RESOLUTION RE: APPROVE SPECIAL EVENTS PERMIT AND AUTHORIZE CHAIR PRO-TEM TO SIGN - FRANK'S RIDE FOR CHILDREN, FBO MAKE -A -WISH FOUNDATION OF COLORADO, INC.
