RE: NEEDS TO BE ADDRESSED IN COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) FIVE-YEAR CONSOLIDATED PLAN AND ANNUAL ACTION PLAN
A public hearing was conducted on February 17, 2021, at 9:00 a.m., with the following present:
Commissioner Steve Moreno, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Perry L. Buck
Commissioner Mike Freeman
Commissioner Lori Saine
Also present:

The following business was transacted:
IPA I hereby certify that pursuant to a notice dated January 12, 2021, and duly published
January 15, 2021, in the Greeley Tribune, a public hearing was conducted to review the needs to
be addressed in the Five -Year Consolidated Plan and the Annual Action Plan, which are to be
submitted to the U.S. Department of Housing and Urban Development (HUD) in order to receive
Community Development Block Grant (CDBG) Entitlement funds, said plans to identity the needs
of the community and develop strategy to address the needs of the County.
IE Don Sandoval, CDBG Program Manager, presented a brief summary of the plans and
reviewed public comment received to date, which range from requests for sidewalks, road
improvements, parks, and community facilities. Mr. Sandoval stated public participation began in
July 2020, and all public comments will be incorporated into the Consolidated Plan. Mr. Sandoval
explained the draft Consolidated Plan and Annual Action Plan are available online for
consideration, which will be presented to the Commissioners for review and approval on March
8, 2021. Mr. Sandoval further described that, if approved, a resulting grant agreement is expected
with HUD once the plans have been submitted.
Commissioner James and Chair Moreno commended Mr. Sandoval for his hard work in
developing these plans.
Troy Renken, Town of Platteville Manager, discussed the need for affordable housing for
seniors, community facilities, and Americans with Disabilities Act (ADA) accessibility for sidewalks
and parks, in the Town of Platteville.
e Steve Teets, Greeley resident, requested an opportunity to discuss the plans with staff.

Commissioner James moved to approve the Resolution, based on the recommendation of
staff. The motion was seconded by Commissioner Freeman, and it carried unanimously. There
being no further discussion, the hearing was completed at 9:31 a.m.
This Certification was approved on the 22nd day of February, 2021.
