BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, JUNE 2, 2021
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, June 2, 2021, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

El MINUTES: Commissioner Freeman moved to approve the Minutes of the Board of County
Commissioners meeting of May 26, 2021, as printed. Commissioner Buck seconded the motion, and it
carried unanimously.
.. = PUBLIC INPUT: Steve Teets, Greeley resident, requested information about eminent domain.
In response, Commissioner Freeman stated eminent domain can only be invoked for something that will
benefit of the general public, in accordance with federal law.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed.
Commissioner Saine seconded the motion, and it carried unanimously.
El PROCLAMATIONS:
1) WORLD ELDER ABUSE AWARENESS DAY - JUNE 15, 2021: Chair Pro-Tem James read the
proclamation for the record. Jamie Ulrich, Director of the Department of Human Services, thanked the
Board for the opportunity to recognize this day to promote awareness about elder abuse, as studies show
one in ten older Americans have experienced abuse, especially in light of social isolation as a result of
the COVID-19 Pandemic Health Emergency. She acknowledged the Division of Adult Protective Services
of the Department of Human Services, which works to ensure the safety and wellness of vulnerable elders
in the community. Jill Colavolpe, Department of Human Services, likewise thanked everyone for working
tirelessly to protect elders and raise awareness. Each member of the division introduced themselves for

the record. The Board, in turn, thanked the team for striving to improve the quality of life and protect the
elderly community. (Clerk's Note: the group gathered for a photo opportunity.)
WARRANTS:
1) GENERAL WARRANTS — MAY 28, 2021: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously.
El 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS — MAY 28, 2021:
Commissioner Buck moved to approve the Greeley -Weld County Airport Authority Warrants, as printed
and Commissioner Freeman seconded the motion. Upon a roll call vote, the motion carried three to one,
with Commissioner Saine being opposed.
El BIDS:
1) APPROVE BID #B2100090, COURTROOM AUDIO AND VISUAL PRESENTATION SYSTEM -
FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, stated staff recommends selecting the
lowest bidder who met specifications, Advanced Network Management, for a total amount of
$135,901.30. Commissioner Freeman moved to approve said bid. The motion was seconded by
Commissioner Buck and it carried unanimously.
El 2) APPROVE BID #B2100093, HEALTH LAB RENOVATION - FACILITIES DEPARTMENT:
Mr. Turf reviewed staff's recommendation to select TCC Corporation, the low bidder meeting
specifications, for total amount of $378,688.00. Commissioner Freeman moved to approve said bid.
Seconded by Commissioner Buck, the motion carried unanimously.
i 3) APPROVE BID #62100087, CHIP SEAL OIL SUPPLY - DEPARTMENT OF PUBLIC WORKS:
Mr. Turf introduced Cobitco, Inc., as the low bidder selected by staff and confirmed they met all
specifications, with said bid amounting to $568,627.28. Commissioner Buck moved to approve said bid.
The motion, which was seconded by Commissioner Freeman, carried unanimously.
El 4) APPROVE BID #B2100077, IMPROVEMENTS TO ACCELA CITIZEN ACCESS USABILITY
AND FUNCTIONALITY — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of
the Department of Information Technology, stated staff reviewed the proposal from the sole bidder, Gray
Quarter, Inc., and found said bid meets the required functionality for the necessary professional services,
for a total amount of $137,301.00. Commissioner Saine moved to approve said bid. Commissioner Buck
seconded the motion and it carried unanimously.
El NEW BUSINESS:
1) CONSIDER FOUR (4) STANDARD FORMS OF AGREEMENTS FOR VARIOUS OUT -OF -HOME
PLACEMENT SERVICES BETWEEN THE WELD COUNTY DEPARTMENT OF HUMAN SERVICES
AND VARIOUS PROVIDERS ON ATTACHED LISTS AND AUTHORIZE CHAIR TO SIGN
AGREEMENTS CONSISTENT WITH SAID FORMS: Ms. Ulrich requested approval of the agreement
templates, provider lists, and rates for the various Out -of -Home Placement Services. The motion to
approve said standard forms of agreements and authorize the Chair to sign agreements consistent with
said forms was made by Commissioner Freeman, seconded by Commissioner Buck, and it carried
unanimously.
2) CONSIDER CONTRACT ID #4760 AMENDMENT #1 TO SERVE AS SINGLE ENTRY POINT
AGENCY FOR LONG-TERM CARE SERVICES AND AUTHORIZE CHAIR PRO-TEM TO SIGN AND
SUBMIT ELECTRONICALLY: Ms. Ulrich explained the funding provides functional assessments and

