RE: APPROVE APPLICATION FOR SMALL BUSINESS INCENTIVE PROGRAM AND
AUTHORIZE RELEASE OF ECONOMIC DEVELOPMENT TRUST FUNDS (TIER II) -
DVM BURROS, LLC
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Small Business
Incentive Program and a Request for the Release of Economic Development Trust Funds (Tier II),
from DVM Burros, LLC, to the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Planning Services, with
further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference, and release the Economic
Development Trust Funds (Tier II), in the amount of $11,928.96, payable to DVM Burros, LLC, to
offset various impact fees incurred and previously paid by DVM Burros, LLC.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the Small Business Incentive Program and a Request
for the Release of Economic Development Trust Funds (Tier II), from DVM Burros, LLC, to the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Planning Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Tier II Economic Development Trust
Funds, in the amount of $11,928.96, be, and hereby are, released and payable to DVM Burros,
LLC, to offset various impact fees incurred and previously paid by DVM Burros, LLC.

I am pleased to submit to the Board of County Commissioners an SBIP for DVM Burros
Animal Hospital, which received land use approval under ZPAG20-0008.
DVM Burros operates an animal hospital in unincorporated Weld County with eleven (11)
employees. The owner is Natalie Malherbe, DVM.
DVM Burros met with representatives from the Small Business Development Center
(SBDC). Jeff Engle reviewed the business plan and found it satisfactory. Attached is the
confirmation email from the SBDC.
The Small Business Incentive Plan was created by the County Commissioners to help
offset land, building permit, septic and impact fees associated with development. Below is a
breakdown of the fees:

According to the Small Business Application requirements, the business falls under Tier II
and is eligible to receive up to $30,000.00. The business is obligated to cover the first

The Planning Services Director recommends approval of this application and respectfully
requests that the County Commissioners authorize and release $11,928.96 from the
Economic Development Fund.

regarding the program's eligibility requirements.
Program Purpose: Weld County has established a Small Business Incentive Program (BIP) which will provide
eligible businesses financial assistance to offset land use, building permit, and several impact fees. The program is
designed to reduce upfront capital outlay for small businesses located in unincorporated Weld County.

8. WORKFORCE INFORMATION For the purpose of this application a full-time employee works a minimum
of 32 hours per week. The business may have a combination of part-time employees that is the equivalen
of at least one full-time employee.

9. JOB LOCATION VERIFICATION At least 50% of the employer's workforce must reside in Weld County
for a period of one-year.

10. SBDC VERIFICATION The applicant shall consult with the Small Business Development Center prior to
receiving funds. The applicant shall attach a copy of an affidavit signed by the Director of the SBDC or

11. QUESTIONS & ASSISTANCE
Weld County Department of Planning Services: The application will be processed by the Director of
Planning Services. The Director may contact the applicant for clarification regarding the application or to
request additional information during the review process. If the application is approved, the Director
will contact the business when preparing the agreement and when scheduling the agreement for action
by the Weld County Board of Commissioners. The applicant is encouraged to contact the Director of
Planning Services to request assistance with the program requirements and with filling out the

1. Executive Summary
Cambridge Animal Hospital is a small animal veterinary hospital.
General medicine and surgery is performed at this facility. The
practice is located in Longmont Colorado and will be moved to a
location approximately 3 miles from the existing hospital . The
hospital will occupy approximately 4,000 square feet at the new
location. This will allow for a larger facility and more parking .
2. Goals and Objectives
The main goal of CAH is to provide quality veterinary care to area pet
owners at a reasonable price. Additionally, CAH will educate pet
owners on preventative medicine treatment options and other general
pet health care issues. CAH recognized that convenience is an
important goal.
CAH objectives are:
- Yearly gross 2.3 million or above
Continue 3% or more growth each year
Expand to three doctors in the next year
Low staff turn over
3. Market Information
INC. magazine stated that veterinary medicine leads the list of
businesses most likely to survive in remote (45-60 miles from a major
metropolitan) areas. The factors that will determine if a person will
seek veterinary service for a pet are location, education, income and
convenience.
According to the AVMA (American Veterinary Medicine Associations),
two thirds of pet owners choose a veterinarian based on location
(convenient, close to home, easy access). A good location is one that
is visible to traffic and has easy access from the main street.
A well-educated pet owner knows and understands the services
available to his pet and requests them. Educated clients recognize
the value of the service and see beyond the cost. Clients want one
stop shopping and appreciate veterinarians who offer multi -services.
Time is saved when a client can be seen for a medical condition, pick
up their prescriptions and purchase food or other supplies all at one
place of business.
It is likely clients will follow our business within a few miles of the
existing business and 400 new homes have been built within a couple
miles of the new clinic.
4. Demand/ Competition/Practice Strategy
Based on our current growth and full schedule we feel there continues
to be a demand for a veterinary practice in north eastern Longmont.
My practice strategy involves a number of components:
- Location- The new location is within 3 miles of our existing
business and within 2 miles of 400 new built homes.
- The large parking lot and close access to the main road will
make access easier for clients.
- Cost of Services- Fees will continue to be reasonable.
5. Management Information
Currently CAH is operating as a 2 doctor 8 support staff hospital. It is
expected to increase to 3 doctor 10 support staff within the next 2
years.
The practice is currently managed by myself, and my lead technician.
6. Facilities and Equipment
The clinic will be in a stand alone building that is approximately 4,000
square feet. Parking will be easily accessed from the main road and
have 15 paved and 21 total parking spots. Equipment from the
existing hospital will be moved to the new location.
