RE: APPROVE APPOINTMENT OF CERTIFYING OFFICIAL FOR ENVIRONMENTAL
REVIEWS OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDED PROJECTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, in accordance with the requirements of the U.S. Department of Housing and
Urban Development, the Weld County Community Development Block Grant (CDBG) Program
must provide environmental reviews of projects funded with CDBG funds, and
WHEREAS, the Weld County Board of Commissioners deems it advisable to appoint
Don Sandoval, Community Development Block Grant Manager, as the Certifying Official for Weld
County, with Ryan Rose, Chief Information Officer and Director of Administrative Services, as the
Alternate Certifying Official, both authorized to execute a Request for Release of Funds and
Certification, along with the legal capacity to carry out the responsibilities of the National
Environmental Policy Act (NEPA) on projects funded with CDBG funds.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Don Sandoval, be, and hereby is, appointed as the Certifying Official, and
that Ryan Rose be, and hereby is, appointed as the Alternate Certifying Official, both with the
authority to execute a Request for Release of Funds and Certification, along with the legal
capacity to carry out the responsibilities of the National Environmental Policy Act (NEPA).
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 12th day of July, A.D., 2021.

Resolution appointing Certifying Official for HUD CDBG Environmental Reviews
The Weld CDBG program must provide environmental reviews of projects funded with CDBG funds. The Certifying
Official is the person authorized to execute a Request for Release of Funds and Certification and has the legal capacity to
carry out the responsibilities of NEPA ( National Environmental Policy Act) on projects funded with Weld CDBG funds.
The commissioners need to appoint a Certifying Official. I suggest it be myself with Ryan Rose as an alternate Certifying
Official.
We have 3 projects funded with CDBG funds. The Firestone VIA transit extension, the Evans Idaho Street Project, and the
Evans Water Efficiency Project.
