SUBJECT: Agenda Item
The following landowner has failed to pay their enforcement bill. A letter was mailed to the
landowner on October 28, 2021 certified mail notifying them that a lien was being requested at the
Monday, November 8 meeting with the Board of County Commissioners. In compliance with
County Code, Section 15-2-70, Failure to Pay Assessment, I request that the weed enforcement bills
listed below be certified by resolution by the Board of County Commissioners to the County
Treasurer to be collected as taxes in accordance with Section 35-5.5-109(5)(a) C.R.S.
The amount due (principal and fees) is $293.33 for the property owner Thomas and Sheryl Sevcik
7001 County Road 21, Fort Lupton, CO 80621; Parcel #131127400001, Section 27, Township 2
North, Range 67 West in the 6th P.M., Weld County, Colorado.

Brief description of the problem/issue:
A Scotch thistle enforcement mowing was carried out on parcel #131127400001, Section 27, Township 2
North, Range 67 West with a physical address of 7001 County Road 21, Fort Lupton, CO 80621 on August 13,
2021. A bill was mailed to them both regular mail and certified on August 23, 2021. The certified green card
was signed by the owner's son on August 25, 2021 and returned to our office. They have failed to pay for the
enforcement mowing bill to date. The original bill was $264.00. I am requesting that we place a lien on the
property in the amount of $264.00 plus Treasurer fee of 30% to recoup this cost.
The last lien that was placed on a parcel for noxious weed enforcement was in 2017.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1. Place the lien on the property taxes.
2. Do not place the lien on the property taxes.

On Monday, November 8 at a Board of County Commissioners hearing I will be requesting a
lien placed on your property for the mowing enforcement that was used to address the noxious
weed, Scotch thistle, on August 13, 2021. The total bill is for S264M0.
The property where the mowing enforcement took place is identified as parcel 4131127400001,
Section 27, Township 2 North, Range 67 West in the 6th P.M., Weld County, Colorado
The meeting will start at 9 am at 1150 O Street, Greeley CO 80631.
