Notice of a Proposed Project or Activity Warranting Public
Comment
Website Title: Bayswater Exploration Et Production, LLC - Thornton 28-H Production Facility - Weld County
Notice Period Begins: April 8, 2021
Notice is hereby given that an application for a proposed project or activity has been submitted to the
Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Bayswater Exploration Et Production, LLC
Facility: Thornton 28-H Production Facility
Exploration Et Production Well Pad
SWNW Section 28 Township 7N Range 66W
Weld County
The proposed project or activity is as follows: This exploration and production well pad is requesting permit
coverage of the gas flaring from the vapor recovery tower (VRT) during vapor recovery unit (VRU) downtime.
The source currently has a gas flow meter installed that will measure the volume of gas vented from the
VRT. This source has three natural gas engines permitted under GP02, condensate and produced water
storage vessels covered separately under GP08, condensate loadout permitted under GP07, and produced
water loadout requesting permit coverage. The facility is synthetic minor for VOC.
The Division has determined that this permitting action is subject to public comment per Colorado
Regulation No. 3, Part B, Section III.C due to the following reason(s):
• permitted emissions exceed public notice threshold values in Regulation No. 3, Part B, Section
III.C.1.a (25 tpy in a non -attainment area and/or 50 tpy in an attainment area)
• the source is requesting a federally enforceable limit on the potential to emit in order to avoid other
requirements
The Division has made a preliminary determination of approval of the application.
A copy of the application, the Division's analysis, and a draft of Construction Permit 19WE0212 are available
on the Division's website at https: / /www.colorado.gov/cdphe/air-permit-public-notices
