difference, including representation from Weld County, the
Cities of Greeley and Evans, and the Greeley and Evans Police Departments. He also provided
information about a couple of upcoming events. Each of the Commissioners expressed the importance
of this proclamation and the work of suicide prevention services, and sincerely thanked Ms. Shaw,
Mr. Jenkins, and the work of their organizations. (Clerk's Note: The group gathered for a photo

IR WARRANTS:
1) GENERAL WARRANTS - SEPTEMBER 1, AND 7, 2021: Commissioner James moved to approve
the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously.
2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - SEPTEMBER 7, 2021:
Commissioner Freeman moved to approve the Greeley -Weld County Airport Authority Warrants, as
printed. Commissioner Buck seconded the motion, and upon a roll call vote, the motion carried four (4)
to one (1), with Commissioner Saine opposed.
El NEW BUSINESS:
1) CONSIDER CONTRACT ID #5221 INDIVIDUAL PROVIDER CONTRACT FOR THE PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN — CRAIG
AND ANGELA HEFTI: Tami Grant, Deputy Director of the Department of Human Services, introduced
the new foster care home in Windsor, Colorado. Commissioner Buck moved to approve said contract
and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried
unanimously.
2) CONSIDER CONTRACT ID #5224 - EXPENDITURE AUTHORIZATION WORK PLAN FOR
MIGRANT AND SEASONAL FARMWORKER (MSFW) PROGRAM AND AUTHORIZE CHAIR TO SIGN:
Ms. Grant explained funding sources for the MSFW program cover overhead and related expenses for
outreach personnel. Commissioner Freeman moved to approve said expenditure authorization and
authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously.
le 3) CONSIDER CONTRACT ID #5232 - AGREEMENT FOR PURCHASE OF CERTAIN
EASEMENTS FOR PUBLIC ROAD IMPROVEMENTS FOR BRIDGE 2.5/27A REPLACEMENT AND
AUTHORIZE CHAIR TO SIGN: Tiffane Johnson, Department of Public Works, stated the agreement
includes 1.27 acres of a Temporary Construction Easement and 0.74 acres of a Permanent Bridge
Maintenance Easement, totaling $9,422.00. Commissioner James moved to approve said agreement
and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried
unanimously.
4) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR PEER SUPPORT
PROJECT AND AUTHORIZE CHAIR TO SIGN — TIMOTHY BROWN: Patti Russell, Director of the
Department of Human Resources, explained the agreement has not been changed from last year and
provides peer support to first responders employed by Weld County, including the Sheriff's Office,
19th Judicial District Attorney's Office, Coroner's Office, and Dispatch. Commissioner Freeman moved
to approve said agreement and authorize the Chair to sign. Commissioner James seconded the motion
and it carried unanimously.
El 5) CONSIDER ITEMIZED LIST OF LEGAL HOLIDAYS DURING CALENDAR YEAR 2022:
The motion to approve said itemized list of legal holidays was made by Commissioner James, seconded
by Commissioner Buck, and it carried unanimously.
El 6) CONSIDER AUTHORIZATION FOR BOARD OF COUNTY COMMISSIONERS TO ADJOURN
AS BOARD OF EQUALIZATION FOR CALENDAR YEAR 2021: Commissioner Freeman moved to
adjourn as the Board of Equalization. The motion was seconded by Commissioner Buck and it carried
unanimously.

RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