case management to coordinate services for disabled and older adults in Weld County.
Commissioner Buck moved to approve said contract amendment and authorize the Chair Pro -Tern to
sign. The motion was seconded by Commissioner Freeman and it carried unanimously.
• 3) CONSIDER CONTRACT ID #4780 INTERGOVERNMENTAL AGREEMENT FOR PURCHASE
OF FOOD PREPARATION SERVICES AND AUTHORIZE CHAIR PRO-TEM TO SIGN - BOARD OF
TRUSTEES OF UNIVERSITY OF NORTHERN COLORADO (UNC): Ms. Ulrich presented an
intergovernmental agreement with the University of Northern Colorado (UNC) for food preparation
services for Weld County seniors through programs, such as the Senior Nutrition Program.
Commissioner Freeman expressed UNC has done a great job in the past and moved to approve said
intergovernmental agreement and authorize the Chair Pro-Tem to sign. Seconded by
Commissioner Buck, the motion carried unanimously.
• 4) CONSIDER SPECIAL EVENTS PERMIT AND AUTHORIZE CHAIR PRO-TEM TO SIGN -
FRANK'S RIDE FOR CHILDREN, FBO MAKE -A -WISH FOUNDATION OF COLORADO, INC.:
Karin McDougal, Assistant County Attorney, presented an application from Frank's Ride for Children, a
Colorado Non -Profit Corporation, for a Special Events Permit, to benefit the Make -A -Wish Foundation of
Colorado, Inc., which if approved, would allow alcohol to be served responsibly at the annual event. She
stated no concerns were expressed by any referral agencies; however, the referral response from the
Department of Planning Services noted that an application from 2018, for a Minor Amended Use by
Special Review (USR) Permit, was overdue for the site location of Anderson Farms in Erie, Colorado,
and Anderson Farms has since submitted an email request to the department to withdraw said
application. Greg Risedorf, applicant, stated this will be the 34th annual event and $768,716.00 dollars
have been raised, benefiting 130 children. Commissioner Freeman moved to approve said Special
Events Permit and authorize the Chair Pro -Tern to sign. The motion, which was seconded by
Commissioner Saine, carried unanimously. (Clerk's Note: no one from the public was present to make
comments.)
▪ 5) CONSIDER TEMPORARY CLOSURE OF CR 44 BETWEEN CRS 49 AND 53: Amy Mutchie,
Department of Public Works, requested the temporary closure of County Road 44, effective June 7, 2021,
for approximately one (1) month, to complete road construction and paving. She stated message boards
will be utilized, as well as magnesium chloride for dust control along the gravel road detour route.
Commissioner Buck moved to approve said temporary closure. The motion was seconded by
Commissioner Saine and it carried unanimously.
• 6) CONSIDER TEMPORARY CLOSURE OF CR 47 BETWEEN CRS 72 AND 74: Ms. Mutchie
introduced the temporary closure of County Road 47, from June 8, 2021, through June 11, 2021, to
replace an irrigation culvert and confirmed water will be used for dust control along the detour route.
Commissioner Freeman moved to approve said temporary closure. The motion was seconded by
Commissioner Buck and it carried unanimously.
El 7) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR
PRO-TEM TO SIGN - CHELSEA LEYDEN: Commissioner Feeman moved to approve said appointment.
The motion was seconded by Commissioner Saine and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
