In accordance with C.R.S. § 31-12-108.5, enclosed are the annexation impact reports for the two
enclave annexations referenced above, which were completed by the Town on or before February 11,
2021. These annexations are being processed as enclave annexations in accordance with C.R.S. § 31-12-
106(1) and the Board of Trustees of the Town of Mead is scheduled to consider ordinances annexing the
enclaves at the March 8, 2021 regular meeting.

Introduction:
This Annexation Impact Report has been prepared pursuant to Section 31-12-108.5, Colorado
Revised Statutes. Attached as Exhibit A are maps depicting the proposed annexation, the
existing streets and water and sewer lines.
I. Property Description:
The property proposed for annexation consists of two (2) lots and no streets, totaling
approximately 10.21 acres, in the Sekich Business Park. The annexation property is surrounded
on all sides by Town boundaries as required by statute for enclave annexations.
The properties included in the proposed annexation have been previously developed and are
home to active uses. These current uses consist of mainly industrial categorized enterprises,
including manufacturing, oil and gas contractors, and other similar industrial uses. The
properties are currently zoned by Weld County. Within the statutory requirements of the
proposed annexation, the zoning will change in conformance with the Town's Land Use Code.
Adjacent land uses include similar industrial uses zoned Light Industrial in the Town of Mead.
The current uses are anticipated to continue upon approval of zoning.
The Town has not entered into any pre -annexation agreement(s) with property owners.
Provision of services is anticipated to correspond with Section II below, and services provided
by the Town directly will be funded through taxes and impact fees.
II. Municipal Services:
Municipal services for the property will be provided in the following manner:
Electricity
Water
Sanitary Sewer
Fire
Police
Electric services are currently provided by the present
supplier, United Power Inc., the electric franchisee for
the Town of Mead.
Water service is currently provided by Little Thompson
Water District.
Sewer service, if necessary, will be provided by St.
Vrain Sanitation District.
The site is currently served by the Mountain View Fire
Protection District.

III. Special Districts:
The area to be annexed is included within the following special districts:

St. Vrain Valley School District (RE1J-Longmont)

The enclave annexation is not expected to generate additional students due to the current
industrial uses and projected industrial zoning.

Introduction:
This Annexation Impact Report has been prepared pursuant to Section 31-12-108.5, Colorado
Revised Statutes. Attached as Exhibit A are maps depicting the proposed annexation, the
existing streets and water and sewer lines.
I. Property Description:
The property proposed for annexation consists of five (5) lots, totaling approximately 10.87
acres, in the Sekich Business Park. The lots within the annexation property are surrounded on
all sides by Town boundaries as required by statute for enclave annexations, as Mead Street
and Hilltop Road are already within Town boundaries.
The properties included in the proposed annexation have been previously developed and are
home to active uses. These current uses consist of mainly industrial categorized enterprises,
including manufacturing, processing, storage, and other similar industrial uses. The properties
are currently zoned by Weld County. Within the statutory requirements of the proposed
annexation, the zoning will change in conformance with the Town's Land Use Code. Adjacent
land uses include similar industrial uses zoned Light Industrial in the Town of Mead. The
current uses are anticipated to continue upon approval of zoning.
The Town has not entered into any pre -annexation agreement(s) with property owners.
Provision of services is anticipated to correspond with Section II below, and services provided
by the Town directly will be funded through taxes and impact fees.
II. Municipal Services:
Municipal services for the property will be provided in the following manner:
Electricity
Electric services are currently provided by the present
supplier, United Power Inc., the electric franchisee for
the Town of Mead.
Water Water service is currently provided by Little Thompson
Water District.
Sanitary Sewer Sewer service, if necessary, will be provided by St. Vrain
Sanitation District.
Fire The site is currently served by the Mountain View Fire
Protection District.
Police Town of Mead.
Street Maintenance Maintenance of roadways within the annexation is
currently provided by the Town of Mead.
III. Special Districts:
The area to be annexed is included within the following special districts:
St. Vrain Sanitation District
St. Vrain Valley School District (RE1J-Longmont)
Mountain View Fire Protection District
Northern Colorado Water Conservancy District
St. Vrain - Left Hand Water Conservancy District
Little Thompson Water District
High Plains Library District
Longmont Conservation District
IV. School District Impact:
The enclave annexation is not expected to generate additional students due to the current
industrial uses and projected industrial zoning.
