Be it resolved by the Weld County Planning Commission that the application for: CASE NUMBER: ORDINANCE 2021-06 PRESENTED BY: TOM PARKO REQUEST: IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING, OF THE WELD COUNTY CODE. be recommended favorably to the Board of County Commissioners. Motion seconded by Butch White. MEAT PROCESSING, CUSTOM: The slaughtering and butchering of animals in a single BUILDING not larger than x,W0 30,000 square feet of GROSS FLOOR AREA. There shall be no retail sales at the facility. SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING Tuesday, March 16, 2021 A regular meeting of the Weld County Planning Commission was held in the Weld County Administration Building, Hearing Room, 1150 O Street, Greeley, Colorado. This meeting was called to order by Vice Chair, Gene Stille, at 12:33 pm. Roll Call. Present: Butch White, Dwaine Barclay, Gene Stille, Lonnie Ford, Sam Gluck, Tom Cope. Absent/Excused: Elijah Hatch, Skip Holland, Troy Mellon. Also Present: Chris Gathman, Michael Hall and Tom Parko, Department of Planning Services; Lauren Light, Department of Health; Melissa King and Zack Roberson, Department of Public Works; Bob Choate, County Attorney, and Kris Ranslem, Secretary. CASE NUMBER: ORDINANCE 2021-06 PRESENTED BY: TOM PARKO REQUEST: IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING, OF THE WELD COUNTY CODE. Tom Parko, Planning Director, presented Ordinance 2021-06, and stated that when they rewrote the zoning code last year, meat processing was removed from the agricultural zone district and is only permissible in the industrial zone districts. He added that they didn't anticipate landowners to pursue meat processing on a bigger scale. Staff has been approached by three landowners in the County that want to do something bigger than 5000 square feet but not as big as what JBS is doing. Therefore, the proposed change is to the custom meat processing definition by increasing the size of the square footage of the building from 5,000 to 30,000 square feet. This change also states that there shall be no retail sales at the facility. Mr. Parko stated that this would capture some of the people who want to take their own cattle and process them. This would be permitted through the ZPAG (Zoning Permit for Certain Ag Uses) permitting process. The Chair asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. Motion: Forward Ordinance 2021-06 to the Board of County Commissioners along with the Planning Commission's recommendation of approval, Moved by Tom Cope, Seconded by Butch White.
