HomeMy WebLinkAbout20211016.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, APRIL 12, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 12, 2021, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro -Tern Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly MINUTES: Commissioner James moved to approve the Minutes of the Board of County Commissioners meeting of April 7, 2021, as printed. Commissioner Saine seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on April 7, 2021, as follows: 1) PCSC20-0030 — Bennie Rodriguez. Commissioner Saine seconded the motion, which carried unanimously. PUBLIC INPUT: No public input was given. U. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Commissioner Saine displayed the new Fair Logo adopted by the Fair Board and stated the Department of Planning Services is working through Code changes to provide better processes and county services to the public. Commissioner James reported the Department of Public Health and Environment is working to achieve its reaccreditation and intends to complete a draft of the Community Health Improvement Plan for review later this month. He further stated the Bustang Micro Transit project was presented at the State Transportation Advisory Committee (STAC) meeting, which is slated for implementation along the Interstate 70 corridor: Lastly, he referenced Minutes, Monday, April 12, 2021 2021-1016 o5(O5r a©QI Page 1 BC0016 the ongoing presentations made concerning the Greenhouse Gas Rulemaking updates and stated the protests made by Weld County have not received a positive response. Commissioner Buck reported, of the overall $9 Million received by Weld County, the Department of Human Services has approved $629,000.00 in rental assistance funds, processed 527 requests and evaluated 341 households. She noted, in 2020, the Employment Services Division assisted 23,000 clients in the resource room, which is a 431% increase attributed to impacts of the COVID-19 Pandemic Health Emergency. She stated a Young Adult Job Fair for ages 15-24 will be hosted on Wednesday, April 29, 2021, at the Island Grove Events Center, and last week the Board proclaimed April 2021 as Child Abuse Prevention Month. PROCLAMATIONS: 1) ERIE TIGERS DAY, CHEER AND POMS STATE CHAMPIONS - APRIL 12, 2021: Chair Moreno asked the athletes to stand as he read the proclamation for the record in honor of the achievement by the Erie Tigers Cheer and Poms teams as State Champions. Chelsea Incorvaia - Erie Poms Coach, Megan Farley - Assistant Poms Coach, Nora Roth - Head Cheer Coach, and each of the team captains introduced themselves. Coach Roth explained Cheer season starts in April, runs through February, and then ends with cheer competitions in March, with only a couple of weeks to prepare for State competition. She expressed her pride in the team athletes who earned their third consecutive State Championship despite the challenges of the 2020-2021 season. Coach Incorvaia stated the team's achievement is remarkable because they pushed through despite the unknowns of an unusual season with very little time between the state preliminary and final competitions. Kyler Caldwell, Poms Captain, stated she is one of three Seniors who were blessed to enjoy cheering for their school football team and achieved a State Championship despite several injuries. Chair Moreno invited each of the team members to introduce themselves. At the request of Commissioner Buck the team shared a brief cheer. The Commissioners, in turn, congratulated the teams for a three -peat Championship and expressed their admiration of the teamwork and dedication learned from sports activities. They also extended their thanks to the parents, coaches, and administrators for all their hard work and dedication in support of the team. Matt Buchler, Erie High School Principal, expressed his pride in the dedication of the athletes who committed to early hours of practice, and he thanked the Board for recognizing the team. (Clerk's Note: The group gathered for a photo opportunity.) .. = 2) NATIONAL TELECOMMUNICATIONS WEEK - APRIL 11-17, 2021: Chair Moreno read the proclamation for the record. Mike Wallace, Director of the Department of Public Safety Communications, thanked the Board for recognizing and supporting the staff who ensure the Dispatch Center is operational 24/7, responding to more than 400,000 calls, as well as 300 public safety events. The Commissioners, in turn, acknowledged the efforts of first responders are not possible without the initial efforts and support of the dispatchers who are expected to be strong and make tough decisions, while engaging with patience and calm assurance. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - APRIL 7, AND 9, 2021: Commissioner Freeman moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously. BIDS: 1) APPROVE BID #B2100064, ON -SITE MEDICAL CLINIC SERVICES - DEPARTMENT OF HUMAN RESOURCES: Barb Connolly, Controller, stated staff recommends allowing additional time for further review of the proposals received. Commissioner Freeman moved to continue the item to April 21, 2021. Commissioner James seconded the motion, and it carried unanimously. 2) APPROVE BID #B2100075, ROAD BASE SUPPLY (CLASS 6) - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly stated staff recommends selecting the lowest bidder who met specifications, Minutes, Monday, April 12, 2021 2021-1016 Page 2 BC0016 Mill Iron Mining, for a total cost of $374,000.00 for 44,000 tons (budgeted amount of $506,000.00). Commissioner James moved to approve said bid. Commissioner Buck seconded the motion, and it carried unanimously. 3) PRESENT BID #B2100085, FUEL - DEPARTMENT OF FLEET SERVICES: Ms. Connolly presented the three (3) bids received and stated staff will review and make a recommendation on April 26, 2021. m_= NEW BUSINESS: 1) CONSIDER APPLICATION FOR FEDERAL ASSISTANCE (FORM SF -424) FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FIVE-YEAR CONSOLIDATED PLAN AND ANNUAL ACTION PLAN, AND CONSIDER CERTIFICATION OF COMPLIANCE WITH REGULATIONS FORM, AND AUTHORIZE CHAIR TO SIGN: Don Sandoval, Community Development Block Grant (CDBG) Manager, stated approval of this form authorizes him to submit the Consolidated Plan and Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) which will have up to 30 days to review and provide the the County with the corresponding grant agreement. Commissioner James moved to approve said application and form and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. 2) CONSIDER TEMPORARY CLOSURE OF CR 84 BETWEEN CR 33 AND U.S. HWY 85: Amy Mutchie, Department of Public Works, on behalf of C&H Excavation, requested approval for temporary closure from April 12, 2021, through May 7, 2021, in order to perform turn lane additions and ditch reconstruction for the Highland Industrial Park. Commissioner Freeman moved to approve said temporary closure. Commissioner James seconded the motion, and it carried unanimously. 3) CONSIDER TEMPORARY CLOSURE OF CR 17 BETWEEN CRS 6 AND 8: Ms. Mutchie recommended temporary closure from April 13, 2021, through April 16, 2021, to replace a drainage culvert, and she confirmed magnesium chloride will be applied for dust control on the detour route. Commissioner Saine moved to approve said temporary closure. Commissioner Buck seconded the motion, and it carried unanimously. 4) CONSIDER TEMPORARY CLOSURE OF CR 43 BETWEEN CRS 60.5 AND 62: Ms. Mutchie recommended temporary closure from April 13, 2021, through April 23, 2021, to replace two (2) irrigation culverts and complete paving, and she confirmed the detour route is paved. Commissioner Freeman moved to approve said temporary closure. Commissioner Buck seconded the motion, and it carried unanimously. 5) CONSIDER RENEWAL APPLICATION FOR TAVERN (COUNTY) LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN - RM, INC., DBA ROOM 119: Bob Choate, Assistant County Attorney, presented a brief description of the site location, explained the facility has been liquor licensed since the early 1980's, and staff has no changes or concerns to present from the referral agency reviews. Commissioner Freeman moved to approve said renewal application and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. 6) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEYS AND AUTHORIZE CHAIR TO SIGN - DAN RAY AND JESSICA AKERS: Commissioner James moved to approve said appointments and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. Commissioner Buck seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
