Public Works recommends submittal of the Tier 1 - $200,000 application for improving WCR 43 from SH 263 (WCR 60.5) to SH 392. Total project cost is estimated at $1,295,000. Therefore, the county's local match for this project would be $1,095,000. If awarded, Public Works will use the grant funds to assist with purchasing cement treated base (CTB) and asphalt materials for our crews to construct full depth reconstruction (FDR) for this 3.75 -mile corridor. Weld County Public Works Crews will mill off the existing asphalt to a depth suitable for mixing cement treated base (CTB) into the subgrade. The CTB will reinforce the subgrade structure to strengthen the foundation for the asphalt to better handle heavy truck traffic. Then Public Works will pave the roadway with 6" of polymer asphalt. The asphalt thickness along with the CTB will improve the lifecycle of the road with high truck traffic. f. WCR 43 is an important collector roadway between SH 263 (WCR 60.5) and SH 392 that serves many oil and gas operations as well as the agriculture community. See attached land use map. b. (2,500 character limit) Yes, completion of this project addresses the need and not only serves the oil and gas industry haul route with increased safety but extends the life cycle of the road. which reduces the carbon footprint. c. These grant funds are supplied by the industry and vetted through DOLA to make us all partners in mitigating impacts created by the industry. e. (2.500 character limit) If funding is not awarded, this project will have to be deferred and this segment of road will succumb to increased traffic and continue to deteriorate becoming an even greater safety issue than it is currently today. (2,500 character limit) This is a busy collector corridor having numerous oil & gas operations in the vicinity, a thriving agricultural community and continued population growth. This project will enhance the livability of the region by improving the safety of this transportation corridor. b. Energy efficiency Will this project implement an energy efficiency/strategy that could result in a reduction of the community carbon footprint, increased conservation of energy, or does it capitalize on renewable energy technology? (2,500 character limit) Yes. this project builds on the strategies identified in the 2010 Colorado Resiliency Framework for achieving a resilient vision pertaining to the Building & Infrastructure (BI) Sustainability goals by supporting a project that is climate and hazard resilient, while also being environmentally sustainable. It will reduce the carbon footprint by constructing a more resilient corridor utilizing recycled materials as well as more efficient trucking equipment which reduces vehicle emissions. Consistent with many north/south roads being flooded in 2013, the reconstruction of this corridor will make it more resilient to future natural hazard events, such as flooding. H. LOCAL EFFORT a. Community energy or mineral impact Describe how the applicant is, has been, or will be impacted by the development, production, or conversion of energy and mineral resources (2,500 character limit). Weld County is the #1 producing oil and gas county in the entire state, and therefore, is the most impacted county. The majority of the county's traffic is attributed to the oil and gas industry. b. Use data Cite actual use data that documents direct impact as it relates to the need for the project. For example, "heavy truck traffic directly related to energy development activities is impacting County Road X. A traffic count done in May 2020 showed energy related truck traffic increased from 100 trips per day to 300." (2,500 character limit) This corridor has current traffic counts for WCR 43 between SH 263 to SH 392 (3.75 mile segments). -Segment one is from SH 263 to WCR 62 and has 1,556 vehicles per day (vpd) with 33% of them being trucks. -Segment two is from WCR 62 to WCR 64 and has 1,501 vpd with 29% being trucks. -Segment three is from WCR 64 to WCR 66 and has 1, 668 vpd with 32% being trucks. - Lastly, segment four is from WCR 66 to SH 392 and has 1,793 vpd with 42% of them accounting for trucks. The amount of trucks on this corridor continue to contribute to the deterioration of the existing roadway. K. MANAGEMENT CAPACITY a. Fund management How will you separate and track expenditures, maintain funds and reserves for the capital expenditures and improvements as described in this project? (2,500 character limit) Weld County's Accounting Department is recognized as a Tier 3 local government by the state. We manage all invoicing and payments through our Banner Accounting System. In addition, Public Works uses project management software called PubWorks to assist with grant management tracking. b. Project sustainability Describe the funding plan in place to address the new operating and maintenance expenses generated from the project? (2,500 character limit) If the grant is approved, the Commissioners will direct the funding be encumbered for this project. Weld County will cover any unanticipated cost overruns with this project as part of our local match. c Expertise Describe the technical and professional experience/expertise of the person(s) and/or professional firms responsible to manage this project. (2,000 character limit) Based on our history to complete projects in a timely manner, Weld County Public Works has several engineers on staff with