HomeMy WebLinkAbout20213246.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, NOVEMBER 22, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 22, 2021, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro -Tern Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: Assistant County Attorney, Bob Choate Acting Clerk to the Board, Houstan Aragon Controller, Chris D'Ovidio MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of November 8, 2021, as printed. Commissioner James seconded the motion, and it carried unanimously. El PUBLIC INPUT: Christina Smart, City of Greeley resident, spoke regarding complications from receiving the Swine Flu vaccine decades ago and her avoidance of government mandated vaccinations since. She expressed her dissatisfaction with the flyer providing information pertaining to COVID-19 vaccinations in relation to holiday gatherings that was mailed to her from the Department of Public Health and Environment, stating she viewed it as coercive. In response, Commissioner Freeman clarified the Board of County Commissioners has never enforced any vaccination or mask mandates; however, they do provide general information for residents in their jurisdiction. Chair Moreno confirmed the Board's stance of personal responsibility in relation to health initiatives. Timothy Phippard, Town of Kersey resident, echoed some of the comments made by Ms. Smart in relation to the COVID-19 vaccine and further provided statistics of past vaccination rates and fatalities, as well as current. El AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion, and it carried unanimously. Ei COMMISSIONER COORDINATOR REPORTS: Commissioner Freeman stated Jay McDonald, Director of the Department of Public Works, had knee replacement surgery a few weeks ago and is recovering well. Commissioner Buck stated the Department of Human Services' Emergency Rental I/3 Minutes, Monday, November 22, 2021 Page 1 2021-3246 BC0016 Assistance funds have been approved as follows: $7,200,000.00 has been received by the Department for disbursement, 3,125 requests have been processed, and 2,119 households have been evaluated. Furthermore, she stated in the second round of funding, in the amount of $48,500.00, has been received by the Department for disbursement, 15 requests have been processed, and 13 households have been evaluated. Commissioner Buck also shared fifteen (15) foster children were adopted last week at the Weld County Courthouse. PROCLAMATIONS: 1) ROOSEVELT ROUGHRIDERS DAY, FUTURE FARMERS OF AMERICA (FFA) DAIRY CATTLE JUDGING TEAM - NOVEMBER 22, 2021: Chair Moreno read the proclamation for the record. Ellie Stratton and Brady Hopkins, Roosevelt High School FFA Team members, thanked the Board for their recognition of the hard work and efforts that go into the program. Brent Hopkins, FFA Advisor, also thanked the Commissioners for their recognition and further mentioned his experience with FFA. The Commissioners, in turn, congratulated the team on their accomplishment and for their hard work. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - NOVEMBER 19, 2021: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously. le 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - NOVEMBER 22, 2021: Commissioner Freeman moved toapprove the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner James seconded the motion, and upon a roll call vote, the motion passed four (4) to one (1), with Commissioner Saine opposed. e BIDS: 1) APPROVE BID #B2100135 - ROOF TOP UNIT REPLACEMENT (PUBLIC WORKS ADMINISTRATION BUILDING) - FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, stated staff received six (6) bids and recommends awarding to the lowest bidder who met all specifications, MTECH Mechanical, for a total amount of $142,888.00. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Buck and it carried unanimously. NEW BUSINESS: 1) CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY ORDINANCE NO. 257- B SUPPLEMENTAL APPROPRIATION FOR 2021: Jennifer Oftelie, Budget Manager of the Finance Department, stated this is a request for the Clerk to the Board to publish a public notice in the Greeley Tribune per State Statute for consideration of Emergency Ordinance #257-B, Supplemental Appropriation for 2021. Commissioner Freeman moved to approve said Resolution. The motion, which was seconded by Commissioner James, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
