RE: ANNUAL MEETING AND 2022 BUDGET HEARING - WELD COUNTY BEEBE DRAW
LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 15, 2021, at 9:00 a.m., with the following present:
Commissioner Steve Moreno, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Perry L. Buck
Commissioner Mike Freeman
Commissioner Lori Saine
Also present:
Clerk to the Board, Esther E. Gesick
County Attorney, Bruce Barker
Director of Finance and Administration, Donald D. Warden
Budget Manager, Jennifer Oftelie
The following business was transacted:
I hereby certify that pursuant to a notice dated November 3, 2021, and duly published
November 5, 2021, in the Greeley Tribune, the Annual Meeting of the Weld County Beebe Draw
Law Enforcement District Authority Board was held, and a public hearing was conducted to
consider the proposed 2022 Budget for the Weld County Beebe Draw Law Enforcement Authority
District. Donald Warden, Director of Finance and Administration, explained the purpose of these
districts is to provide extraordinary patrol services by the Sheriff's Office, supported by 7.0 mills
in property tax. He also noted the district has been de-bruced so there are no Tabor limitations.
Jennifer Oftelie, Budget Manager, recommended approval of the budget, in the total revenue
amount of $43,014.00.
No public testimony was offered concerning this matter.
Commissioner James moved to approve the Resolution to Adopt the Budget, in the amount
of $43,014.00. The motion was seconded by Commissioner Saine, and it carried unanimously.
El Commissioner Freeman moved to approve the Resolution to Appropriate Sums of Money.
The motion was seconded by Commissioner Buck, and it carried unanimously.
In response to Commissioner Saine, Mr. Warden confirmed the mill levy was originally
approved and set at 7.0 mills and reiterated the district has been de-bruced so there are no Tabor
limitations. Commissioner Freeman moved to approve the Resolution to Set the Mill Levy at 7.0
mills. The motion was seconded by Commissioner James, and it carried unanimously.

Commissioner James moved to approve the Law Enforcement Agreement and authorize the
Chair to sign. The motion was seconded by Commissioner Saine, and it carried unanimously.
There being no further discussion, the hearing was completed at 10:09 a.m.
This Certification was approved on the 29th day of December, 2021.