proven expertise in roadway improvement projects. RESILIENCY CRITERIA The Energy and Mineral Impact Assistance Program is required to integrate resilience criteria into the program. By bringing resiliency considerations into project planning and implementation, projects should be better poised to benefit a number of sectors (economy.. health, infrastructure, etc.), minimize long-term risks, and anticipate or be better prepared to respond to changing conditions faced by Colorado communities. The 2020 Colorado Resiliency Framework provides nine Resiliency Prioritization Criteria that can serve as a guide when planning a project to enhance its long-term resilience. (450 character limit) Like all construction projects, the WCR 43 project adapts to uncertainty and changing climate, soc al znd economic conditions by taking past challenges, such as flooding and a pandemic in order to prepare us for developing an informed and improved construction project that is mindful of taxpayer dollars and schedule in order to be an example to other agencies so they can also better respond to future uncertainty. b. Due to character limit, it can be said the WCR 43 project positively impacts housing, health, economic development and infrastructure in order to realize co -benefits criterion and support the implementation of the Coloradc Resiliency Framework. c. Weld County crews self perform the improvements, which reduce overhead and administration costs typically seen by contracting similar projects. (450 character limit) Weld County does not conduct projects in a vacuum. We coordinate with our surrounding communities and build projects based on similar activities underway or recently completed, such as the City of Greeley's improvements on SH 263 (E. 8th Street). We have met with our oil & gas partners and surrounding farmers in order to maximize efforts and reduce potential conflicts. e. High risk and vulnerability Yes e.1 High risk and vulnerability Briefly describe how this project addresses the reduction of risk to human well-being, physical infrastructure, and natural systems. (450 character limit) The WCR 43 project addresses potential risks and vulnerabilities for infrastructure. Reconstruction of this corridor is taking into consideration strategies, such as updated floodplain analysis to reduce vulnerabilities to the infrastructure and housing sectors. Reinforcing this infrastructure will support the impacted unincorporated areas of Weld County classified as vulnerable populations/communities, which this project applies. f. Innovation Yes f.1 Innovation Briefly describe how this project will advance new approaches and techniques that will encourage continual improvement of best practices and serve as a model for others in Colorado and beyond. (450 character limit) The WCR 43 project allows Weld County to continue to be a pioneer in roadway projects. Unlike archaic construction methods, Weld County has developed a full depth reconstruction (FDR) model that can be implemented by other agencies experiencing high truck volumes on all types of roads. This project relies on new construction techniques, which require equipment that can accept GPS surfaces to ensure construction efficiencies. g. Long-term and lasting impact Y s g.1 Long-term and lasting impact Briefly describe how this project creates long-term gain for the community with solution(s) that are replicable and sustainable for both present and future generations. (450 character limit) As long as the energy impact program exists, Weld County will be affected. As the #1 energy impacted county we do not anticipate seeing our community roadway needs change in the future. Regardless, Weld County is always evaluating how our program can be adapted to address both current and future climate, social, and economic priorities to ensure the most holistically responsible projects possible. h. (450 character limit) Weld County believes this project reaches the elderly, under -employed and minority populations. which is why the project includes an improved roadway with paved shoulders to serve not only transit populations but safer bicycle/pedestrian facilities, which builds community capacity. In addition, the Commissioners offer many public options to solicit public input, including but not limited to social media, public meetings and Board hearings. i. This philosophy is based on best management practices that provide a road map for success based on performance measures, such as, fiscal responsibility with taxpayer dollars, high level project management expectations, implementation of construction and grant schedules. HIGH PERFORMANCE CERTIFICATION PROGRAM (HPCP) COMPLIANCE Colorado Revised Statutes (C.R.S. 24-30-1305.5) require all new facilities, additions, and renovation projects that meet the following criteria to conform with the High Performance Certification Program (HPCP) policy adopted by the Office of the State Architect (OSA) if: • The project receives 25% or more of state funds: and • The new facility, addition, or renovation project contains 5,000 or more building gross square feet; and • The building includes an HVAC system: and • In the case of a renovation project, the cost of the renovation exceeds 25% of the current value of the property. The H PCP requires projects that meet the criteria above to achieve third party verification with the target goal of LEED Gold or Green Globes -Three Globes.
