James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: Acting Clerk to the Board, Jan Warwick Assistant County Attorney, Bob Choate Planning Services Department representative, Chris Gathman Public Works Department representative, Melissa King Health Department representative, Lauren Light The following business was transacted: e I hereby certify that pursuant to a notice dated January 27, 2021, and duly published January 29, 2021, in the Greeley Tribune, a public hearing was conducted to consider the request of Dean Prine and Kelli Beckvermit-Prine, for a Site Specific Development Plan and Use by Special Review Permit, USR20-0037, for Accessory Buildings with gross floor area larger than four percent (4`)/0) of the total lot area of a lot in a subdivision in the A (Agricultural) Zone District. Bob Choate, Assistant County Attorney, made this a matter of record. • Chris Gathman, Department of Planning Services, presented a brief summary of the proposal for a second -story addition to utilize as a garage on the ground level and personal storage and office on the second floor. He explained the Carmacar Ranchettes Subdivision was platted in 1971 and is located east of another residential subdivision. He stated the lot coverage requested is 5.9°/0 total and noted one letter of opposition was received from a Surrounding Property Owner (SPO) who is located southeast of the site. Mr. Gathman stated the site is located within the three (3) mile referral areas of the Town of Erie and the Town of Frederick, neither of which expressed concerns with the request. Mr. Gathman entered the favorable recommendation of the Planning Commission into the record as written. IE Melissa King, Department of Public Works, stated the parcel has an existing, unpermitted access onto Fir Avenue, and the applicant will be required to obtain an access permit. Ms. King relayed Fir Avenue is a paved, local road as designated on the Weld County Functional Classification Map, the latest average daily traffic counted 100 vehicles per day, with 6% trucks, CC:- PL -(CE if) PIAl( Im() I E14(u) 3/au,/ anal 2021-0676 PL2792 HEARING CERTIFICATION - DEAN PRINE AND KELLI BECKVERMIT-PRINE (USR20-0037) PAGE 2 the 85th percentile speed is 18 MPH, and no additional traffic will be associated with the request. She stated the applicant has submitted a Drainage Narrative indicating the site meets a drainage exception; therefore, no other drainage information is required. IE Lauren Light, Department of Public Health and Environment (EH), stated the existing residence is served by the Left Hand Water District and a septic system which is permitted for three (3) bedrooms. She indicated EH has no concerns with this request. ▪ Kelly Beckvermit-Prine, applicant, was present and provided a brief explanation of the personal storage. ▪ No public testimony was offered concerning this matter. Ei In response to Chair Moreno, Ms. Beckvermit-Prine indicated she had no concerns with the Conditions of Approval or Development Standards. e The Board stated they had no changes or corrections to the Conditions of Approval and Development or Development Standards. lEI In response to Chair Moreno, Ms. Beckvermit-Prine indicated she had reviewed the Conditions of Approval and Development Standards and agrees to abide by them. • Commissioner Saine moved to approve the request of Dean Prine and Kelli Beckvermit-Prine for a Site Specific Development Plan and Use by Special Review Permit, USR20-0037, for Accessory Buildings with gross floor area larger than four percent (4%) of the total lot area of a lot in a subdivision in the A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards, as presented. The motion was seconded by Commissioner James, and it carried unanimously.
